At the beginning of the implementation of the initiative of jointly building the "Belt and Road" in November 2014, General Secretary Xi Jinping pointed out at the eighth meeting of the Central Financial and Economic Leading Group: "The Silk Road Economic Belt and the 21st Century Maritime Silk Road Initiative conforms to the requirements of the times and the desire of all countries to accelerate development, provides a huge inclusive development platform, has a profound historical origin and a humanistic foundation, and can combine the rapidly developing Chinese economy with the interests of countries along the route." Guided by this important concept, the construction of the "Belt and Road" has been launched rapidly and entered the fast lane of development.

"Persist in mind the world" is more reflected in the "correct view of justice and profit" advocated by General Secretary Xi Jinping. In 2013, President Xi Jinping first put forward the important proposition of "correct view of justice and interests" when he visited Africa. In his speech, he pointed out: "Yiyi reflects one of our ideas, the concepts of Communists and socialist countries. Some people in this world live a good life, while some people live a bad life, which is not a good phenomenon. True happiness and happiness are everyone's happiness and common happiness. We hope that the whole world will develop together, especially the vast number of developing countries will accelerate their development. Profit means adhering to the principle of mutual benefit and win-win, and not letting me win and you lose, and achieving a win-win situation. In "China's Open Door Will Only Open Bigger", General Secretary Xi Jinping pointed out that the initiative to jointly build the "Belt and Road" originated from China, but opportunities and achievements belong to the whole world. China does not engage in small calculations of geopolitical games, does not engage in closed and exclusive small circles, and does not do forced buying and selling that is superior to others. On the other hand, China has achieved rapid development since its reform and opening up in 1978. Over the past 40 years, the huge domestic and foreign demand markets have cultivated China's strong construction capabilities. China not only has the advantage of huge production capacity scale, but is the only country in the world that has all the industrial categories in the United Nations Industrial Classification Catalog, but also has a leading position in the world in the construction level of mid-to-high-end manufacturing and construction industries. At the same time, China has developed into the largest commodity trading country and the largest foreign exchange reserve country, with strong economic strength. These three supply factors allow China to contribute to the infrastructure construction of neighboring countries. It is precisely because of the high matching between China and countries along the route that China has been able to transform its relatively abundant production capacity, mid-to-high-end technology and foreign exchange reserves into unique comparative advantages. At the same time, countries that jointly build the "Belt and Road" can also make full use of the valuable opportunities of jointly building the "Belt and Road", effectively make up for their double gaps in funding and technology through cooperation and joint construction, and carry out infrastructure construction urgently needed for their country's modernization development, thus forming a condition with China to achieve the supply and demand matching of win-win cooperation goals of the "Belt and Road" initiative. This also proves that there is an economic foundation to achieve win-win cooperation through consultation, joint construction and sharing.

The material matching of supply and demand alone is not enough to fully explain why the Belt and Road Initiative has achieved significant achievements. In the process of practice, China has cooperated in depth with countries around the world to build a closer community of shared future, forming a series of institutional and mechanism innovations. The main contents are: First, concept innovation. Adhere to the correct view of justice and interests, adhere to the principles of consultation, joint construction and sharing, and adhere to the concepts of openness, greenness and integrity. Second, the goals are clear. Achieve high standards, people's livelihood and sustainable goals. Third, the method is brand new. Through the "five links", the economic cooperation relationship between developing and jointly building the "Belt and Road" countries. Fourth, the path is clear. From freehand brushwork to fine brushwork, go practical and deep, and achieve high-quality development. Fifth, the direction is clear. To jointly build a community of interests, a community of shared future and a community of responsibility with political mutual trust, economic integration and cultural inclusion. The overall goal is to build a community of shared future for mankind. Sixth, the vision is moving. We will strive to build the "Belt and Road" into a road of peace, prosperity, openness, greenness, innovation, civilization, integrity, health, growth, poverty reduction, etc. Among them, the implementation of the principle of consultation, joint construction and sharing provides strong impetus for China and the people of all countries to work together to form a complete set of institutional mechanisms and policy systems for cooperation and construction, and enables major breakthroughs to jointly build the "Belt and Road".
