At present, the international situation is becoming increasingly chaotic. The United States has abused tariffs under the banner of so-called pursuit of "reciprocity", putting its own interests above the public interests of the international community, seriously infringing on the legitimate rights and interests of all countries, seriously impacting the stability of the global economic order, and causing huge difficulties to the economic and social development and improvement of people's livelihood in developing countries such as Africa.
Faced with common challenges, China and Africa have worked closely together to transform the strategic consensus of the Chinese and African leaders into firm actions to deepen political mutual trust. China and Africa maintained policy communication through high-level exchanges. President Xi Jinping called to congratulate the successful convening of the 38th African Union Summit, Chinese leaders visited Africa, and Chinese Foreign Minister visited Africa for his first visit to Africa at the beginning of 35 years. Kenyan President Ruto and other African groups officially visited China. China and Africa will safeguard the common interests of the global and southern countries with more powerful mutual support, defend international fairness and justice, and support each other to safeguard sovereignty, security and development interests. The two sides jointly build the "Belt and Road" with high quality, implement the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, safeguard the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter, and actively participate in and promote the construction of a more just and reasonable global governance system. China supports South Africa in hosting the G20 Johannesburg Summit, supporting the African Union to play an important role in the G20, and supporting Nigeria and Uganda to become BRICS partners.
China and Africa are stepping up coordination and docking to transform the strategic consensus of the Chinese and African leaders into a powerful driving force for promoting high-quality cooperation between China and Africa, and providing solid and reliable support and driving force for Africa's path to modernization. China communicated in-depth with the forum co-chairman of the Congo (Brazza), and conducted extensive consultations with African countries. After the Beijing Summit, it jointly formulated a "timetable" and "roadmap" to promote the implementation of the summit results. Since the end of the forum and summit, China has provided a total of RMB 130.32 billion in financial support to Africa, and provided a total of RMB 139.95 billion in insurance coverage for China-Africa cooperation. A series of early gains have been achieved in the implementation of the results of the summit.
From June 10 to 12, 2025, the ministerial meeting of the coordinator for the implementation of the results of the China-Africa Cooperation Forum was held in Hunan to conduct a general review of the implementation of the results since the Beijing Summit in September last year and conduct communication and consultation on the next work. In order to further reflect the key points and highlights of the progress in the implementation of the summit results, China sorted out, summarized and formed the following list of results, covering a total of 10 categories and 35 items.
1. Mutual learning of civilizations
(1) Deepen the exchange of experience in governing the country. People from many African political parties visited China for exchanges and held a training course for young and middle-aged cadres of the Six Sisters Party of Southern Africa.
(2) Carry out think tank cooperation in depth. Continue to promote the China-Africa Development Knowledge Network, hold a China-Africa Development Knowledge Webinar, promote the establishment of a Chinese cultural center in Mozambique and Kenya, and prepare for the construction of a Central African Research Center in Senegal and Morocco. All parties will establish the China-Africa Publishing Alliance this year in accordance with the principle of voluntary voluntary. The China-Africa-UNESCO Dialogue on Education and Cultural Heritage Protection Cooperation, the 14th session of the China-Africa Think Tank Forum, the 4th China-Africa Dialogue Conference, and the Annual Meeting of the China-Africa University Alliance Exchange Mechanism were held.

A foreign aid training program for legal and judicial professionals will be held within the year, and officials from the judicial administrative departments of relevant African countries will be invited to participate.
2. Prosperity of trade
(IV) In 2024, China-Africa trade volume was US$295.6 billion, a record high. From January to March 2025, China-Africa trade volume was US$72.6 billion, an increase of 2.7% year-on-year. Zero tariff treatment for 100% of the tax products of the least developed countries that have established diplomatic relations with China has been officially implemented from December 1, 2024, driving the import of goods from relevant countries to China. China has signed a framework agreement on the common economic partnership with more than 20 African countries and is actively promoting module negotiations. This is in sharp contrast to the United States launching a tariff war against all African countries.
(V) Promote the export of high-quality African products to China. It has provided support for African export trade financing of approximately RMB 17.12 billion. The "African Product Zone" was established at the 7th China International Import Expo.
(VI) Expand African products access to China. It has signed 22 protocols for agricultural products import to China with 18 African countries, and more than 2,400 food companies from 53 African countries (regions) have been registered in China. Memorandum of Understanding on Technical Cooperation in Animal and Plant Quarantine with Zimbabwe, Congo (Brazza), Sao Tome and Principe. A memorandum of customs cooperation was signed with Namibia. The arrangement for mutual recognition of the "Certified Operator" system signed with Burundi has begun.
(7) Deepen China-Africa e-commerce cooperation. A special session of the "Cloud Lecture Hall" in Africa was held, and 600 representatives from 10 African countries participated. "Digital Trade Africa Day" was held during the 2024 Global Digital Trade Fair.
III. Industrial chain cooperation
(8) Support the construction of local value chains in Africa, the development of manufacturing industries and the deep processing of minerals. Currently, double taxation avoidance agreements have been signed with 21 African countries. Chinese enterprises, the Tanzania-Zambia Railway Bureau and the Tanzania-Zambia government have made positive progress in negotiations on signing relevant agreements for the activation of the Tanzania-Zambia railway. From the summit to the end of March 2025, Chinese companies have added 13.38 billion yuan to Africa.
(9) Promote the construction of the pilot zone for in-depth economic and trade cooperation between China and Africa, and hold the 4th China-Africa Economic and Trade Expo. Promote the establishment of the China-Africa In-depth Cooperation Service Fund for Economic and Trade. The China International Economic and Trade Arbitration Commission China Central African Trial Center was established.
(10) Support the development of small and medium-sized enterprises in Africa, and has provided loan support to African countries of RMB 2.08 billion, involving 19 industries, benefiting about 350 small and medium-sized enterprises and providing about 4,500 jobs. 18 small and medium-sized enterprise matching activities and 26 industrial talent training courses were held. The China-Africa Private Economic Cooperation Forum was held and 16 cooperation intentions with RMB 3.5 billion were reached in key areas such as manufacturing, energy, agriculture, and logistics. A seminar on high-quality development of China-Africa investment cooperation, a conference on China-Africa financial cooperation, etc. were held.
4. Interconnection
(XI) Signed the "Belt and Road" cooperation plan with South Sudan, Equatorial Guinea and Kenya. It has provided or promised to provide Africa with special funds for development finance and infrastructure financing support of RMB 72.28 billion. From the summit to the end of March 2025, Chinese companies have completed a turnover of RMB 134.464 billion in contracted projects in the field of infrastructure construction in Africa.
(12) Actively promote the construction of China-Africa logistics channels. A total of 1,915 trains have been launched in Hunan-Guangdong-Bail-Front-Rail-Sea Intermodal, exceeding 1,000 trains per year for the first time in 2024. Dar es Salaam-Guangzhou regular all-cargo flights were officially launched, and the number of passenger routes in China and Africa increased by 22% compared with before the summit. The China-Liberia Maritime Transport Agreement comes into effect.
(13) Continue to build a financial and financial platform and channels. It provided RMB 11.16 billion in credit support to African financial institutions, and the African Export-Import Bank issued RMB 2.2 billion in "panda bonds" in China. The China-Africa Development Fund has added about RMB 3.2 billion in investment in Africa, and the China-Africa Capacity Cooperation Fund has added about RMB 2.9 billion in investment in Africa.
V. Development of cooperation
(14) Carry out various forms of international development cooperation. Continue to provide free assistance to Africans. Actively promote about 600 "small but beautiful" projects, covering areas such as interconnection, poverty reduction and farmers, medical and health care, green development, digital economy, and cultural exchanges, and basically achieve full coverage of African countries. The Comoros Stadium and Swimming Center project, the Seychelles social housing project, the Sierra Leone youth public service facilities project, the Algerian Youth Palace project, the technical cooperation project of Yaoundé Conference Building in Cameroon, the reconstruction project of the Munza Olympic Stadium in Tunisia, the technical assistance project of the Presidential Palace and National Stadium in Cape Verde, the 500 social housing project in Djibouti, and the Gabonese Ministry of Foreign Affairs Complex Project. Emergency humanitarian assistance was provided to the Democratic Republic of the Congo, the Sudan and Mozambique. Support Senegal in hosting the 2026 Youth Olympic Games, providing technical maintenance, material and technical support for venues. A preparatory technical inspection and exchange of poverty reduction demonstration village projects was signed with South Africa. The "Mother's New Farm" double project was implemented in Africa.
(15) The China-Africa (Ethiopia)-United Nations (Industrial Development Organization) Cooperation Demonstration Center was established, which has been officially listed in Ethiopia, signed the working guidelines for the management and operation mechanism of the demonstration center, and has implemented a number of industrialization, agricultural modernization, and talent training projects in Ethiopia.
(16) China and Africa jointly issued the "Joint Statement on Deepening Cooperation within the Framework of the Global Development Initiative", and 30 African countries and the African Union officially joined the Global Development Promotion Center Network. A memorandum of understanding was signed with Botswana on promoting the implementation of the Global Development Initiative. The China-World Bank Group Partnership Fund has been continued, and the first donation of US$20 million has been implemented.
(17) Strengthen international cooperation in building artificial intelligence capabilities. The "Inclusive Plan for the Construction of Artificial Intelligence Capacity" was proposed, and jointly established an international cooperation group for the construction of artificial intelligence capacity and held a theme event for the Friends Group. A seminar on building artificial intelligence capabilities was held. Support Rwanda to host the African Global Artificial Intelligence Summit.
6. Health
(18) Implement health projects. Djibouti Tajula Hospital project is completed and delivered. Burkina Faso Bobo-Diuraso Hospital and Comoro Maruf National Central Hospital buildings are about to be completed and delivered. The National Surgery Center Project of Mozambique, the Rwanda Masaka Hospital renovation project, the China-Africa Friendship Hospital and the Chinese Medical Team dormitory renovation project, the Chad China-Chhat Friendship Hospital upgrade and renovation project, the Tunisia Gabes Oncology Center Project, the Tanzania Kikkit Heart Research Institute upgrade and expansion project, the Obstetrics Building Project of Mindelu Hospital, the Liberia National Clinical Diagnosis and Treatment Laboratory Project, the China-Ece Georgia Friendship Hospital material donation project, and the second phase of the Juba Teaching Hospital renovation and expansion project in Juba, South Sudan, etc. have made positive progress, and the construction of the Mali Hospital Reproductive Medicine Center is promoted.
Three malaria elimination demonstration projects, including the anti-malarial technical assistance project in Sao Tome and Principe, the Comoros Emergency Malaria Materials Project, and the Phase II Technical Assistance Project of the Anti-malarial Center, have made positive progress. The "Accelerating the Elimination of Malaria" tripartite cooperation project was carried out in the Gambia using the Global Development and South-South Cooperation Fund, urgently provided a batch of anti-malarial drug-impregnated mosquito nets to Mauritania, and implemented emergency anti-malarial aid projects in Ethiopia. Anti-malarial training, traditional Chinese medicine diagnosis and treatment were carried out in traditional Chinese medicine centers in Algeria, Tunisia, Madagascar, Ethiopia, Morocco, Zimbabwe, Mauritius and other countries. The Chinese-Sierra Leone Traditional Chinese Medicine Center has been established, and the China-Morocco Traditional Chinese Medicine Center will be listed soon. Cholera vaccines have been provided to Zambia and other countries. Monkeypox epidemic prevention materials were provided to the Democratic Republic of the Congo.
(19) Strengthen the sharing of diagnosis and treatment technology. The "Minimal Invasive Medicine" program in Africa was implemented, and technology was shared with Zimbabwe and Tanzania to help Africa enter the era of minimally invasive surgery. The 4th China-Africa Artemisinin Compound Treatment Symposium on Malaria Control was held. The first "China-Africa Tropical Disease Prevention and Control Technology Exchange Conference" will be held in June 2025, the China-Africa Hospital Development Conference will be held in August 2025, the China-Africa Hospital Alliance will be established, and 1 to 2 China-Africa Joint Medical Centers will be established in December 2025.
(20) Support the development of African health causes. Since the summit, a total of 508 foreign aid medical team members have been dispatched. The Chinese medical team has treated 1.06 million patients, provided daily diagnosis and treatment services for local women and children, trained local medical staff, and carried out health education. Technical assistance was provided to the African Centre for Disease Control and Prevention, and two experts were sent to the African Centre for Disease Control and Prevention to serve as technical consultants. Maternal and child health cooperation projects have been carried out in Tanzania, Guinea-Bissau, Burundi and the Gambia. Free medical consultation activities such as "Travel of Light" and "Travel of Love" were carried out in Ethiopia, Zimbabwe, South Sudan, Equatorial Guinea, etc., serving 400,000 patients. An exchange training course for infectious disease prevention and control was carried out, an expert group was sent to Burkina Faso, 30 local technical experts were trained, and a memorandum of understanding was signed in the fields of public health and cooperation in the prevention and control of parasitic diseases. The Peace Ark hospital ship visited 12 African countries to provide medical services. The China Red Cross Association and its partners have launched a free lunch program in African countries, opening 35 catering schools, helping 8,297 children return to campus. The China Rural Development Foundation launched a Smiling Children's Meal Delivery Project in the Democratic Republic of Congo, benefiting 1,400 students and building a loving kitchen for the local area. Using the Global Development and South-South Cooperation Fund, we cooperated with UNAIDS and other institutions to implement the "Africa Anti-Ailment and Anti-Ailment" action; and carried out early childhood development services projects in Rwanda in cooperation with UNICEF.
7. Promote farmers and benefit people
(21) Strengthen the sharing and exchange of agricultural technology. More than 200 agricultural experts have been sent to Madagascar, Eritrea, Burundi and other countries. Material assistance and dispatch experts were provided to agricultural technology centers in Equatorial Guinea and other countries. Launch a demonstration of green and efficient production and processing technology for cassava in Congo (Brazza), Kenya, Nigeria and Ghana. The fungi grass technology projects of China Aided to Central Africa, Zimbabwe, Tanzania, South Sudan and other countries, and the Sustainable Transformation Project of the Gambia Rice and Millet Food System have made positive progress. In cooperation with the Food and Agriculture Organization of the United Nations, the Sudan Red Sea Prefecture poverty reduction and agricultural assistance project was implemented; the Malawi and Namibia agricultural cooperation projects were implemented, and 16 agricultural experts have been sent to provide agricultural technical guidance. We have carried out technical training on improving the capacity of cassava value chain for African countries in cooperation with the Food and Agriculture Organization of the United Nations and the World Food Programme.
(22) Implement agricultural development cooperation projects. The Jamestown Fishing Port Comprehensive Facilities Project of Ghana was completed, and the comprehensive rice agricultural product processing zone project of Sierra Leone has made positive progress, and rural water conservancy projects have been implemented in Togo. Support African agricultural mechanization and provide agricultural machinery and tools to Equatorial Guinea, Lesotho, Zambia and other countries. Emergency food aid was provided to nine African countries including Somalia. In cooperation with the International Agricultural Development Fund, we implemented the project to promote agricultural development in Tanzania using satellite digital technology.
(23) Enrich the agricultural cooperation mechanism platform. A meeting of the China-Sierra Leone Fisheries Joint Committee was held, and a memorandum of understanding on agricultural cooperation was signed with Burundi and Côte d'Ivoire. The "Future Africa-China-Africa Vocational Education Cooperation Plan" was implemented in depth. 33 institutions from 13 African countries joined the China-Africa Vocational Education Federation, established the first "Chinese Vocational Skills" education regional development center, and established the first digital education regional cooperation center in Africa. The "Luban Workshop" and schools in Benin and Rwanda have been newly built or upgraded, and 17 "Luban Workshops" have been established in 15 African countries. 9. Green development

The "China-Africa Green Messenger Program" was implemented to promote the improvement of green skills and knowledge sharing in China-Africa green development.
