Henan Vice Governor Liu Wei said at the forum that in 2018, Henan's GDP was 4.8 trillion yuan, and its total economic output ranked fifth in the country for many years. In the first three quarters of 2019, the province's GDP grew by 7.4%, and the added value of industrial above-scale industries increased by 7.9%, continuing to maintain stable and rapid development.

"In recent years, with the strong support of the central government, Henan has insisted on integrating into the joint construction of the Belt and Road Initiative as the central task of expanding opening up, giving full play to the comparative advantages of location, transportation, market, and resources, and coordinating the five-zone linkage of Zhengzhou Airport Economic Comprehensive Experimental Zone, China (Henan) Free Trade Pilot Zone, Zhengluoxin National Independent Innovation Demonstration Zone, Cross-border E-commerce Pilot Zone and Big Data Comprehensive Experimental Zone." Liu Wei pointed out that we should strengthen the "four-way coordination" of the air, land, online, and maritime Silk Road, accelerate the construction of a new pattern of comprehensive opening up with complete functions, factor agglomeration, industrial prosperity, interconnection and good environment, and promote high-quality economic and social development with high-level opening up to the outside world.

According to reports, the Grand Duchy of Luxembourg is located in the hinterland of Europe, known as the "crossroads" of Europe and the "second financial center" of the world. It is an important aviation hub, land hub and world-famous financial capital in Europe.

In March this year, China and Lukla signed a memorandum of cooperation on the "Belt and Road" marking a new level of exchanges and cooperation between the two sides. Especially since 2014, Henan and Luxembourg International Cargo Airlines have taken the opportunity of cooperation between Henan Airlines Investment and Luxembourg International Cargo Airlines to jointly create the Zhengzhou-Luxembourg "Air Silk Road", jointly wrote a good story in the international civil aviation industry.

Liu Wei said that the Henan-Luxembourg "Belt and Road" Economic Cooperation Forum has been successfully held for two sessions and has achieved remarkable results. This forum is the third session.
