On June 11, 2025, the second "Belt and Road" Science and Technology Exchange Conference opened in Chengdu, Sichuan. The conference issued the Chengdu Declaration on jointly building the "Belt and Road" Science and Technology Innovation Community, with the full text as follows:

We highly appreciate the important achievements made by the Belt and Road Initiative Science and Technology Innovation Action Plan, and emphasize that only through a wider global joint efforts can scientific and technological innovation move to a higher level. We are willing to jointly promote the construction of an innovation-driven, open, inclusive, fair and just, common prosperity, and universal sustainable "Belt and Road Initiative" science and technology innovation community, promote the high-quality development of the construction of the innovative Silk Road, provide broader new space for the development of all countries, and bring greater welfare to mankind.

1. Jointly implement the concept of innovation-driven development and work together to meet common global challenges

We recognize that in the face of global challenges such as climate change, health, environmental protection, energy security, food security, and poverty, only countries can cooperate to respond together.

We are willing to combine the experience and needs of various countries to drive sustainable economic and social development through innovation, strengthen communication of scientific and technological innovation policies, share development experience and best practices, and jointly implement the "Belt and Road" special cooperation plan for sustainable development technology.

We are willing to support relevant scientific research institutions, universities, enterprises and think tanks in various countries to establish cooperation networks and a cooperation mechanism that deeply integrates industry, academia and research, strengthen joint research and development and technology promotion around important scientific and technological issues, jointly respond to global challenges through scientific and technological innovation, and promote the implementation of the United Nations 2030 Agenda for Sustainable Development.

2. Seize the historical opportunities of scientific and technological revolution and industrial transformation to promote the integrated development of scientific and technological innovation and industrial innovation

We realize that the rapid development of emerging technologies such as artificial intelligence and quantum technology will have a huge impact on human society and promote scientific and technological progress and industrial transformation.

We are willing to actively carry out scientific and technological exchanges and joint research in cutting-edge fields with all countries, jointly build the "Belt and Road" joint laboratory, implement the "Belt and Road" special cooperation plan for artificial intelligence and space information technology, and jointly promote the development and application of cutting-edge science and technology.

We are willing to work with all countries to explore the empowerment role of emerging technologies, jointly carry out cooperation in the "Belt and Road" science and technology parks, accelerate the coordinated transformation and development of digital and green, promote the deep integration of scientific and technological innovation and industrial innovation, jointly consolidate cooperation in traditional fields through scientific and technological innovation, expand cooperation in emerging fields, and inject strong impetus into the economic development of various countries.

3. Broaden the technological gap and promote common prosperity and progress

We adhere to the concept of scientific and technological achievements benefiting all mankind, advocate universal and inclusive economic globalization, achieve universal growth opportunities, promote inclusive development paths, and continuously bridge the technological, digital and intelligent gaps.

We are willing to face the development needs of countries that jointly build the "Belt and Road" and actively carry out technology transfer cooperation on the principle of mutual benefit and win-win, jointly implement the "Belt and Road" special cooperation plan for science and technology poverty reduction, actively support developing countries to strengthen scientific and technological capacity building, help knowledge and technology global mobility, help developing countries to solve poverty reduction and development problems through scientific and technological innovation, and help the development and revitalization of the "Global South".

We are willing to jointly implement the "Belt and Road" special cooperation plan for traditional Chinese medicine science and technology innovation, jointly promote scientific and technological innovation to help civilization inheritance, strengthen mutual learning and mutual learning of traditional medicine, and contribute to promoting the life and health of people in all countries.

4. Jointly weave a tight innovation partnership network to cultivate young scientific and technological innovation talents

We recognize that young scientific and technological innovation talents are the key forces that concern the future of human development. Establishing a close scientific and technological exchange and cooperation network and promoting young scientific and technological personnel exchanges is the common vision of all countries.

We support scientific researchers from all countries to work together to overcome scientific and technological problems. We welcome active participation in the global scientific research fund established by China, jointly build a long-term and stable cooperative network of partner research institutions, implement the "Belt and Road" Youth Science and Technology Innovation Partner Program, and jointly cultivate scientific and technological innovation talents in various fields.

We will expand the scientific and technological exchanges of the "Belt and Road" and especially support academic exchanges, technical training and other activities for young scientific and technological personnel, and promote mutual learning among scientific and technological personnel and mutual sharing of scientific and technological innovation achievements.

5. Jointly improve the global science and technology governance system, so that scientific and technological progress can benefit all mankind

We reiterate that the peaceful use of science and technology is an inalienable right granted to all countries by international law, support the resolutions adopted by the United Nations General Assembly, such as "International Cooperation in Promoting Peaceful Uses in the Field of International Security", "International Decade of Science and Technology Promoting Sustainable Development from 2024 to 2033" and "International Cooperation in Strengthening the Building of Artificial Intelligence Capacity", support the initiatives such as the "Open Science Recommendation" issued by UNESCO, oppose the politicization and pan-security of scientific and technological cooperation, promote the free flow of scientific and technological innovation personnel and resources on a global scale, respect scientific research ethics, shape the concept of science and technology for goodness, maintain the diversity, inclusiveness and sustainability of scientific practices, and jointly create an open, inclusive, fair, just and non-discriminatory scientific and technological development environment.

We actively support the scientific and technological innovation and development of "Global South" countries, give full play to collective wisdom, discuss scientific and technological solutions for "Global South" countries to respond to global challenges, safeguard the technological security, technological equality and technological justice of developing countries in the international community, and work with "Global South" countries to move towards modernization together.

We are well aware that promoting the effective implementation of this declaration requires our joint efforts. We look forward to the active response of stakeholders such as governments, science and technology, and industries around the world, to promote the construction of the innovative Silk Road in depth and practical ways, and to contribute scientific and technological strength to working together to build a community with a shared future for mankind.
