Release the National Innovation Index Report 2024 (English version). The report is based on the theoretical framework of the national innovation system, and constructs an indicator system from five dimensions: innovation resources, knowledge creation, enterprise innovation, innovation performance and innovation environment. It calculates and analyzes the scientific and technological innovation capabilities of 40 countries. It has become an authoritative tool to measure the effectiveness of innovation systems in various countries. It will provide decision-making references and basis for high-quality development and provide authoritative guidance for optimizing innovation policies and corporate industrial upgrading.

Support Chinese scientists to initiate the International Meridian Circle Large Science Plan. The plan will establish the most complete meridian circle monitoring chain from 120 degrees east to 60 degrees west longitude, expand the formation of a globally integrated multi-disciplinary and multi-factor detection network, and realize three-dimensional observations of the entire latitude, all-weather, and sun-distance in the sun and earth space environment; at the same time, combined with space-based detection, we will conduct in-depth research on the characteristics and changes of the earth's space environment, suggesting that it is driven by the dual driving mechanism of the sun's outbreak and earth's activities, and build a space weather model and high-precision forecast product to provide a scientific basis for responding to space weather disasters and peaceful use of space.

The "Belt and Road" special cooperation plan for artificial intelligence technology innovation is launched, aiming to accelerate the promotion of scientific and technological innovation cooperation between the country in the research and development of artificial intelligence technology, industrial empowerment, talent training and global governance, and build a long-term stable, mutually beneficial artificial intelligence technology cooperation relationship to jointly respond to global challenges.

The "Belt and Road" special cooperation plan for traditional Chinese medicine science and technology innovation is launched, aiming to build a platform for scientific and technological innovation cooperation in the field of traditional Chinese medicine with the co-construction country, accelerate the promotion of scientific and technological innovation cooperation between the joint research on traditional Chinese medicine theory, product research and development, standard construction, platform incubation, diagnosis and treatment promotion, talent training and cultural heritage, serve the construction of the healthy Silk Road, and enhance the health and well-being of the people in the joint construction of the country.

The fourth batch of joint laboratories of the "Belt and Road" will be launched, covering basic frontiers, modern agriculture, life and health, engineering equipment and other fields. China will continue to promote the construction of joint laboratories with its partners, making it an important carrier for the joint cultural exchanges, joint research and development, technology transfer and other forms of high-level exchanges and cooperation, and become a landmark cooperation platform for continuously producing mutually beneficial and win-win cooperation results.

Launch five "Belt and Road" scientific and technological innovation cooperation alliances, namely cooperation in science and technology parks, spatial information technology, low-carbon technology, agricultural technology and public health technology, and consolidate the joint construction of the "Belt and Road" scientific and technological innovation partnership.

Start the construction of the "Belt and Road" International Technology Transfer Center in Chengdu and Chongqing - this is an international technology transfer center deployed by the Chinese government in the Chengdu-Chongqing region to countries jointly build the "Belt and Road". It is jointly built by the governments of the two places, integrating the international technology transfer factor resources of Chengdu and Chongqing, and creating an international technology transfer information service platform and trading platform.

Launch the "Double Thousand" plan for scientific and technological cooperation in the Chengdu-Chongqing region of China. By 2030, China's Chengdu-Chongqing region will implement a total of thousands of scientific and technological exchanges and cooperation projects for countries jointly building the "Belt and Road" to support two-way exchanges among thousands of young scientists, focus on the advantageous areas of the Chengdu-Chongqing region, and implement a number of joint R&D projects with the countries jointly building to promote the two-way transformation and application of scientific and technological achievements.

This conference is themed "Constructing the Road to Innovation, Promoting Cooperation and Development - Working together to build a 'Belt and Road' Science and Technology Innovation Community". It aims to promote the "Belt and Road" scientific and technological exchanges and cooperation in a systematic manner based on the achievements of the first conference in 2023.
