On June 10, a delegation from the "Belt and Road" Business Environment Research Institute of Northwest University of Political Science and Law returned from completing the scientific research tasks of the Asian Bank. This survey went to Kazakhstan, Kyrgyzstan and Uzbekistan Central Asia to conduct in-depth scientific research and surveys, collecting multiple sets of business environment data.
Kazakhstan, Uzbekistan and Kyrgyzstan are core countries in Central Asia and are located at a key node of the "Silk Road Economic Belt". Their business environment and rule of law have an important impact on the "going out" of Chinese enterprises and the development of regional economic integration. The survey consisted of a 24-person delegation of teachers and students from the School of Business Environment of Northwest University of Political Science and Law, including Professor Wang Yingying, Dean of the School of Belt and Road Initiative, Professor Shu Hongshui, Dean of the School of National Security (School of Counter-Terrorism Law), Professor Sun Jiang, Dean of the School of Journalism and Communication (School of Art), and many practical experts. The research itinerary covers more than 20 institutions in three countries and four cities.
Zhao Wandong, Secretary of the Party Committee of Northwest University of Political Science and Law, fully affirmed the fruitful achievements made by the delegation at the welcoming ceremony. He emphasized that this scientific research activity is a successful practice of Northwest University of Political Science and Law based on the advantages of the legal discipline and serving the national strategic needs. It vividly practiced the scientific research concept of "writing papers on the earth", demonstrating the school's deep strength and responsibility in the field of foreign-related legal research. The school will continue to deepen all-round cooperation with universities, research institutions and enterprises in Central Asian countries, establish and improve long-term exchange mechanisms, expand the breadth and depth of academic exchanges, student exchanges and scientific research cooperation, and is committed to providing more solid and powerful legal guarantees and international talent support for helping to jointly build the "Belt and Road".
Explore a new paradigm for the rule of law research on the "Belt and Road"
Northwest University of Political Science and Law takes serving the initiative of jointly building the "Belt and Road" as its mission. It is reported that since the proposal was proposed, the school has continued to deepen legal cooperation with universities in Central Asian countries, joined the Silk Road University Alliance and the Shanghai Cooperation Organization Law University Alliance, and took the lead in establishing the "China-Central Asia" Legal Inquiry and Research Center. Since 2023, Northwest University of Political Science and Law has visited Central Asian countries with the Shaanxi Higher Education delegation many times to conduct exchanges. In March this year, the school was added to the SCO University Chinese project school.
This scientific research activity is guided by the Shaanxi Provincial Department of Justice and the Shaanxi Provincial Department of Education, and sponsored by the "Belt and Road" Business Environment Research Institute of Northwest University of Political Science and Law. The team members are guided by national needs and conduct systematic application countermeasures research on the three countries, providing intellectual support for serving the joint construction of the "Belt and Road" initiative and promoting the practice of modernizing the Chinese style of Shaanxi.
Previously, the institute has compiled a series of research papers on the rule of law of business environment in countries, including "Research on the Rule of Law of Business Environment in Kazakhstan". This time, the Central Asian Development Bank is a field test of these research results.
Improve the accuracy of high-end foreign-related legal think tank services
The "Belt and Road" Business Environment Research Institute of Northwest University of Political Science and Law was established in 2024. It is committed to providing legal think tank support for national policy communication between jointly building the "Belt and Road", legal business consultation for facilities, dispute resolution for smooth trade, risk prevention plans for capital and finance, and legal practice templates for people-to-people communication. This delegation's trip deeply integrated the practical experience of the rule of law in the three Central Asian countries, pioneered the construction of a collaborative paradigm for cross-border business environment research, and promoted the precise transformation of relevant results from academic research to solutions.
In Kazakhstan, the delegation conducted a comprehensive investigation on legal practice, corporate practice, market inspection and other aspects: a lawyer with Abzal, a partner at Yingke Kazakhstan Law Firm, held an in-depth discussion on the legal system, judicial environment and dispute resolution mechanism of Kazakhstan; investigated practical problems such as labor disputes encountered by China Railway Construction Group Central Asia Company in its operations; went to Green Bazaar, a famous green food trading market in Almaty, to visit local individual business owners and Chinese supermarkets, and grasp the real situation of Kazakhstan's business environment.
In Kyrgyzstan, the delegation had in-depth discussions with Chen Ying, Vice Chairman of the Shaanxi Federation of Industry and Commerce, and representatives of the Qin Chamber of Commerce, as well as inspections and research on China Railway First Bureau West Asia Company, Central Asia International Arbitration Court and other units, and made in-depth understanding of the current operating status and challenges of Chinese-funded enterprises in Kyrgyzstan, and put forward constructive opinions on optimizing the business environment. In addition, the delegation reached a number of cooperation intentions with Bishkek State University and Southern Kazakhstan State University. During this period, the Chinese Ambassador to Kyrgyzstan met with the delegation cordially and highly affirmed the preliminary results and practical significance of this scientific research activity.
In Uzbekistan, the delegation visited the Chinese Embassy in Uzbekistan. Business Counselor Sun Yan introduced in detail the business environment in Uzbekistan, pointing out that foreign-funded enterprises will gain many conveniences in areas such as transportation and energy. At the same time, they reminded Chinese enterprises to pay attention to challenges such as cultural differences and regulatory adaptation during their investment in Uzbekistan.
Through this Central Asian scientific research trip, the delegation of the "Belt and Road" Business Environment Research Institute of Northwest University of Political Science and Law successfully built a multi-level exchange and cooperation platform, further strengthening the connection with the three Central Asian countries in the fields of legal research and practice, demonstrating the school's responsibility in the cultivation of foreign-related legal talents and think tank services.
