Green "Belt and Road"
Empower the "Belt and Road" to jointly build a country's green and low-carbon transformation
Bao Cunkuan Li Hongli
President Xi Jinping emphasized: "China promotes the construction of green 'Belt and Road', and will continue to deepen cooperation in green infrastructure, green energy, green transportation and other fields, and support the vast number of developing countries to improve their capacity through special funds for South-South Cooperation to respond to climate change." Most of the countries jointly built by the "Belt and Road" are developing countries and emerging market economies, and the task of achieving modernization is arduous. At the same time, most of the ecosystems and natural conditions in these countries are complex and diverse. The joint construction of the green "Belt and Road" follows important concepts such as a community with a shared future for mankind and a community with a life between man and nature, and has become an important practice to promote global green and low-carbon transformation and promote harmonious coexistence between man and nature.
Promote the transformation and upgrading of the energy industry and enhance the driving force of the green "Belt and Road". As a firm activist and important contributor to the world's green development, my country is one of the countries with the fastest reduction in energy consumption intensity in the world. It has built the world's largest and fastest-growing renewable energy system, built the world's largest and most complete new energy industry chain, and contributed 1/4 of the world's new green area... jointly built a green "Belt and Road", coordinated economic development and environmental protection, transformed natural resources into green production factors, transformed ecological advantages into development advantages, and integrated green and low-carbon technologies into green industry development and energy transformation in related countries and regions. As of June this year, my country has signed more than 200 cooperation documents on jointly building the "Belt and Road" with more than 150 countries and more than 30 international organizations, and signed South-South cooperation documents on climate change with many developing countries. Through a series of cooperation and exchanges, it has empowered the green and low-carbon transformation of countries jointly building the "Belt and Road".
Promote green infrastructure and build a solid foundation for the green "Belt and Road". Connectivity is an important support for countries jointly constructing the "Belt and Road" to deepen pragmatic cooperation, achieve mutual benefit and win-win, and common development. Infrastructure construction is an important cornerstone for promoting connectivity, and it is also a development bottleneck facing many developing countries. China has the world's leading capabilities in the construction of large-scale infrastructure projects, and at the same time deeply integrates the important concepts of "green waters and green mountains are gold and silver" and "protecting the ecological environment is protecting productivity, and improving the ecological environment is developing productivity" into the green "Belt and Road" infrastructure projects. For example, the Kalot Hydropower Station in Pakistan, which is invested and constructed by Chinese enterprises as the main investors, has set up ecological flow discharge holes and gates on the spillway to release ecological flow during the unit's shutdown; in Kenya, Chinese enterprises increase the height of the bridge pier and set up sound barriers when building the Mombasa-Naibo Railway to protect the migration channels of wild animals; and so on.
Coordinate ecological governance and improve the effectiveness of the green "Belt and Road". Over the years, my country has insisted on the path of ecological priority and green development, and has increased its efforts to govern the ecological environment. The battle to defend blue skies, clear water and clean land has been continuously promoted in depth, and has achieved remarkable results in responding to climate change, and the quality of the ecological environment has continued to improve, and has accumulated a lot of good research results and practical experience. In jointly building a green "Belt and Road", my country will carry out the ecological civilization concept of respecting, adapting and protecting nature throughout the project construction and ecological environment protection. For example, in response to desertification, my country and relevant countries have launched the "Belt and Road" desertification prevention and control cooperation mechanism to share successful experiences in desertification prevention and control, promote the integrated remote sensing information application of desertification and sandstorm risk assessment and monitoring, and support desertification prevention and control projects through information sharing platforms. Relevant experience is bearing fruit in the construction of the "Belt and Road". In Egypt, China's water-saving terraced field model helps the mountainous areas of the Sinai Peninsula to conserve water sources; in Uzbekistan, the Aral Sea ecological restoration project assisted by China not only improves the local ecological environment, but also brings economic benefits to local residents... These exploration efforts and fruitful results have become vivid footnotes of the green "Belt and Road" and made important contributions to global green development.

Biodiversity Conservation
Building a beautiful home where all things coexist
All occupy the army
All things are born in harmony and each is nourished to achieve success. President Xi Jinping pointed out: "Biodiversity makes the earth full of vitality and is also the basis for human survival and development. Protecting biodiversity helps to safeguard the earth's home and promotes the sustainable development of mankind." The concept of green waters and green mountains is gold and silver mountains, which not only reshapes China's ecological protection and economic development pattern, but also provides a Chinese solution for global biodiversity governance with profound practical wisdom.
The concept of green water and green mountains is gold and silver mountains establishes the diverse value of green water and green mountains, including the ecological value of purifying air and nurturing water sources, as well as the development value of nurturing ecological industries and creating economic benefits, and has social value to satisfy people's yearning for a better life, breaking the inherent perception of the opposition between ecological protection and economic development, and building a solid foundation for biodiversity protection. The innovation of this concept has sublimated biodiversity protection from a simple environmental issue to a strategic proposition concerning the comprehensive and coordinated sustainable development of the economy and society, and promoted the shift of biodiversity protection from "passive protection" to "active integration" overall development, providing a fundamental guideline for the coordinated promotion of biodiversity protection and sustainable development.
Guided by the concept that green waters and green mountains are gold and silver mountains, in recent years, China has built a virtuous cycle of biodiversity protection and sustainable development through the participation of multiple parties and multi-dimensional practice. Strengthen the top-level design of biodiversity conservation, update and release the "China Biodiversity Conservation Strategy and Action Plan (2023-2030)", and organize and implement major biodiversity conservation projects. We will focus on building a natural protection system with national parks as the main body, establish and improve the ecological protection red line system, effectively protect more than 30% of the land area, and the number of flagship species continues to grow. The number of Tibetan antelope has recovered from less than 20,000 in the early 1980s to more than 70,000 in the wild population of Hainan gibbons has increased from less than 10 remaining 40 years ago to 7 groups of 42. The diversity, stability and sustainability of the ecosystem have steadily improved, and the sources of the Yangtze River, Yellow River and Lancang River have achieved overall protection. Steadily advance the construction of the national botanical garden system, and preserve more than 3 million physical germplasm resources such as crops, livestock, poultry, forests and grass for a long time. This series of measures promotes the maintenance of the authenticity and integrity of natural ecosystems, protect biodiversity, protect ecological security barriers, and leave precious natural assets for future generations.
In the process of economic and social development, China focuses on the basis of natural carrying capacity, accelerate the transformation of economic development mode, and coordinate the promotion of biodiversity protection and high-quality development. Improve the value realization mechanism for ecological products, promote the construction of a practical innovation base for "Green water and green mountains are gold and silver mountains", explore the path to realize the value realization of ecological products led by the government, participated by enterprises and all sectors of society, and operated in a market-oriented manner, transform ecological advantages into development advantages, and stimulate the endogenous driving force for biodiversity protection. For example, relying on the country's first county-level bamboo forest carbon sink collection and storage trading platform, Zhejiang Anji transformed green bamboo into quantifiable "carbon assets", creating an ecological co-rich model of "bamboo turns into bills, resources turns into capital", and providing a "Chinese sample" for the value transformation of the global bamboo forest ecosystem. China's bamboo forest carbon sink methodology provides standardized measurement and monitoring standards for the development of bamboo forest carbon sink projects and entry into the carbon emission reduction trading market, and is the first in the world to establish a standardized system for bamboo forest carbon sink trading. Through cooperation with institutions such as the International Bamboo and Rattan Organization, this methodology has been promoted and applied in countries such as Kenya and Ethiopia. At the same time, China has continuously strengthened publicity, education and popular science activities on biodiversity conservation, and held a series of activities at time nodes such as International Biodiversity Day and World Wildlife Day to further enhance public awareness of protection. From community residents participating in ecological management, to volunteers participating in species monitoring, to the public practicing green consumption, all people jointly promote biodiversity protection.
Faced with the severe challenges of accelerated global species extinction and ecosystem degradation, China firmly practices multilateralism and actively carries out international cooperation in biodiversity conservation. As the chairman of the 15th Conference of the Parties to the Convention on Biological Diversity (COP15), China promoted the conclusion of the "Kunming-Montreal Global Biodiversity Framework" and took the lead in funding the establishment of the Kunming Biodiversity Fund. The first batch of nine small projects supported cover 15 countries, aiming to help other developing countries jointly promote biodiversity conservation and sustainable development. Through the "Belt and Road" International Alliance for Green Development, China-Africa Cooperation Forum and other platforms, we will share experience in nature reserve management and ecological industry development, jointly build cross-border nature reserves and ecological corridors with Russia, Mongolia, Laos, Vietnam and other countries, and promote more than 80 countries around the world to benefit from the "South-South Cooperation" for biodiversity protection. Together with countries around the world, China has jointly protected the beautiful home of harmonious things, injecting strong impetus into solving the global biodiversity crisis and promoting sustainable development.

Improve global ecological governance
Participants, contributors and leaders in the construction of global ecological civilization
Xu Qinhua
With the acceleration of economic globalization, ecological and environmental problems are no longer limited to individual countries or regions, but have become global challenges across national borders, such as global climate change, biodiversity loss, marine pollution, forest deforestation, etc. These problems not only damage the earth's ecological balance, but also seriously threaten the survival and development of mankind. International principles and intergovernmental conventions formed based on global environmental issues, such as the Declaration on the Human Environment, the World Charter of Nature, the Agenda 21, the Convention on Biological Diversity, and the Paris Agreement, etc., show that the international community's actions to promote ecological governance are constantly deepening, and it also reflects that the core of global ecological governance is how to handle the relationship between man and nature well.
The concept of green waters and green mountains being gold and silver has broken the concept of opposing environmental protection and economic development in traditional thinking, achieved a new leap in the relationship between the two, and provided new ideas and directions for countries around the world to deal with the relationship between environmental protection and economic development. Since the Industrial Revolution, mankind has increasingly regarded nature as a resource that can be obtained at will, which has caused an ecological crisis that has continued to this day, with the consequences of which are the opposition between man and nature and the tension between the environment and society. Green waters and green mountains are gold and silver mountains. The concept of putting man and nature in a community of life, and viewing state relations and civilized ways of getting along with each other fundamentally, it points out the correct direction for solving various ecological crises caused by industrial civilization's wrong understanding of the relationship between man and nature, and provides conceptual guidance for global ecological governance.
Today, many developing countries face the dual tasks of developing the economy and protecting the environment. The Chinese practice guided by the concept of green waters and green mountains is gold and silver mountains provides other countries with reference-based development methods, helping them explore sustainable development paths that meet their own national conditions and people's livelihood needs, and contribute practical practical solutions to global ecological transformation. For example, in Mauritania, China helped its capital to build a pilot demonstration zone for rapid fixation of quicksand and water-saving irrigation; in Nigeria, China built a pilot demonstration zone for "economic forest conservation" in Kano State; in Nepal, the China Green Fertilizer Experimental Zone located in the Trei Plain has promoted a maximum yield of 400% for crops such as wheat... A series of green development practices are helping countries jointly build the "Belt and Road" to move towards "green and prosperous together".
The United Nations 2030 Agenda for Sustainable Development covers 17 sustainable development goals, including economic, social and environmental. The concept of green waters and green mountains is gold and silver mountains is highly consistent with the multiple goals of this agenda, providing theoretical support and practical paths for achieving these goals. The achievements of Chinese-style modernization and ecological civilization construction have prompted the international community to re-examine the intrinsic value of natural ecosystems, promote the dissemination and practice of the concept of green development around the world, and help achieve the realization of the global sustainable development goals.
The concept of green waters and green mountains is gold and silver, and the harmonious coexistence between man and nature advocated will help promote the international community to form a more fair, reasonable and win-win global environmental governance system, so that different countries can assume corresponding responsibilities in jointly responding to global environmental challenges. Guided by the concept that green waters and green mountains are gold and silver mountains, China actively participates in international environmental governance cooperation through environmental diplomacy, creates platforms such as the "Belt and Road" Green Development International Alliance, share ecological protection and green development experience with co-construction countries, strengthens cooperation in environmental protection technology, talent training, etc., and jointly improves its ability to deal with environmental problems. For example, in September 2020, President Xi Jinping announced the goals of carbon peak and carbon neutrality at the general debate of the 75th United Nations General Assembly, which changed the global pattern of climate change response. Countries around the world responded to the development trend of joining carbon neutrality. For example, at the Second China-Central Asia Summit, a desertification prevention and control cooperation center was established within the framework of China-Central Asia Cooperation. From "sand advances and people retreat" to "green advances and sand retreats", China has shared its technologies and experience in controlling desertification, effectively enhancing its action in global environmental governance. This is one aspect of China becoming an important participant, contributor and leader in the construction of global ecological civilization, and it is also a powerful proof that the concept of green waters and green mountains is gold and silver mountains is implemented and benefiting for the future.

Respond to climate change
Provide stability and certainty for global climate governance
Chai Qimin
Responding to climate change is the common cause of all mankind. In his speech at the Leaders' Summit for Climate and Just Transformation, President Xi Jinping pointed out: "No matter how the international situation changes, China's active response to climate change will not slow down, efforts to promote international cooperation will not weaken, and the practice of promoting the building of a community with a shared future for mankind will not stop." China actively participates in global climate governance and promotes the achievement of a higher level of global sustainable development. This is an important part of deeply implementing the concept of green waters and green mountains as gold and silver mountains, and provides stability and certainty for global climate governance.
In 2015, China set national independent contribution goals such as reaching a peak in carbon dioxide emissions around 2030 and striving to reach peak as soon as possible. Since then, China has increased its national independent contribution and adopted more powerful policies and measures to strive to peak carbon dioxide emissions by 2030 and strive to achieve carbon neutrality by 2060. By 2030, China's carbon dioxide emissions per unit of GDP will drop by more than 65% compared with 2005, the proportion of non-fossil energy in primary energy consumption will reach about 25%, forest stocks will increase by 6 billion cubic meters compared with 2005, and the total installed capacity of wind power and solar power generation will reach more than 1.2 billion kilowatts. China will also announce the 2035 national independent contribution target covering the entire economy, including all greenhouse gases, before the United Nations Conference on Climate Change.
Under the guidance of the national goal of independent contribution, China's green and low-carbon development has achieved positive results. In 2024, non-fossil energy accounts for 19.8% of the total energy consumption; as of April 2025, the cumulative trading volume of China's carbon emission trading market was 640 million tons, with a cumulative trading volume of 44.05 billion yuan; and the world's largest and fastest-growing renewable energy system was built. At present, the advantages of green and low-carbon new quality productivity are gradually emerging, and new energy has become the mainstream of energy consumption growth. China has built the world's largest carbon market covering greenhouse gas emissions, and is steadily promoting the healthy development of the carbon emission rights trading market and the voluntary emission reduction trading market, using innovative carbon pricing mechanisms to promote the optimal allocation of carbon reduction technology resources, and guiding investment to concentrate more on green and low-carbon fields. As of the end of the fourth quarter of 2024, the balance of green loans in China's domestic and foreign currencies was 36.6 trillion yuan, an increase of 21.7% year-on-year, with a growth rate of 14.5 percentage points higher than that of various loans, and an increase of 6.52 trillion yuan for the whole year. Among them, loans invested in projects with direct and indirect carbon emission reduction benefits were 12.25 trillion yuan and 12.44 trillion yuan, respectively, accounting for 67.5% of green loans.
Against the backdrop of the accelerated evolution of the world pattern, some countries have used "supply chain security", "overcapacity" and "de-risk reduction" as excuses to suppress China's green and low-carbon advantageous industries represented by the "new three". This has had a serious impact on international rules and order, and has also seriously hindered the development and promotion of global green and low-carbon technologies. History will always move forward in twists and turns. The more you are at such a "crossroads", the more you must strengthen your strategic determination to transform green and low-carbon.
To better respond to climate change, innovation must be strengthened. To accelerate the development of green and low-carbon industries and technologies, China has a good innovation foundation and environment. We must vigorously develop new power systems, fourth-generation nuclear energy and nuclear fusion technology, carbon dioxide capture, utilization and storage and other emerging industries, give full play to the advantages of the new national system, accelerate technological breakthroughs in key areas, and continue to promote the upgrading of traditional industries' processes, technologies and equipment.
In the future, China's policy dividends, technical potential and market vitality for climate change will continue to be released, and its role in ensuring high-quality development and high-level security will be significantly improved, which will further drive higher-quality green investment and consumption and achieve more inclusive green employment and social welfare. Adhering to the guidance of Xi Jinping's ecological civilization thought and the concept that green waters and green mountains are gold and silver mountains as the guide, and sharing the economic, social and ecological benefits of green and low-carbon transformation with countries around the world can promote the steady and long-term development of global climate governance and gather strong synergy for jointly building a clean, beautiful and sustainable world.

The community of life between man and nature
Let the concept and practice of ecological civilization better benefit the people of the world
Wang Yuchen
The relationship between man and nature is the most basic relationship in human society. Since the new era, General Secretary Xi Jinping has continuously enriched and developed the concept that green waters and green mountains are gold and silver mountains, and put forward the important conclusion that "man and nature are a community of life" in the report of the 19th National Congress of the Communist Party of China. This important statement profoundly reveals the organic symbiotic relationship between human beings and nature's interdependence and interaction. When humans respect nature, adapt to nature and protect nature in practical activities, nature will give gifts to humans. On the contrary, humans will be punished by nature. "Community of life between man and nature" is the inheritance and development of Marxist thought on the relationship between man and nature.
The concept of green waters and green mountains is gold and silver mountains explaining that the ecological environment is the foundation of human survival and development, breaking the "dilemma" problem of economic development and environmental protection in the traditional development model, and achieving the transformation from exchanging environment for growth to optimizing growth with environment. Green waters and green mountains are gold and silver. As an important new development concept, it is reflected in the protection of the ecological environment is to protect productivity, and improving the ecological environment is to develop productivity; as a major principle for promoting modernization, it is reflected in the need to plan development from the height of harmonious coexistence between man and nature, respect the objective law of "man and nature are a community of life", realize the comprehensive green transformation of economic and social development, constantly meet the people's yearning for a better life, seek welfare for the people and happiness for mankind, and strive to achieve the goal of building a beautiful China and a clean and beautiful world.
In today's world, increasingly serious ecological crises such as climate change, biodiversity loss and desertification have brought severe challenges to human survival and development. President Xi Jinping upholds the concept of a community with a shared future for mankind and the world sentiment of maintaining the survival foundation of future generations of mankind. In 2021, at the "Leaders' Climate Summit", he issued an international initiative to "jointly build a community of life between man and nature", demonstrating China's responsibility and responsibility to actively participate in global ecological governance. In the practice of jointly building a community of life between man and nature, China stands at the height of the sustainable development of the Chinese nation and human civilization, practices the concept that green waters and green mountains are gold and silver mountains, abandons the winner-takes-all zero-sum game thinking, improves the global ecological governance system, and promotes the green transformation of global development.
In dealing with the issue of biodiversity loss, China has earnestly abides and fulfills the responsibilities and obligations stipulated in the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change, and the Paris Agreement, adheres to respecting nature, adapting to nature and protecting nature, improving the diversity, stability and sustainability of ecosystems, and strives to achieve harmonious coexistence between man and nature. On the issue of environmental governance, China insists on systematic governance. Environmental governance is a comprehensive and systematic problem. You cannot treat the headache or the foot pain. It must be analyzed and solved dialectically. China adheres to integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands and sands, solves ecological and environmental problems such as soil degradation and desertification, and coordinates the promotion of carbon reduction, pollution reduction, green expansion and growth. During the 14th Five-Year Plan period, China's forest coverage rate increased to more than 25%, contributing one-quarter of the world's new greening area, making it the country with the most greening increase in the world.
China has always practiced multilateralism, actively promoted the construction of a fair, reasonable and win-win global environmental governance system, accelerated the promotion of South-South cooperation, jointly built a green "Belt and Road", provided high-quality public ecological products to the international community, provided technical and financial assistance for developing countries to achieve green and low-carbon development, strengthened the interconnection of culture, science and technology and policies among countries, and strived to achieve mutual benefit and win-win and common development, so that the concept and practice of ecological civilization benefit people of all countries. From climate remote sensing satellites in Africa, to low-carbon demonstration zones in Southeast Asia, to energy-saving lamps in small island countries, China's achievements in South-South cooperation in climate change can be seen, tangible and effective. At the same time, China adheres to the principle of common but differentiated responsibilities, and in accordance with the historical responsibility for causing ecological crises and the reality of national development, clarify the responsibilities and obligations of different countries in global environmental governance, gather the joint force of global ecological governance, and jointly build a community of life between man and nature.

Green trade
Help build a clean and beautiful world
Wu Hongmei
Generally speaking, green trade mainly refers to a comprehensive trade model that integrates the concept of environmental protection and sustainable development into the entire process of international trade, covering green products, technologies, services and rules. In April 2025, President Xi Jinping emphasized in his speech at the Summit for Leaders of Climate and Just Transformation: "We must transcend barriers and conflicts through openness and inclusiveness, promote technological innovation and industrial transformation through cooperation, and enable high-quality green technologies and products to be freely circulated, so that all countries, especially the vast number of developing countries, can use, afford and use them well." The concept of green waters and green mountains is gold and silver mountains emphasizes the coordinated progress of ecological and environmental protection and economic and social development. This important concept not only leads and promotes China's sustainable development, but also provides Chinese wisdom and Chinese solutions for improving global ecological governance and building a clean and beautiful world. Entering a new era, the "new three" things about new energy vehicles, lithium batteries and photovoltaic products have continued to expand in China's foreign trade. In 2023, the total export of "new three" products exceeded one trillion yuan mark for the first time. Green trade represented by the "new three" has flourished and has made important contributions to promoting the green and low-carbon transformation of the global energy industry.
New energy vehicles have become China's "new business card" for exports. In 2024, China's annual production and sales of new energy vehicles reached 12.888 million and 12.866 million respectively, ranking first in the world for 10 consecutive years. In the past 10 years, China's annual production and sales of new energy vehicles have ranged from 10,000 to 10,000 vehicles, and its products have been exported to more than 70 countries and regions, and a full-chain, complete and efficient industrial system has been built. For example, BYD's new energy passenger cars have covered many countries and regions around the world, including Brazil, Germany, Australia, Japan, etc.; Chinese automakers such as Great Wall have entered the Malaysian market, launched new energy vehicle models, and increased local production and assembly to better meet the green travel needs of local residents.
New energy batteries establish a global leading position. In the research and development of new energy vehicles, the technical route selection of power batteries is crucial. Statistics from the High-tech Industrial Research Institute show that in the first two months of this year, the global new energy vehicle sales totaled 2.28 million units, a year-on-year increase of 27%, driving the installed capacity of power batteries of about 118.5 GWh, a year-on-year increase of 32%. Driven by the significant increase in the supporting installation of lithium iron phosphate power batteries in China, the global installed share of lithium iron phosphate power batteries exceeded ternary power batteries for the first time, accounting for 49.9%. In 2024, 6 Chinese power battery companies entered the top ten global installed capacity. Chinese company CATL has established its first overseas battery production base in Erfurt, Thuringia, Germany, injecting new impetus into promoting electrified travel and energy transformation in Germany and Europe. In international trade, BYD outputs an ecological combination of "battery factory charging network energy storage system". In Chile, its photoelectric storage and charging integration project provides clean energy for electric vehicles. In Hungary, its battery factory directly supports European vehicle bases.
Photovoltaic product exports promote global energy green transformation. China's photovoltaic module production ranks first in the world for many years. In 2024, China's photovoltaic industry chain's global production capacity production accounted for more than 80%. The global photovoltaic industry has developed from the former "European and the United States" to the current "China's leading". China's wind power and photovoltaic products are exported to more than 200 countries and regions around the world, helping developing countries obtain clean, reliable and affordable energy. In 2024, the International Renewable Energy Agency reported that in the past 10 years, the average kilowatt-hour cost of wind power and photovoltaic power generation projects has dropped by more than 60% and 80% respectively, a large part of which is attributed to China's innovation, China's manufacturing, and China's engineering. The vigorous development of China's green trade and its important contribution to building a clean and beautiful world have strongly confirmed the practical power and world influence of the concept of green waters and green mountains being gold and silver.
