In early spring, the planting base in Suixi County, Zhanjiang, Guangdong welcomes a bumper harvest. Potatoes with golden colors broke out from the ground, and farmers are busy harvesting, sorting, and packaging. And the seeds of these potatoes come from Suihua, far away in Heilongjiang.

In 2017, Zhanjiang City and Suihua City successfully joined hands and formed a counterpart cooperation city. The two cities have great differences in their natural endowments and strong economic complementarity. Over the years, by opening up the "three chains" of industry, talent and market, we have continuously unlocked the password for win-win cooperation.

North potato seeds south, open up the industrial chain

The story of Suihua and Zhanjiang begins with potatoes.

In May 2024, Chen Lijun, deputy secretary of the Suihua Municipal Party Committee and mayor of Heilongjiang Province, led a research team to Zhanzhan to investigate the achievements of Zhansui agricultural cooperation, and Zeng Jinze, deputy secretary of the Zhanjiang Municipal Party Committee and mayor, accompanied the investigation.

The research team first went to the Guangdong-Hei cooperation "Rice-Rice-Potato" modern agricultural demonstration base located in Shitang Village, Chengyue Town, Suixi County. Every November, with the help of the two local governments, a group of "migratory bird farmers" from the Northeast would rush to the red land of the Leizhou Peninsula from the black soil of the Songnen Plain. These farmers from Wangkui County, Suihua City, Heilongjiang Province went south to plant potatoes with high-quality seeds, technology and equipment, and then went north to return home in April.

During this period, Suixi County was as warm as spring, but large areas of land were idle, and the farmers and machinery in Wangkui County were limited by the cold winter in the northeast and had no work to do. Can both sides complement each other? Starting from 2015, relevant departments in the two places began to cooperate to explore the possibility of "north potato seeds in the south".

Chang Gengguo, chairman of Wangkui County Longsou Cooperative, witnessed the development process of this agricultural cooperation model. Recalling the time when he was "not adapting to the local environment", he said emotionally: "When we encountered pests and diseases, we contacted the local agricultural technology promotion center department. They sent a lot of technical personnel to give us guidance, and the pests and diseases were alleviated. Guangdong experts are still supporting us as always."

With the formal establishment of counterpart cooperation relations between Guangdong and Black provinces in 2017, in addition to growing potatoes on dry slopes, Guangdong has proposed a new idea of ​​rice-potato water-drift rotation on rice fields, upgrading "north potato seeds in the south" to "rice-rice-potato" efficient yield model. In 2018, relevant departments in Guangdong Province established a project team, based on the Longsou Cooperative Cooperative, introduced Guangdong Yueliang Seed Industry Co., Ltd. and Beijing Yimutian Xinnong Network Technology Co., Ltd. to create a replicable and promote new regional cooperation model.

At present, the Guangdong-Heihei cooperation "Rice-Rice-Potato" modern agricultural demonstration base is about 4,200 mu, forming standardized cultivation technical regulations, achieving an annual average yield of 900 kilograms per mu, a potato yield of 2,300 kilograms per mu, and a comprehensive output value of over 10,000 yuan per mu. At the same time, Suixi County built the first large-scale 5G agricultural base station on the Leizhou Peninsula at the base, installed insect lights, meteorological stations and other equipment, and carried out agricultural planning, traceability management, product management and other operations on the farmland.

By revitalizing and integrating idle agricultural production resources in the two places, Zhansui's grain output has increased significantly, and it has also brought more employment opportunities. The farmers in Wangkui County, which farm in Guangdong, increase their income by more than 15,000 yuan per year, and more than 1,500 Zhanjiang farmers participate in it to obtain income every year.

"The higher the land transfer rate of a place, the scale of agriculture will increase, and the income of farmers will increase." Pang Yu, member of the Standing Committee of Suixi County Party Committee and deputy county magistrate, said that the "rice-rice-potato" cooperation plays an important role in optimizing the agricultural structure. According to the Eighth Plenary Session of the 14th Suixi County Party Committee and the County Party Committee Economic Work Conference, it is expected that Suixi County will rank first in the city and the forefront of the province for four consecutive years in 2024.

The second stop of the Heilongjiang research team is Chaizai Village, Caotan Town, Suixi County. Longsou Cooperative conducted feed corn planting experiments here to further solve the problem that corn raw materials in southern pig feed need to be transported from the north for long distance. At present, the area of ​​the test field is 150 mu, with a total output of 150,000 jin and a total output value of about 225,000 yuan. It realizes full mechanized production, effectively reducing production costs and improving production efficiency.

From planting to processing, logistics and then to sales, as the industrial chains of the two places are further opened up, Heilongjiang's planting technology has injected new wisdom into Guangdong's agricultural development, and Guangdong's market advantages have also provided a broader platform for Heilongjiang's agricultural products. Today, Zhanjiang City has set up a 6,000-ton off-site grain reserve base in Wangkui County, and Wangkui County has also entered 26 chain supermarkets in Zhanjiang City, selling more than 3,000 tons of Longjiang agricultural products annually.

In addition, in February 2024, the Development and Reform Bureau of Suixi County, Zhanjiang and the Hailun Municipal Grain Bureau of Suihua signed a strategic cooperation framework agreement to cooperate in grain purchase and sales business, construction of Helen rice base and brand building, construction of modern agricultural industrial park projects, import and export of specialty agricultural products and cross-border e-commerce business, etc., and continue to promote grain counterpart work between the two places.

Come and go, open up the talent chain

Talent is the primary resource for industrial development. To open up the industrial chain between Zhanjiang and Suihua, it is necessary to open up the talent chain between the two cities.

First, open up communication channels and open up new development ideas. The two cities promote mutual exchanges between cadres and use "stones from other mountains" to carve "the jade of one's own body". In 2024, the Organization Department of the Suihua Municipal Party Committee appointed 17 people to conduct research and study in Zhanjiang City, and selected 10 outstanding cadres to study in various counties, cities and districts of Zhanjiang City; the Party School of the Zhanjiang Municipal Party Committee held a training class for the Organization Department of the Suihua Municipal Party Committee, with a total of 45 Suihua Municipal cadres participating, further realizing the sharing of experiences and complementary advantages of the two cities.

Zhanjiang and Suihua have established an information sharing and communication mechanism for employment talents and created a communication platform for human resources service agencies in the two cities. In 2024, Zhanjiang pushed 3 batches of employment information to Suihua, involving 29 enterprises and 1,649 recruitment positions, alleviating the "labor shortage" of some enterprises in Zhanjiang and the "difficulty in employment" of some people in Suihua.

According to the "China Regional Innovation Capacity Evaluation Report 2024", Guangdong's regional innovation capacity ranked first in the country for eight consecutive years.
