In recent years, Shaanxi Province has deeply integrated into the overall pattern of jointly building the "Belt and Road", coordinated the province's scientific and technological cooperation resources, and continuously enriched and improved the methods of scientific and technological cooperation, and made new progress in scientific and technological cooperation on the "Belt and Road".

"In terms of joint laboratory construction, Shaanxi has carried out scientific and technological cooperation with 49 scientific and technological innovation entities in 37 countries, and signed 47 bilateral and multilateral cooperation agreements with 47 innovation entities in 15 countries." Liu Lei said that the cooperation objects cover Central Asia, Southeast Asia and other regions, and the cooperation areas include aerospace, electronic information, new materials, energy and chemicals, health, green buildings, modern agriculture, etc.

Through measures such as carrying out high-level scientific and technological exchange activities, strengthening technical exchanges and training, and introducing high-level overseas talents, Shaanxi Province continues to deepen the foundation of open cooperation in science and technology with foreign countries. Up to now, Shaanxi Province has jointly built 21 national-level international science and technology cooperation bases and 98 provincial-level international science and technology cooperation bases with countries and regions jointly built the "Belt and Road" initiative.

"Through the implementation of national and provincial international scientific and technological cooperation projects, Shaanxi Province's innovation entities and foreign partners have jointly broken through a number of key core technologies."
