In the first half of this year, Yunnan exported 66.36 billion yuan to other member countries of the Regional Comprehensive Economic Partnership Agreement (RCEP), an increase of 7.2% year-on-year.
In recent years, various Yunnan Plateau specialty products such as Yunhua, Yunguo, Yuncai, etc. have relied on convenient customs clearance and policy dividends to enter the markets of member countries such as Vietnam, Thailand, Singapore and other member countries with better costs and faster speeds, opening up a "golden track" for local enterprises.
In the first seven months of this year, Kunming Customs issued a total of 68,000 RCEP, China-ASEAN and other preferential certificates of origin for export enterprises in our province, with a visa value of 12.12 billion yuan, covering 25 countries and regions. Enterprises received tariff reductions of about 303 million yuan from importing countries based on this "paper gold" in international trade.
Yunnan Province provides the "three exemptions and three conveniences" policy measures to the five Mekong countries, and comprehensively implements facilitation measures such as Lancang-Mekong visa and ASEAN tour group visa-free entry into Xishuangbanna.
The scale of trade between Yunnan and South and Southeast Asian countries has remained above 100 billion yuan for seven consecutive years, effectively promoting regional coordinated development.

"In previous years, Vietnamese tourists would travel to Yunnan with passes. They usually choose a trip of 4 days and 3 nights, and the farthest can reach Maitreya City." Huang Xue said that this year, more Vietnamese tourists are eager to see farther and richer scenery in Yunnan, and destinations such as Dali Bai Autonomous Prefecture and Lijiang City are therefore favored.
This summer just now, Huang Xue and her team launched 6 Vietnam-Dianhua tour routes, which received nearly 10,000 Vietnamese tourists. "In addition to the good scenery, convenient customs clearance is also a plus. Usually, a group of tourists can complete the customs clearance process in 15 to 20 minutes."
Data shows that in the first eight months of this year, Hekou Customs, affiliated to Kunming Customs, regulated and served a total of 3.7746 million inbound and outbound passengers, an increase of 18.63% year-on-year. Hekou Customs and Port Offices, travel agencies and other units have established an information notification mechanism to timely grasp the entry and exit plans of travel groups, research groups, etc., and have launched a number of convenient measures to open a quick service channel for entry and exit tourism teams, a "green channel" for special passengers, and a bilingual consultation desk to further improve the customs clearance experience of entry and exit passengers.

From June to October each year, it is the peak period for agricultural product exports. Recently, the reporter saw that at dawn, cold chain trucks loaded with Vietnamese dragon fruit, durian and lychees intersected with freezer trucks loaded with domestic grapes, fresh oranges and cherries, passing through the checkpoint of the Honghe Highway Bridge at the Hekou Port in an orderly manner.
Xu Yunxia, head of Yunnan Dobian Trading Co., Ltd., said that the company exports more than 70 trucks of fresh fruits and vegetables to Vietnam every day. "Freshness means competitiveness. The port customs clearance efficiency is getting higher and higher. The pomegranates picked and packaged from the base in the morning can be delivered to Vietnamese customers in the afternoon."
In 2019, the first "green channel" for rapid customs clearance of agricultural and sideline products between China and Vietnam was opened at the Hekou Port. In 2025, the China-Vietnam GMS (Greater Mekong Subregion) cross-border direct access model will be operated normally at the Hekou Port. The mouth of the river, the largest land port in the Yunnan section of the China-Vietnam border, is gradually becoming the "golden corridor" for the special agricultural products of the Yunnan Plateau to move towards neighboring countries.

In the packaging workshop of Xuebao Agricultural Technology Co., Ltd. located in Diqing Tibetan Autonomous Prefecture, the company's head Li Yixiang is very busy. This year, the company received more than 50 tons of overseas orders. On the production line, batches of freshly picked white jade mushrooms complete the vacuum packaging "fresh lock" process, which will go to the dining tables of Southeast Asian consumers.
In Huaning County, Yuxi City, the citrus planting base is full of harvest, and workers shuttle between the fruit trees to pick fruit skillfully. After cleaning, grading, packaging and other processes, the citrus is neatly placed in the preservation cold storage. After customs inspection, it will be sent to Russia, Kyrgyzstan, Thailand and other "Belt and Road" co-construction countries. Data shows that in the first eight months of this year, the value of fresh citrus exported by Yuxi Customs reached 547 million yuan, an increase of 159% year-on-year.
Behind the story is the hard work of Yunnan enterprises, and the efforts of relevant departments and systems to implement precise policies.
Simao Customs, which belongs to Kunming Customs, actively guides enterprises to build a benign organic ecological tea garden biological chain to help enterprises optimize processes and brand upgrades; Mangshi Customs has built a coffee quality and safety testing system covering more than 100 parameters, strengthens the construction of laboratory testing capabilities, and implements the "right report, instant review, instant certificate issuance" model and "cloud issuance" and self-service printing functions of certificates of origin. Since the beginning of this year, the Yunnan Provincial Department of Commerce has innovatively established the "Cloud Enterprise Overseas Alliance" mechanism to help enterprises expand their international markets. In order to solve the pain points such as difficulty in solving cross-border disputes, high cost of overseas arbitration, and unfamiliarity with rules faced by enterprises in the process of "going out", the Kunming area of the China (Yunnan) Free Trade Pilot Zone (Kunming Economic and Technological Development Zone) actively explores the construction of an international legal service complex (Legal, referred to as ILS) for South Asia and Southeast Asia, providing enterprises with all-round, professional and intelligent foreign-related legal support.
In terms of platform construction, Kunming District took the lead in establishing the Kunming International Commercial Arbitration Service Center, widely absorbing domestic and foreign legal experts to establish a talent pool, and providing enterprises with one-stop services such as arbitration, mediation, legal investigation, and professional translation. In terms of mechanism construction, ILS has established an operating mechanism covering the entire process of arbitration rules, legal selection, multilingual services, cross-border trials, and introduced courts, procuratorates, notarization, judicial appraisal and other institutions to expand the chain of foreign-related legal services.
Faced with the problems of "difficulty in cross-border", "difficulty in delivery" and "difficulty in court" in international legal services, the area also cooperated with "Ali Cloud" to develop an online dispute resolution system to realize functions such as electronic delivery of legal documents, online trial opening, and intelligent archiving, which greatly improves efficiency and reduces costs, making "one-click dispute resolution" a reality.
Up to now, the International Commercial Mediation Service Center has handled 46 pre-trial diversion cases, with the subject amount of approximately 183 million yuan; the arbitration center has accepted 20 cases and closed 19 cases. Nearly 50 companies from Kyrgyzstan and Hong Kong and other regions have clearly agreed in the contracts signed with Chinese companies to use the Kunming area as a place of arbitration, reflecting the international community's recognition of the credibility of the platform.
In addition, ILS has established regular contacts with 2,386 Chinese and foreign companies to provide precise legal services. The Litigation Service Center has accepted a total of 2,868 cases, held 2,164 cases, and closed 2,725 cases, effectively safeguarding the legitimate rights and interests of the enterprise.
A relevant person in charge of the Institutional Innovation Department of Kunming District said that the innovative practices of Kunming District in international legal services not only build a legal escort platform for enterprises to "go global", but also provide "Kunming experience" for my country to participate in the reform of the international commercial dispute resolution mechanism and enhance the discourse power of foreign-related rule of law. In the first seven months of this year, Wenshan Prefecture achieved remarkable results, completing 2.24 billion yuan in foreign trade imports and exports, an increase of 42.8% year-on-year, ranking second in the province. Among them, exports were 470 million yuan, an increase of 14.4%; imports were 1.77 billion yuan, an increase of 52.9%. From the perspective of trade methods, general trade accounts for more than 60%, reaching 1.48 billion yuan, processing trade import and export volume reached 120 million yuan, and cross-border e-commerce trade also achieved net growth.
In terms of port operation, the traffic data of the four ports in the province showed a "three increases and one decrease" trend. From January to July, the total cargo value of Quanzhou ports was 3.647 billion yuan, an increase of 110.84% year-on-year, ranking first in the province. Among them, the Tianbao Port completed a cargo value of 3.645 billion yuan, an increase of 114.2% year-on-year, accounting for the vast majority of the cargo value of the port in Quanzhou. The freight volume at Tianbao Port reached 182,000 tons, a year-on-year increase of 70.08%; the inbound and outbound transportation reached 18,900, a year-on-year increase of 20.74%. In addition, the import of durian at Tianbao Port continues to be popular. As of now, the value of durian imports exceeds 3 billion yuan, 9.6 times that of the whole year in 2024. Tianbao Port has become the third largest import port on the mainland.
These achievements are inseparable from Wenshan Prefecture's efforts in port construction and customs clearance facilitation. In terms of infrastructure project construction, the comprehensive designated supervision location of imported grain and fruit customs at Tianbao Port has been accepted on-site acceptance by the General Administration of Customs, the main project of the freight channel project was completed, the main body of the renovation and expansion project of the Dulong Port Joint Inspection Building was completed, and the information improvement and transformation project of Tianpeng Port has also received special funding for provincial port construction. Through a series of cooperative school-running projects, Yunnan has cultivated a large number of technical and skilled talents for neighboring countries. Yunnan University for Nationalities has opened more than 10 undergraduate majors in South Asia and Southeast Asia's official languages. In the "Singing All the Road" cultural theme event carriage, the sound of piano and drum beats are intertwined, and Chinese and foreign tourists are immersively feeling the harmonious atmosphere of the Chinese Spring Festival.
The "World Heritage Tour Plan" initiated by Yunnan promotes exchanges and mutual learning through tourism cooperation. Lao tour guide Su Li found that the tourists' focus has changed from "what attractions are here" to "how the heritage here is protected."
