Since the beginning of this year, facing the complex international situation, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, my country has promoted reform, development and innovation through opening up, injected strong momentum into high-quality economic development, and contributed China's solutions to the global economic recovery.

25.7 trillion yuan! In the first seven months of this year, my country's goods trade maintained an upward and positive momentum, with import and export volume operating at more than 10 trillion yuan for nine consecutive quarters.

In the first half of the year, my country established an average of 5,500 new foreign-invested enterprises every month. During the 14th Five-Year Plan period, the actual use of foreign capital has exceeded US$700 billion, and the investment attraction target of the 14th Five-Year Plan has been completed six months ahead of schedule.

In Shanghai, 33 foreign-invested projects have been signed recently, and 30 multinational companies’ regional headquarters and 15 foreign-invested R&D centers have officially settled.

High-level opening up to the outside world is a powerful driving force for promoting deep-seated reforms and promoting high-quality development. Faced with the century-old changes in accelerating evolution and the international situation of chaos, General Secretary Xi Jinping has a deep insight into the general trend of domestic and international development and scientifically plans to improve the system and mechanism of high-level opening up to the outside world. He pointed out that it is necessary to steadily expand institutional opening up, actively connect with international high-standard economic and trade rules, deepen the reform of the management system of foreign trade, foreign investment and foreign investment, and create a market-oriented, law-based, and international first-class business environment. On many important international occasions, the General Secretary emphasized that we must firmly safeguard the multilateral trading system, maintain the stability of the global industrial chain and supply chain, and maintain the international environment of open cooperation.

This year, my country's high-level opening up has accelerated and increased efforts.

Export momentum is towards better and new. From January to July, my country's exports of mechanical and electrical products increased to 60%, and the export of "new three" products representing green and low-carbon increased by 14.9%.

Institutional opening up is advancing in depth. To fully connect with international high-standard economic and trade rules, 80 measures piloted by the Shanghai Free Trade Pilot Zone have been basically implemented, and 43 are copied and promoted nationwide. At the one-stop aviation maintenance base in the Xiamen area of ​​Fujian Free Trade Pilot Zone, engineers are debugging and repairing aircraft from Japan, the United States and other countries. In the first half of the year, the import and export value of Xiamen Airlines bonded maintenance increased by nearly 30% year-on-year.

The hardware and software conditions for the Hainan Free Trade Port have been fully completed, and the stress test drill is being carried out in full swing. After the Free Trade Port started the lockdown operation on December 18, the proportion of "zero tariff" commodity tax items will be increased from 21% to 74%.

This year, a series of opening-up measures are being implemented at a faster pace. 20 measures have been issued to stabilize foreign investment and fully implement the "zero" policy for restricting foreign investment access restrictions in manufacturing; 9 new pilot projects for expanding opening up of service industries including Dalian and Ningbo, and 155 opening tasks cover all areas of telecommunications, medical care, and finance; the "Catalogue of Industries Encouraging Foreign Investment" will add new entries in advanced manufacturing, modern services, high-tech and other fields.

China, which is constantly expanding its opening up, is bringing more new opportunities to the world. The total number of China-Europe freight trains has exceeded 110,000, reaching 229 cities in Europe. The Silk Road in the Air is getting denser and denser. The Zhengzhou-Luxembourg "Silk Road in the Air" cargo route covers more than 100 cities around the world. As a landmark project for China-Latin America to jointly build the "Belt and Road", Qiankai Port has achieved stable operation of three trunk routes and three branch routes. In the first half of the year, the total container throughput was 117,000 TEUs.

On the new journey, China will unswervingly expand high-level opening up to the outside world, release super-large-scale market dividends, make China's new development a new opportunity for all countries, and inject more certainty into world economic growth.
