The declaration emphasizes that only through a wider global joint efforts can scientific and technological innovation move to a higher level. We are willing to jointly promote the construction of an innovation-driven, open, inclusive, fair and just, common prosperity, and universal and sustainable "Belt and Road" science and technology innovation community, promote the high-quality development of the construction of the innovative Silk Road, provide broader new space for the development of all countries, and bring greater welfare to mankind.

The declaration proposes: jointly implement the concept of innovation-driven development and work together to meet common global challenges; jointly seize the historical opportunities of scientific and technological revolution and industrial transformation, promote the integrated development of scientific and technological innovation and industrial innovation; jointly bridge the gap in scientific and technological and technological development, promote common prosperity and progress; jointly weave a tight innovation partnership network to cultivate young scientific and technological innovation talents; jointly improve the global scientific and technological governance system, so that scientific and technological progress can benefit all mankind.

The Declaration says that in the face of global challenges such as climate change, health, environmental protection, energy security, food security, and poverty, only the way out is to cooperate with all countries to respond together.

The declaration pointed out that it is willing to actively carry out scientific and technological exchanges and joint research in cutting-edge fields, jointly build the "Belt and Road" joint laboratory, implement the "Belt and Road" special cooperation plan for artificial intelligence and space information technology, and jointly promote the development and application of cutting-edge science and technology.

The declaration says that we should adhere to the concept of scientific and technological achievements benefiting all mankind, advocate universal and inclusive economic globalization, achieve universal and favorable growth opportunities, promote inclusive development paths, and continuously bridge the technological, digital and intelligent gaps.

The declaration proposes that it will expand scientific and technological exchanges in the "Belt and Road" and especially support academic exchanges, technical training and other activities for young scientific and technological personnel, and promote mutual learning among scientific and technological personnel and mutual enjoyment of scientific and technological innovation achievements.

The declaration said that it is against the politicization and general security of scientific and technological cooperation, promote the free flow of scientific and technological innovation personnel and resources on a global scale, respect scientific research ethics, shape the concept of science and technology for goodness, maintain the diversity, inclusiveness and sustainability of scientific practices, and jointly create an open, inclusive, fair, just and non-discriminatory scientific and technological development environment.
