On September 2, the Provincial CPPCC held a special consultation meeting of the Chairman to thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and the spirit of General Secretary Xi Jinping’s important speech on Jiangsu’s work, and conduct special consultations on "expanding high-level opening up to the outside world, stabilizing foreign trade and foreign investment." Provincial CPPCC Chairman Zhang Yizhen attended and delivered a speech, and Vice Governor Fang Wei reported on the relevant situation and delivered a response speech.

At the meeting, nine members made exchange speeches on behalf of the provincial committees of various democratic parties, the Provincial Federation of Industry and Commerce, and non-party members. Everyone believes that our province uses the construction of the intersection of the "Belt and Road" to comprehensively grasp high-level opening up, and has achieved remarkable results in shaping new advantages of a higher-level open economy. It is recommended to further launch a "combination punch" of policy coordination, expand diversified markets with greater efforts, enhance the resilience and vitality of the supply chain, promote foreign investment to expand the increase in stocks and improve quality, and better promote deep-level reforms and high-level opening up in our province.

Zhang Yizhen said that the provincial party committee and the provincial government thoroughly studied and implemented General Secretary Xi Jinping’s important statements, conscientiously implemented the decisions and arrangements of the Party Central Committee, and made a series of deployments and arrangements for expanding high-level opening up to the outside world and stabilizing foreign trade and foreign investment, achieving positive results. We must deeply study and understand the spirit of the General Secretary’s relevant important speeches, deeply understand and grasp the major tasks of "striving for the first place in promoting deep-level reforms and high-level opening up", closely follow the work requirements of the provincial party committee, conduct in-depth research and make good comments on key and difficult issues such as cultivating new momentum for foreign trade development, promoting foreign investment to stabilize and improve quality, deeply integrating into the high-quality joint construction of the "Belt and Road", steadily promoting institutional opening up, and accelerating the improvement of the comprehensive service system, and actively gather our hearts and opinions on creating new advantages of a higher-level open economy for our province.

Fang Wei said that our province closely follows the important positioning of General Secretary Xi Jinping as the intersection of Jiangsu's "Belt and Road" and aims to build a two-way opening hub with world aggregation. It will make every effort to stabilize foreign trade, foreign investment, strengthen platforms and improve energy levels, and increase institutional opening up to explore first, and promote a stable improvement and quality improvement of the open economy. In the next step, we will unswervingly deepen high-level opening up, make every effort to stabilize the basic foundation of foreign trade and foreign investment, vigorously expand new space for international cooperation, promote the construction of a two-way opening hub with world aggregation, and make positive contributions to effectively shouldering the responsibility of major economic provinces.
