The Air Silk Road is an important part of jointly building the "Belt and Road" and an important link in building and improving the "four-in-one" interconnection layout of the HaiLan and Sky Network.

In recent years, together with the co-construction country, my country has continuously worked together to promote the "hard connectivity" of civil aviation infrastructure, the "soft connectivity" of rules and standards, and the "heart connectivity" of cultural exchanges, making this air channel a bridge of cooperation for all countries to share opportunities, seek common development, and build friendship.

Today, the "circle of friends" of the construction of the Air Silk Road continues to expand, the areas of cooperation are constantly expanding, and the service guarantee functions are becoming increasingly prominent, making positive contributions to promoting the high-quality development of the joint construction of the "Belt and Road".

Not long ago, the Civil Aviation Administration and the National Development and Reform Commission jointly issued the "Air Silk Road Construction Development Report" (hereinafter referred to as the "Development Report"), comprehensively promoting the achievements of the construction of the Air Silk Road, further building consensus on cooperation and looking forward to the prospects of cooperation.

The Development Report shows that at present, China has 61 countries with regular passenger transport and passenger transport are jointly built on the "Belt and Road" and 33 countries with joint construction of cargo. China's air carriers have a total of 110 countries with joint construction of international routes, and has initially formed an air channel covering the six major economic corridors of the "Belt and Road".

As of the end of June 2025, China has signed an intergovernmental air transport agreement with 107 co-construction countries, covering nearly 70% of co-construction countries. From 2017 to the end of June 2025, China and the co-construction countries completed a total of 1.559 million flights, 200 million passengers, and 5.951 million tons of cargo and mail transportation, accounting for 59.3%, 59.2% and 25.8% of the total international air transportation, respectively.

These development achievements not only effectively promote the development of China's civil aviation, but also continue to contribute to the high-quality joint construction of the "Belt and Road" and the high-level construction of an open, inclusive, interconnected and common development world.

The "Development Report" summarizes the development experience of high-quality joint construction of the air Silk Road into "four ends", namely, always adhere to openness and inclusiveness, deepen connectivity, always adhere to common development, promote fairness and inclusiveness, always adhere to innovation-driven, enhance development momentum; always adhere to ecological priority, and achieve green development.

The relevant person in charge of the Development Planning Department of the Civil Aviation Administration introduced the specific practices: in terms of openness and inclusiveness, adapt to economic globalization, oppose "building walls and building foundations" and "decoupling and breaking chains", strengthen multilateral and bilateral cooperation, promote the docking of civil aviation strategies of various countries with the global development agenda, encourage more countries and enterprises to participate, and expand the common interests cake.

In terms of common development, we will adhere to consultation, joint construction and sharing, and based on the national conditions of each country, promote all parties to use their strengths to make the development results more equitably benefit the people of all countries, practice the concept of "not letting any country fall behind", respect each other's core interests with a correct view of justice and interests, and promote the common development of civil aviation in all countries.

In terms of innovation-driven development, explore high-quality development paths, promote policy innovation and global civil aviation governance reform, seize the opportunities of industrial revolution and digital economy, cultivate new industries, new business forms and new models of "civil aviation " to inject new impetus into sustainable development.

In terms of ecological priority, we will promote cooperation and promotion of energy conservation and carbon reduction technology, follow the principle of common but differentiated responsibilities to control fossil energy consumption, explore circular development models, and improve the level of resource conservation and environmental protection.

At present, the joint construction of the "Belt and Road" has gone through the first vigorous decade, entered the second golden decade, and entered a new stage of high-quality development. The "Development Report" clarifies the future cooperation direction for the construction of the Air Silk Road: First, jointly consolidate the foundation of cooperation, so that the construction of the Air Silk Road can better serve the economic and social development of the jointly built country.

The second is to jointly expand the areas of cooperation and continuously improve the level of interconnection between the country and jointly build the country; work together to jointly build the country and actively explore cooperation in emerging fields such as artificial intelligence, green development, and low-altitude economy, and cultivate new growth points for jointly building the Silk Road in the Air.
