People's Governments of all prefectures (cities), provincial committees, offices, departments and bureaus:

In order to thoroughly implement Xi Jinping's ecological civilization thought and the spirit of General Secretary Xi Jinping's important speech during his inspection of Yunnan, and further stimulate the enthusiasm of the whole society to participate in the construction of ecological civilization, the Provincial People's Government will organize the selection and commendation of the 2025 Yunnan Province Ecological Civilization Award. The relevant matters are notified as follows:

1. Award setting and selection quota

The Yunnan Province Ecological Civilization Award has 30 advanced collectives of ecological civilization in Yunnan Province and 100 advanced individuals of ecological civilization in Yunnan Province.

2. Selection scope

The Yunnan Province Ecological Civilization Award has been awarded to collectives and individuals who have made significant contributions and achieved outstanding results in the ecological civilization construction work in the province since 2020. The recommended selection focuses on grassroots and front-line, and is tilted towards difficult and remote areas.

Party committees and governments at the deputy department level or equivalent to those at the deputy department level (including) or above, and party committees and governments at the county level (including) or above will not be included in the recommended selection scope. Individuals at the deputy department level or equivalent to the deputy department level (inclusive) or above will not be included in the recommended selection scope, and county and department-level cadres in principle shall not exceed 10% of the total number of selection and commendation. In principle, collectives and individuals who have won the "China Ecological Civilization Award" or have received commendation awards at other provincial and ministerial levels and above for the same deeds will no longer be included in the recommendation selection scope. In principle, advanced collectives and individuals selected for recommendations cannot be concentrated in the same unit.

3. Selection criteria

The selection of advanced collectives and individuals should meet one of the following conditions.

1. In thoroughly implementing Xi Jinping's ecological civilization thought, implementing the spirit of General Secretary Xi Jinping's important instructions and instructions on ecological civilization construction and ecological environment protection, as well as the decisions and arrangements of the Party Central Committee and the State Council on ecological civilization construction and the work requirements of the provincial party committee and the provincial government, fully and accurately implementing the new development concept, strictly implementing the laws, regulations and policies related to ecological environment protection, deepening the reform of the ecological civilization system, and promoting the construction of a beautiful Yunnan.

2. It has been widely recognized by the general public in adhering to the people-centered approach, maintaining the strategic determination to strengthen ecological civilization construction, conscientiously implementing the working principles of precise pollution control, scientific pollution control, and pollution control in accordance with the law, serving the people and contributing to the society, solving prominent ecological environment problems of concern to the people, improving the ecological environment quality of the region, protecting biodiversity, and improving the diversity and stability of the ecosystem, and has a typical demonstration role.

3. There are new ideas, new measures and new achievements in adhering to ecological priority and green development, continuing to fight the tough battle of pollution prevention and control, strengthening ecological protection and restoration, strengthening ecological environment protection inspection, monitoring and law enforcement, coordinating the promotion of high-level protection and high-quality development, promoting green and low-carbon transformation of development modes, actively and steadily promoting carbon peak and carbon neutrality, and promoting ecological industrialization and industrial ecology.

4. Make outstanding contributions in resolutely implementing the overall national security concept, building a solid ecological security barrier in southwest my country, strictly preventing and controlling environmental risks, scientifically preventing and controlling and promptly dealing with all kinds of emergencies and ecological destruction events, ensuring ecological security, nuclear and radiation safety, and promoting social security and stability.

5. Provide basic support and strong guarantees for striving to be the vanguard of ecological civilization construction and the construction of a beautiful Yunnan, and carry out outstanding and extensive influence in major theoretical and basic research, scientific and technological innovation, publicity and education, and public welfare activities related to ecological civilization, and achieve significant ecological, economic or social benefits.

6. Remarkable achievements have been made in other aspects of ecological civilization construction.

In principle, advanced collectives and individuals recommended for selection require that since 2020, they have not been punished, punished or held accountable, have no violations of regulations, discipline and laws, no major responsibility accidents, no major negative public opinion and have caused adverse social impacts.

4. Selection procedure

The recommendation and selection work adheres to the principles of openness, fairness and justice, and selects the best from bottom to top, and selects the best from the best, and follows the following procedures.

(I) Organization recommendation

1. The people's governments of each state (city) shall be responsible for the review and recommendation work of their regions in accordance with the principle of territoriality, and the specific work may be undertaken by the ecological environment bureaus of each state (city). Among them, social organizations are recommended by the state (city) according to their residence at the time of registration. Relevant provincial units are responsible for the review and recommendation work in their departments and related fields. Among them, the Provincial Department of Education is responsible for the review and recommendation work of provincial colleges and universities; the Provincial State-owned Assets Supervision and Administration Commission is responsible for the review and recommendation work of provincial enterprises (including central enterprises stationed in Yunnan); the Provincial Department of Ecology and Environment is responsible for organizing provincial organs (including central units stationed in Yunnan) to carry out recommendation work, and conducts summary and review of relevant collectives and individuals recommended.

2. On the basis of extensive listening to opinions, fully deliberating discussions, and collective research and decision-making, each recommended unit shall implement the difference selection and equal recommendation according to the allocated quota.

3. The proposed recommendation object shall be announced at the unit for no less than 5 working days, and the public disclosure content shall include the basic information of the proposed recommendation object, brief deeds (500 words), etc. After the unit is publicized and the opinions of the relevant departments are solicited without objection, it shall be reported to the recommended unit.

4. Each recommendation unit reviews the standardization of the recommendation procedures, the authenticity of the recommendation materials, and the identity, resume, and deeds of the person to be recommended, and submits the preliminary recommendation materials to the Provincial Department of Ecology and Environment.

(II) Conduct preliminary review

1. The Provincial Meritorious and Honors Commendation Leading Group Office (hereinafter referred to as the Provincial Meritorious and Meritorious Office) takes the lead, and the Provincial Department of Ecology and Environment, in conjunction with the Provincial Department of Human Resources and Social Security and other departments, conducts a preliminary review of the recommendation materials submitted by each recommended unit, proposes a list of recommendations passed, and submits them to the recommended units after approval according to the procedures.

2. Each recommended unit will conduct in-depth investigations and understanding of the recommended targets who have passed the preliminary review, and solicit opinions from discipline inspection and supervision agencies, public security and other departments in accordance with relevant regulations. Among them, for organs, state-owned enterprises and institutions and their staff, opinions from organizations, personnel, audit and other departments will be solicited in accordance with management authority, opinions from enterprises and their leaders, opinions from departments and units such as human resources and social security, ecological environment, emergency management, taxation, market supervision, financial supervision and other departments and units will be solicited, opinions from non-public enterprises and their leaders will be solicited, opinions from departments and units such as united front, social work, the Federation of Industry and Commerce will be solicited, opinions from departments such as social work, civil affairs, and business management and departments such as industry and management departments will be solicited. The recommended unit can also solicit opinions from other relevant departments and units as needed.

If the recommended object is a collective, the opinions of relevant departments and units on the collective person in charge shall be solicited simultaneously according to management authority; if the collective is a party committee or government at the county level (excluding) or below, the opinions of relevant departments and units on the collective leadership team shall be solicited simultaneously according to management authority.

3. Each recommended unit shall study and determine the formal recommendation list based on the inspection and solicitation of opinions, and shall be announced for 5 working days within the scope of the region and system (unit). The public disclosure includes: the name (name) of the recommended object and the brief deeds. If there are any objections during the public announcement period, conduct investigations and verifications in a timely manner and put forward handling opinions. If a conclusion cannot be drawn within the prescribed time limit, the recommended candidate will be disqualified from participating in the evaluation.

4. After the public announcement is made without objection, each recommended unit will submit the formal recommendation materials to the Provincial Department of Ecology and Environment.

(III) Carry out re-examination

The Provincial Meritorious Affairs Office took the lead, and the Provincial Department of Ecology and Environment, in conjunction with the Provincial Department of Human Resources and Social Security and other departments, reviewed the formal recommended targets, put forward a list of suggestions for the proposed commendation, solicited opinions from relevant departments and units, and made public for 5 working days throughout the province after approval according to procedures. If there are any objections during the public announcement period, the Provincial Meritorious Affairs Office will take the lead in organizing investigation and verification and putting forward handling opinions.

1. Counter-raising objections must meet the following conditions:

(1) If an objection is raised in the name of an individual, the person shall sign his/her name on the objection material, indicate the contact information, and provide identity certificate; if an objection is raised in the name of the unit, the basis, contact number and mailing address shall be indicated on the objection material, and the unit seal shall be stamped.

(2) Provide detailed materials that can be investigated and evidence-based.

2. The following objections are not accepted:

(1) Objection is raised without real name;

(2) Objection to the failure to submit relevant supporting documents.

(IV) Report and Approve

After the selection work is submitted to the Provincial Merit and Honors Award Leading Group for approval, the list of recommended candidates for commendation shall be submitted to the Provincial People's Government for approval in accordance with the procedures.

(V) Make a commendation

A commendation decision was made in the name of the provincial people's government.

5. Reward method

Adhere to the principle of combining spiritual incentives and material rewards and focusing on spiritual incentives, and awarding Yunnan Province’s advanced ecological civilization collective title, medals and certificates are awarded to the commended groups; to the commended individuals are awarded the title of Yunnan Province’s advanced ecological civilization individual title, medals and certificates are awarded, and a one-time bonus is awarded.

6. Submission of materials and time

(1) Report liaison information. Each recommended unit determines the recommendation and selection work liaison officer, and fills out the liaison officer information form, and sends it to the designated email address before August 22, 2025 (Friday).

(II) Submit preliminary recommended materials. Each recommended unit will submit preliminary recommended materials to the Provincial Department of Ecology and Environment before September 15, 2025 (Monday). Preliminary recommendation materials include: preliminary recommendation work report, summary table of recommendation objects, deeds of recommendation objects (2,000 words each), etc. The recommended objects are individuals at the same time. Among them, the contents of the preliminary recommendation work report include: recommendation work organization, recommendation process, public announcement of the unit, etc.

(III) Submit formal recommendation materials. Each recommended unit shall submit the formal recommended materials to the Provincial Department of Ecology and Environment in accordance with the requirements. Formal recommendation materials include: formal recommendation work report, recommended object summary table, recommendation table, recommended object solicitation form, etc. Among them, the formal recommendation work report includes: formal recommendation work organization, recommendation process, solicitation of opinions, inspection status, public announcement in the region and system (unit), recommendation opinions, etc.

Preliminary recommended materials and formal recommended materials are exchanged or mailed to the Provincial Department of Ecology and Environment through confidential exchange or mailing, and the stamped scanned copies and editable files are sent to the designated email address simultaneously. Electronic versions of relevant materials (liaison information form, recommendation object summary form, recommendation form, recommendation form) and solicitation of opinions for recommendation object) can be downloaded in the "Public Announcement" column of the Yunnan Provincial Department of Ecology and Environment website () website ().

7. Other matters

(1) Attach great importance to recommendation selection. Adhere to the principle of "whoever recommends is responsible", strengthen organizational leadership, carefully organize and implement, strictly follow the selection standards to ensure political, condition, deeds, and integrity, and resolutely eliminate "ill" recommendations, and rather have nothing than excessive.

(2) Adhere to the correct motivational orientation. We will effectively enhance the political, advanced and mass nature of the recommendation and selection work, create a good atmosphere, inspire the whole society to strive to be active disseminators and exemplary practitioners of the concept of green waters and green mountains being gold and silver mountains, and commend a group of firm believers, loyal practitioners and unremitting strugglers of Xi Jinping's ecological civilization thought.

(3) Strictly enforce the discipline of selection work. Seriously implement the relevant requirements for rectifying formalism to reduce burdens for grassroots units and eliminate understatement operations. If there are any violations of discipline and laws in the recommendation selection work, they will be dealt with seriously in accordance with relevant regulations. If the participating groups and individuals fill in the evaluation materials for fraud, their qualifications for participation will be cancelled after verification; if the winning groups and individuals have serious violations of regulations, discipline and laws or cause adverse social impacts, their commendation awards will be cancelled after verification.
