Huanghua Port, Bohai New District, Cangzhou: Two-way Open Bridgehead For The "Belt And Road" Strategy
Huanghua Port, Bohai New District, Cangzhou: Two-way Open Bridgehead For The "Belt And Road" Strategy
Huanghua Port, Bohai New Area, Cangzhou:
According to Modern Logistics News, the "Belt and Road" development strategy is a major strategic concept to rebuild the ancient Silk Road and the transportation and logistics channels between surrounding areas, and promote the economic and trade prosperity between countries of the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road". It occupies a primary position in the current national development strategy.
As a new growth pole among the three national strategies of the "Belt and Road" development strategy, the integrated development of Beijing-Tianjin-Hebei, and the Bohai Rim regional economic development, Cangzhou Bohai New Area has built a new development platform with both policy soft power and infrastructure hard power, becoming an important fulcrum in the "Belt and Road" strategy, and as a bridgehead for the two-way opening of the "Belt and Road" and has an important strategic position.
The important sea outlet of the "Silk Road Economic Belt"
The Silk Road in the traditional sense starts from Xi'an, Shaanxi, extends westward, and connects land channels to various Mediterranean countries through Gansu and Xinjiang. From the perspective of the Silk Road Economic Belt, Cangzhou Bohai New Area (Huanghua Port) is an extension of the land Silk Road eastward and seaward, and has become an important outlet for the "Silk Road Economic Belt" and "Oriental Bridgehead".
The best bridgehead for the new Eurasian Continental Bridge. The transportation of the Eurasian continental bridge is known as the modern "Silk Road", and Huanghua Port in Cangzhou Bohai New District is the best bridgehead for the new channel of the Eurasian continental bridge. Huanghua Port is located at the dome of the Bohai Bay and has a superior geographical location. It is adjacent to the Bohai Sea in the east and Beijing-Tianjin in the north, and across the sea from the Shandong Peninsula and Liaodong Peninsula. It is located in the center of the Bohai Rim with Tianjin Binhai New Area. It is a front-line open area of the "two rings" determined by Hebei Province and is also the key transportation link between Beijing-Tianjin and the eastern coastal areas. The new Eurasian Continental Bridge channel starting from Huanghua Port is known as the "world's shortest super geography phenomenon". It is shortened by 500 kilometers from the original Eurasian Continental Bridge, and the freight will be 20% lower than the ocean channel and 40% savings in time.
One of the three major sea outlets of the North Passage. Xinjiang, which is connected to the outside world, has used Huanghua Port as one of the three major sea outlets of the northern channel when it is laying out the three international channels of the "Silk Road Economic Belt". At present, the Xinjiang Uygur Autonomous Region has studied and proposed a channel strategic concept of "internal, three channels drive the opening of ten external ports". The northern channel of one of the three channels is: direct to Huanghua Port Port through Shenmu North; direct to Rizhao Port Port Port through Shenmu North and Tai'an; and mainly from General Miaomiao (Zundong) to Hami (Santang Lake, Naomao Lake) to Ejina Resource Development Railway, and eastward through Lince Line and Beijing Bao Line to form a three-directional sea route in Baotou, namely through Beijing Bao Line and Daqin Line to directly reach Qinhuangdao Port. These three northern channels will eventually form the most convenient international land route to Central Asia and my country's coastal areas.
The northern hinterland and an important sea outlet for the "New Silk Road" of Eurasia. On November 24, 2014, Zhang Qingwei, deputy secretary of the Hebei Provincial Party Committee and governor, presided over the executive meeting of the Provincial Government, reviewed and passed the "Opinions of the People's Government of Hebei Province on Accelerating the Transformation and Upgrading of Coastal Ports to Provide Strong Support for the Coordinated Development of Beijing, Tianjin and Hebei." The "Opinions" clearly put forward the "three strategic tasks" of ports in Hebei Province, among which the first strategic task is to clarify the port's functional positioning.
The coastal ports of Hebei Province are an important node of the national "North Coal Transportation South" transportation channel, the main body of my country's coal loading port, and an important outlet for the "New Silk Road" of Eurasia. They build the largest port group of the Bohai Rim and an important port trade and logistics hub, and become an important support for Hebei to promote the development of growth poles in the coastal areas, as well as an important strategic resource for Hebei to integrate into the coordinated development of Beijing-Tianjin-Hebei and participate in economic globalization at a larger scope, wider field and higher level.
Important strategic fulcrum of the "Maritime Silk Road"
The "Maritime Silk Road" is an ancient China's maritime international trade channel, which can be traced back to the Qin and Han Dynasties. During the prosperous period of the Tang, Song and Yuan dynasties, China was mainly composed of three main ports, Quanzhou, Guangzhou and Ningbo, and many other branch ports. Quanzhou is the starting point of the Maritime Silk Road recognized by UNESCO. But from a historical perspective, Huanghua Haifeng Town in Cangzhou Bohai New District is the veritable starting point of the northern starting point of the "Maritime Silk Road".
There are traces to follow in historical heritage. Historically, the Huanghua Haifeng Town in Bohai New District was the northern starting point of the "Maritime Silk Road" in the Song and Jin Dynasties. In the 1980s, Zhu Yafei, director of the Shandong Institute of Local History, proposed the concept of the "Northern Sea Silk Road" and pointed out that the ruins of Haifeng Town, Huanghua, Cangzhou and the surrounding areas were once important ports in the northern region. In August 2014, Feng Enxue, a doctoral supervisor at the Border Archaeology Research Center of Jilin University, sorted and restored the information of the Haifeng Town site, and also put forward the view that the Haifeng Town site in Huanghua, Bohai New District should be the northern starting point of the "Maritime Silk Road" in the Song and Jin Dynasties.
The Haifeng Town ruins are close to the Bohai Sea in the east, and have convenient river transportation and are close to the canal. The special geographical conditions have created its unique economic status. Archaeologists have discovered that many exquisite porcelains from kilns have been unearthed at the Haifeng Town site, and many porcelains from kilns have been unearthed in the same site, which is enough to prove that Haifeng Town was an important export port mainly for porcelain trade in ancient times. In March 2014, a Japanese delegation came to the Bohai New Area for on-site inspection and believed that a considerable number of porcelains circulated and unearthed in East Asia were indeed sold to the Korean Peninsula and Japan and other East Asian regions through Haifeng Town during the Song and Jin Dynasties.
The actual demand for economic and trade. The continuous increase in the degree of openness of foreign cooperation in the Bohai New Area has made maritime international trade a hard demand, and the Bohai New Area has also become an important strategic fulcrum for promoting economic and trade cooperation between countries on the "21st Century Maritime Silk Road". Relying on decades of deep cooperation with European countries, especially with the help of the "16 1" economic and trade cooperation mechanism established by China and Central and Eastern Europe, the Bohai New Area is building a China-Europe cooperation demonstration zone featuring China-Europe culture, science and technology and economic and trade cooperation. At present, China-Germany Nitra Winery, German rotorcraft manufacturing, China-Europe Cooperation Technology Transfer Center, etc. have been successively launched. The China-Europe Industrial Park will become the link for the construction of the "Maritime Silk Road" between the Bohai New Area and Europe. At the same time, the Bohai New Area is exploring and promoting cooperation with India in the biopharmaceutical industry.
Economic demand for outward development. The development of the outward-oriented economy in the hinterland of Huanghua Port is a strong support for the "Maritime Silk Road". The biggest advantage of Huanghua Port is its hinterland, which covers a vast area such as central and southern Hebei, northwestern Shandong, northern Henan, southwestern Shanxi, Shaanxi, Ningxia, Inner Mongolia, and covers an area of nearly 800,000 square kilometers. There are 43 districts and cities and 330 counties (cities) in the hinterland, accounting for more than 18% of the national economy. The transportation conditions in Huanghua Port Area are convenient. The local railways in Beijing-Shanghai, Beijing-Kowloon, Shuohuang, Cangzhou and the under-construction Handan-Huang Railway form a railway network that directly connects to the port area. The Jinshan, Beijing-Shanghai, Beijing-Fuzhou, Daguang, Shihuang, coastal expressways and national highways 104, 205, and 307 are the skeletonized road networks that connect ports to Beijing, Tianjin and the hinterland provinces. The hinterland area of this "three zones and two lines" exceeded US$50 billion in 2013, and maintained a stable growth rate. This is the economic and trade foundation of Huanghua Port as an important strategic fulcrum of the "Maritime Silk Road".
The "Belt and Road" opens bridgehead in both directions
Under the development strategy of the "Belt and Road", the development of the onshore Silk Road and the Maritime Silk Road are moving forward in unison, and it is of great significance to communicate the two-way opening bridgehead between the two.
With its advantages as a bridgehead for the east and seas of the land Silk Road, and its advantages as a northern starting point connecting the Maritime Silk Road, Cangzhou Bohai New Area has a communication and connection status in the Beijing-Tianjin-Rand region and the construction of a strong coastal economic and social development province, becoming an important node in the capital economic circle and a two-way open bridgehead for the "Belt and Road" and "East to West" strategy.
The starting point of the land Silk Road is in Xi'an, and the industrial bases and product bases of the Silk Road are in Hebei, Henan, and Jiangsu and Zhejiang respectively. Hebei is a transportation corridor and product base that connects the land Silk Road and the Maritime Silk Road. Liang Yong, a humanist scholar in Hebei, said: "Hebei is the most brilliant region in the ancient Silk Road silk textile technology. During the prosperous Tang Dynasty, Hebei gave the first silk textile tribute to the Silk Road in the country. Without Hebei, China's Silk Road became a source of rootless and rootless wood." From this point of view, Hebei is not only an important production area for silk and satin on the ancient Silk Road, but also an important production area for the marine porcelain road, providing a large amount of porcelain for the ancient Maritime Silk Road and porcelain road.
Open up two-way economic and trade cooperation channels
The great development situation of the "Belt and Road" national strategy, good location advantages, an important node connecting the Eurasian continental bridge and the Maritime Silk Road, a strong hinterland economy, and an urgent need for economic development have made this dazzling pearl in the Bohai Rim region, Cangzhou Bohai New Area, an important engine based on the national strategy, focusing on the regional economy, and driving regional development, playing an important role in promoting the implementation of the "Belt and Road" development strategy concept.
Under the strategic situation of the "Belt and Road" policy, the strategic positioning of Cangzhou Bohai New Area has been clear. It not only has the historical heritage of the northern starting point of the "Maritime Silk Road" and is also an important strategic fulcrum of the "21st Century Maritime Silk Road". It also has an important sea outlet for the "Silk Road Economic Belt" to extend eastward. It has such an important connecting position and is undoubtedly a bridgehead for the two-way opening of the "Belt and Road" development strategy standing in the east.
Based on this important node status and two-way connecting and communication role, the two-way economic and trade cooperation channel for "bridge economy" and "coastal economy" with Huanghua Port in Cangzhou Bohai New Area as the hub has become the strategic focus of the development of Cangzhou Bohai New Area. On January 24, the high-level seminar on "The Belt and Road Development Strategy and Development Opportunities of Cangzhou Bohai New Area (Huanghua Port) will be held in the Bohai New Area. This is an important measure to open up a two-way economic and trade cooperation channel. Relevant leaders, economists, humanities scholars and corporate representatives gathered here to explore in-depth how Cangzhou Bohai New Area (Huanghua Port) should seize the opportunity and develop scientifically.
Under the great opportunities of development, Cangzhou Bohai New Area will use policy advantages and infrastructure advantages as the basis, connect and build a new platform for win-win cooperation between governments and enterprises, seize opportunities, improve services, drive regional development with high standards, high quality and professional service levels, open up two-way economic and trade cooperation channels between "bridge economy" and "coastal economy", and become a two-way opening bridgehead for the "Belt and Road" and "East to West" strategy, so as to promote the implementation of the three major national strategies of the "Belt and Road" development strategy, the integrated development of Beijing-Tianjin-Hebei, and the Bohai Rim regional economic development as soon as possible.
