As the world's largest steel enterprise, China Baowu resolutely implements the decisions and arrangements of the Party Central Committee, bravely shoulders the mission and responsibilities of state-owned central enterprises, highlights more strength and improvement, pays more attention to enhancing core functions and improving core competitiveness, and strives to expand development space, participate in global industrial division of labor, and improve global resource allocation capabilities.

Optimize international development plan. Anchoring the goal of "integrating global resource elements and building a world-class multinational enterprise", actively connect with the joint construction of the "Belt and Road", focus on main responsibilities and main businesses, build a global industrial ecosystem serving up upstream and downstream partners, ensure the safety and resilience of the steel industry chain, and steadily promote international operations. Coordinate development and security, focus on international production capacity layout, accelerate overseas mineral resource development and steel manufacturing base construction, layout and promote the green furnace material industry, strengthen overseas marketing, overseas R&D, and overseas engineering technical service capabilities, and improve and optimize the international governance system.

Optimize international business layout. In recent years, China Baowu's international operation has developed from "bringing in" to "going out", from product exports, engineering construction, investment in overseas mines and full-process steel mill construction and operation, international development has reached a new level. In terms of steel industry layout, it has signed a joint venture agreement with Saudi Aramco and Saudi Public Investment Fund to vigorously promote the implementation of the Saudi thick plate project, Baowu's first overseas steel green manufacturing base. In the field of overseas mineral resource development, the Guinea Simandu iron ore project has completed equity delivery and entered the development and construction stage. In terms of steel marketing and services, a marketing network based on overseas regional companies, branches, technical service centers, processing centers, and overseas R&D centers has been formed. In the product field of extending the steel industry chain, we will quickly promote the regional layout and scale of metal packaging business. In the field of international engineering technology contracting, projects have been undertaken in more than 50 countries and regions, setting records in the scale of overseas engineering contracting projects many times.

Optimize global resource allocation with major projects as the driving force

Make every effort to promote major strategic projects. To accelerate the promotion of the Ximangdu iron ore project, China Baowu regards this project as an important measure to be the leader of the modern industrial chain of new low-carbon metallurgy. He works with brother central enterprises to drive China's standards, Chinese design, and Chinese equipment to "go global". After completion and production, it will effectively promote Guinea's economic and social development. We will fully promote the Saudi thick plate project. As Baowu’s first full-process production base overseas, the project integrates Baowu’s advanced steel manufacturing capabilities, Saudi Aramco’s strong energy and industrial service ecosystem, and the professional investment experience of the Saudi public investment fund. After the project is put into production, the carbon dioxide emissions are reduced by more than 60% compared with traditional processes. Vigorously promote the green furnace material project, find green and low-carbon resource industrial elements around the world, accelerate the creation of a strategic green industrial chain system with green furnace material production capacity as the main body, supporting green energy as the support, and appropriately extending the production of green steel as the supplement, and shaping new advantages in international competition.

Comprehensively build an international governance system. China Baowu learns from the experience and practices of excellent international companies, clarifies international governance principles and structures, clarifies work paths and goals, adheres to long-term management and operation iteration and updates, and continuously improves the international governance system and mechanism; keeps a close eye on key areas, effectively prevents and controls risks, and improves the operating level of overseas assets.
