At the opening ceremony of the General Assembly, Amandeep Gill, the technical envoy of the United Nations Secretary-General, delivered a video speech, pointing out that he appreciated the leadership and vision shown by the organizers of the General Assembly. What today's society needs is not only the progress of science and technology, but more importantly, the construction of solid partnerships and the development of fruitful dialogue, so as to ensure that the progress of science and technology can produce more profound and practical significance.

The "Belt and Road" scientific and technological cooperation is actively promoting international scientific and technological cooperation to develop in a more balanced and fruitful direction, allowing more scientific resources and achievements to benefit a wider range of countries and people.

Supama Isarapadi, Minister of the Ministry of Higher Education and Research Innovation in Thailand, said that the construction of the "Digital Silk Road" has promoted the implementation of cutting-edge technologies such as 5G communications, big data, and artificial intelligence in co-construction countries, providing more opportunities for southern countries around the world to participate in global scientific and technological development.

China not only actively participates in and promotes international scientific and technological cooperation, but also plays a leading role in it.

From the date of the proposal, practicing the concept of openness, inclusiveness, mutual benefit and benefiting people's livelihood is the unchanging goal of jointly building the "Belt and Road".

On November 21, 2024, China, together with Brazil, South Africa and the African Union, jointly launched the "Open Science International Cooperation Initiative", aiming to work together to build an open, fair, just and non-discriminatory global scientific and technological development environment, and promote global scientific and technological innovation achievements to benefit the "Global South".

Brad Nzimandi, Minister of Science and Innovation of South Africa, said: "This kind of cooperation is not a one-way technology output, but a two-way mutual benefit and win-win situation. In cooperation with countries that jointly build the Belt and Road, China combines innovative achievements with local development needs, and can truly respect the Belt and Road partners."

Several ministers interviewed mentioned that in the process of promoting the "Belt and Road" scientific and technological innovation action plan, China and the co-construction countries have established effective cooperation mechanisms including technology transfer centers and young scientist exchange plans, which are transforming scientific and technological cooperation into people's livelihood.

As Malaysia's Minister of Science and Technology and Innovation Zheng Likang said: "The Belt and Road Initiative is not only a path to promote common economic growth, but also a broad platform to promote scientific and technological progress and sustainable development. It advocates the construction of an open, inclusive, fair and win-win scientific research environment to ensure that no country is left behind in the process of global innovation and digitalization."

Looking ahead, the "Belt and Road" scientific and technological cooperation has broad prospects. The guests at the meeting were full of expectations and hoped to further strengthen cooperation, jointly promote more breakthroughs in food and energy security, artificial intelligence, green development and other fields, and contribute to the building of a scientific and technological innovation community of the "Belt and Road".

Ginara Segrova, Vice Minister of Science and Higher Education of Kazakhstan, has high hopes for future scientific research cooperation under the initiative of jointly building the Belt and Road Initiative. She said: "We are willing to work with our Belt and Road partners to promote technological progress, work together to shape a scientific, sustainable and respectful future, and draw a new picture for the high-quality development of the Belt and Road."
