In the 22 years since its establishment, the Shanghai Cooperation Organization has adhered to mutually beneficial cooperation, taken care of each other's interests, adhered to the principle of consultation, joint construction and sharing, strengthened the docking of development strategies, and always followed the path of mutual benefit and win-win and common prosperity, and achieved fruitful economic and trade cooperation. As one of the founding members of the Shanghai Cooperation Organization, China plays a leading role in promoting regional economic cooperation and facilitation of trade and investment.

The joint construction of the "Belt and Road" has achieved fruitful results

On September 7, 2013, President Xi Jinping delivered a speech in Kazakhstan, proposing for the first time a major initiative to jointly build the "Silk Road Economic Belt". From China's first transnational gas pipeline, China-Central Asia natural gas pipeline, to the "Angelian-Pap" railway tunnel, the longest tunnel in Central Asia; from China and Kazakhstan to jointly build the Zanatas wind power project in Central Asia, to Kyrgyzstan, known as the "China Road"... key projects have been successfully implemented, and the Shanghai Cooperation Organization countries have deepened the high-quality joint construction of the "Belt and Road" and have achieved fruitful results.

Uzbekistan scholar Muhammazhong Kotirov said that the Shanghai Cooperation Organization has become an international organization with important influence that can help regional stability and promote extensive cooperation. The Shanghai Cooperation Organization's continuous deepening of cooperation among countries and the joint construction of the "Belt and Road" initiative has achieved more pragmatic results, which has brought positive impacts on all countries and has become the "locomotive" of regional economic development.

Zarylov, the head of a building materials company in Uzbekistan, has always wanted to expand the production scale. After comparisons from multiple parties, he applied for and obtained a transfer loan issued by the China Development Bank through the Uzbekistan Bank for Foreign Economic Activities to purchase granite and wood processing equipment, and the factory's production capacity has nearly doubled.

Aminov, a beekeeper in the mountainous areas of southern Tajikistan, also received a US$1,500 transfer loan through the Tajikistan National Savings Bank to expand the operation of the beeyard. In Tajikistan, more than 4,200 farmers like Aminov have obtained loans from China's National Development Bank.

Over the years, from Kyrgyz soap production line, to Tajikistan agricultural machinery procurement, to Uzbekistan's new dry-process cement production line and other projects, the China Development Bank has achieved 63 cooperation projects with member banks and partner banks of the Shanghai Cooperation Organization Banking Federation, and issued a total of US$14.6 billion in loans to help improve the local industrial development level, drive local employment, and improve people's livelihood and welfare. At the same time, it promotes technology sharing and experience exchanges, and enhances the independent development capabilities of cooperative countries.

Polotova, Deputy Minister of Labor, Social Security and Immigration of Kyrgyzstan, said that cooperation among the Shanghai Cooperation Organization countries has played an important role in promoting regional development and global balanced development.

Demonstration zone leads high-quality development

Not long ago, the "SCO Express" commercial vehicle special train of the China-Europe Express (Qilu) was issued from the China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone (hereinafter referred to as the "Shanghai Cooperation Organization Demonstration Zone") multimodal transport center located in Qingdao. The special train will transport 150 domestically produced cars to Tashkent, the capital of Uzbekistan via the Horgos Port. At present, the Shanghai Cooperation Organization Demonstration Zone has regularly launched 31 international train routes, reaching 54 cities in 23 countries and Belt and Road Initiative.

In 2018, at the 18th meeting of the Council of Heads of State of the Shanghai Cooperation Organization held in Qingdao, China proposed to support the construction of a China-Shanghai Cooperation Organization local economic and trade cooperation demonstration zone in Qingdao. With the full launch of supporting platforms such as Qingdao SCO Pearl International Expo Center and Qingdao International Energy Trading Center, the Shanghai Cooperation Organization Demonstration Zone has fully connected with the "SCO Resources" and has become a hub node for the intersection of international industrial chains, supply chains, trade chains and value chains.

In November 2022, the China-Shanghai Cooperation Organization local economic and trade cooperation comprehensive service platform was launched, achieving one-stop comprehensive services for the whole cycle, all-factor, and full-chain "Trade Customs Clearance Logistics Finance". A total of nearly 5,000 registered enterprises, 731 certified suppliers, and 191 certified buyers, effectively ensuring the stability of the industrial chain and supply chain of the Shanghai Cooperation Organization and the countries along the "Belt and Road". In May this year, at the China-Shanghai Cooperation Organization Digital Technology Cooperation Development Forum, the service platform was selected as the China-Shanghai Cooperation Organization national cooperation case in the digital field.

Not long ago, Sulana Radnaeva, general manager of Russia's Xinoros Consulting Company, decided to settle the company's Chinese headquarters in the Shanghai Cooperation Organization demonstration zone. With the help of the China-Shanghai Cooperation Organization's comprehensive local economic and trade cooperation service platform, the company registration was completed in just two hours. "I have never experienced such efficient government services. I look forward to the company's better development here in the future," said Radnaeva.

In September 2022, the Shanghai Cooperation Organization Samarkand Summit passed a statement on maintaining the security, stability and diversification of the supply chain. In order to implement the spirit of the summit, the Shanghai Cooperation Organization Industrial Chain and Supply Chain Forum and the 2023 SCO International Investment and Trade Expo were recently held in the Shanghai Cooperation Organization Demonstration Zone. The forum issued the "Qingdao Initiative", calling for strengthening coordination and cooperation within the organization, supporting investment cooperation that is conducive to the stability, security and resilience of the industrial chain and supply chain, improving the digitalization and intelligence level of the industrial chain and supply chain, and supporting the development of a green and sustainable industrial chain and supply chain. The forum also released the "Super-Compact Code" to quickly identify the identities and basic information of relevant companies and promote commercial cooperation, customs clearance and other work among members of the Shanghai Cooperation Organization.

Promote green transformation towards the future

In 2022, with the support of the local government, Kyrgyzstan Bishkek Bus Company purchased 120 10.5-meter Zhongtong natural gas buses and put them into batches on three bus lines. Subsequently, Bishkek Bus Company added 1,000 natural gas bus orders. On May 20 this year, the first batch of vehicles supplied to Bishkek Bus Company were removed from the line. Bishkek Mayor Abudkadyrov said that natural gas buses can solve Bishkek's public transportation problem, alleviate pollution pressure, make the city air better and the environment more beautiful, and help push Kyrgyzstan's "green city" to a new level.

Green and low-carbon are the trend and trend of world development and are a key link in achieving high-quality development of human society. In recent years, the Shanghai Cooperation Organization has actively carried out ecological and environmental protection and green economic cooperation and strived to promote sustainable development. Kazakhstan's Sherek wind power project, Uzbekistan's Bukhara Photovoltaic Power Plant, Pakistan's Chahima Nuclear Power Project... While increasing local power supply and ensuring energy security, new energy projects also bring new technologies and concepts to the local area.

Kranina, a senior researcher at the China Economic and Social Research Center of the Far East Institute of the Russian Academy of Sciences, believes that in recent years, China has taken a series of "pragmatic measures" to develop green infrastructure, green energy, green transportation, green finance and other fields. China's experience in accelerating the green transformation of its development model is attractive to the countries of the Shanghai Cooperation Organization.

Recently, the number of people entering and leaving the Horgos Port connecting China and Kazakhstan has increased rapidly. Yerlan Khasnov, general manager of Kazakhstan's Nur Raor Customs Service Company, said that on May 23, the opening of the China-Shanghai Cooperation Organization Big Data Cooperation Center brought great benefits to the company's development. The company will work with China Xinjiang Electronic Port Co., Ltd. to promote the digital construction of Kazakhstan-China Highway Port to increase the speed of Chinese goods entering Kazakhstan.

In order to expand cooperation in the field of digital literacy, the Shanghai Cooperation Organization Samarkand Summit passed the "Outline for the Development of Digital Literacy in Authorized Departments of the SCO Member States", and China and Shanghai Cooperation Organization member countries promoted the cultivation of talents in the digital field through cooperation between China-SCO Economic and Trade College and other humanities and education fields. The China-Shanghai Cooperation Organization College of Economics and Trade has currently carried out training in 133 shifts including international logistics and transportation, cross-border e-commerce, covering more than 9,900 people from the Shanghai Cooperation Organization and 43 countries along the "Belt and Road", and has cultivated a group of innovative economic and trade talents who are familiar with the national conditions of the Shanghai Cooperation Organization, are familiar with international rules, and serve the construction of the "Belt and Road".

Parpiev, an academician of the Uzbekistan Academy of Sciences, said that the Shanghai Cooperation Organization countries have strong demands, solid measures and the surging motivation for young people to advocate innovation in strengthening open cooperation in the field of science and technology. He is full of confidence in scientific and technological innovation cooperation under this framework.
