General Secretary Xi Jinping made a judgment on the current and future international situation, believing that the world has entered a new period of turbulent and change, and its challenging problems are: first, unilateralism and protectionism have risen significantly; second, local conflicts and turmoil are frequent. "In the current severe and complex international environment, opportunities and challenges of promoting the joint construction of the Belt and Road Initiative coexist, but overall opportunities outweigh challenges." General Secretary Xi Jinping emphasized in his speech on "correctly handling the relationship between enhancing the sense of gain of the joint construction country and adhering to the favorable relationship of ours." This is a very important idea. In the future, China will enhance the "sense of gain" of the joint construction country under the conditions of "benefiting to me" and effectively guarantee the security of our overseas interests. General Secretary Xi Jinping clearly pointed out that the joint construction of the "Belt and Road" has entered a new stage of high-quality development. In the future, we will take the eight actions of high-quality joint construction of the "Belt and Road" with high-quality joint construction of the "Belt and Road" as the guide, take connectivity as the main line, do a good job in the "four combinations" and "three coordinations", improve the mechanism for promoting the "Belt and Road" to build the "Belt and Road" with high-quality joint construction, and continuously expand new space for win-win development with higher levels, more resilient and more sustainable.

"Four combinations": First, adhere to the combination of high-quality development and high-level safety. High-quality development must be guaranteed by high-level security. In the current extremely complex and changeable international environment, to promote the high-quality development of the joint construction of the "Belt and Road", we must properly respond to various risks and challenges and effectively overcome the impact of geopolitical conflicts. Against the backdrop of the Ukrainian crisis, the Israeli-Palestinian conflict, the India-Pakistan conflict, and the United States imposes tariffs on the world, it is even more important to evaluate risks, avoid risks and eliminate risks as important aspects to maintain high-quality security for jointly building the "Belt and Road". Second, adhere to the combination of government guidance and market operation. The high-quality joint construction of the "Belt and Road" must be based on the basis of the market economy, strictly abide by market rules, act in accordance with the laws of the market economy, and give full play to the role of the "invisible hand". The government cannot oversteer the market for administrative non-market operations, nor can it be absent. The government's role in guiding, serving and supervising is very necessary, and the "visible hand" must also play a role. The "visible hand" and the "invisible hand" should be combined. Third, combine scientific layout and dynamic optimization. Layout and planning are generally static and are made based on relatively stable information, but the international trend is changing rapidly, which requires layout and planning. It must be adjusted, modified and improved according to the changing situation to conform to the actual situation. The layout focuses on science, and dynamic grasping is about optimization and size control. Fourth, the combination of quantitative growth and qualitative improvement. It is impossible to build the "Belt and Road" with high-quality "absorption" without "quantity" in the process of cooperation, but it is even more undesirable to pay too much attention to "quantity" and despise the "quality" of the cooperation process. The high-quality joint construction of the "Belt and Road" must focus on promoting the improvement of the "quality" cooperation on the basis of a certain amount of growth to reflect the "high-quality" nature.

"Three Coordination": First, coordinate the deepening of the "hard connectivity" of infrastructure, the "soft connectivity" of rules and standards, and the "heart connectivity" of people in the country. The core content of jointly building the "Belt and Road" is to promote infrastructure construction and connectivity, but we must also focus on promoting the "soft connectivity" of rules and standards. In the process of promoting the "Belt and Road", infrastructure is often encountered, but due to problems such as "rules and standards", the infrastructure has been delayed or inadequately used, resulting in inefficiency and economic losses. The biggest success of the China-Europe freight train is that without substantial improvement and transformation of infrastructure, the "rules and standards" between the founding of the Communist Party and eliminated the hindrance factors of its "rules and standards", and the efficiency of the China-Europe freight train has been greatly improved and the economic benefits have also been greatly improved. But whether it is "hard connectivity" or "soft connectivity", we must take "heart connectivity" as our goal. Only the "Belt and Road" can bring real benefits to the people of the co-built country, adhere to the concept of openness, green and honesty, pursue the goal of high standards to benefit people's livelihood, form more cooperative results that gather people's hearts, and launch more people's livelihood projects that benefit local people, so as to enhance the sense of gain of the people of the co-built country; only when the cultural exchanges with the co-built country are very smooth, the degree of mutual trust is very high, and the high-quality co-built "Belt and Road" can we go deeper and more practical. Second, coordinate the construction of major landmark projects and "small but beautiful" people's livelihood projects. Improving the livelihood and welfare of all countries is a golden measure. In the future, we must not only manage and maintain landmark projects such as the China-Laos Railway and the Jakarta-Bandung High-speed Railway, and build the China-Kyrgyz-Ukraine Railway, but also focus on promoting "small and beautiful" people's livelihood projects such as Luban Workshop and mushroom grass technology to benefit the people of the country jointly built, so that they can truly feel that the "Belt and Road" is not in the video, but is around them. Third, coordinate and consolidate cooperation in traditional fields and steadily expand cooperation in emerging fields. While consolidating cooperation in traditional fields, the founding of the country should also pay attention to a new round of scientific and technological revolution and industrial revolution. At present, the wave of digital economy and sharing economy is surging around the world, and new technologies such as artificial intelligence and quantum science are constantly making major breakthroughs. High-quality joint construction of the "Belt and Road" requires efforts to promote in-depth cooperation in emerging fields on the basis of consolidating cooperation in traditional fields.

Focus on promoting the construction of the "Belt and Road" mechanism for high-quality joint construction. Improve the coordinated management mechanism for the cooperation planning of the "Belt and Road" jointly, improve the coordination and promotion mechanism of "hard connectivity", "soft connectivity" and "heart connectivity", improve the pragmatic cooperation mechanism of the industrial chain and supply chain, improve the international exchange and cooperation mechanism in emerging fields, improve the diversified guarantee mechanism for investment and financing, improve the internal and external coordination mechanism for risk prevention and control, improve the overseas interest protection mechanism, improve the high-level international communication mechanism, and improve the cooperation mechanism on the honest Silk Road. Use mature and efficient mechanisms to ensure the steady and long-term development of the "Belt and Road" with high-quality joint construction. In short, the high-quality joint construction of the "Belt and Road" should focus on cultivating a number of well-known and substantial cooperative brands, forming more exemplary and leading major achievements, and making greater contributions to building a community with a shared future for mankind.
