This forum consists of four stages: opening ceremony, conference speech, roundtable meeting and closing ceremony. In his keynote speech, Deputy Minister Yang Dianjun pointed out that the "Belt and Road" strategy is a major measure for the country to implement a new round of expansion of opening up and create a favorable surrounding environment. Heilongjiang is located at the forefront of opening up to Northeast Asia and has unique location advantages, superimposed policy advantages and solid cooperation advantages. Our province should be more proactive in connecting with the country's "Belt and Road" strategy, actively participate in the construction of the "China-Mongolia-Russia Economic Corridor", promote infrastructure connectivity, improve the platform for opening up cooperation, build a cross-border industrial chain and industrial agglomeration belt, promote exchanges and cooperation in the field of humanities, and jointly create a new situation for the comprehensive revitalization of Longjiang.

The representatives of the participating countries took the theme of "The Construction of the Belt and Road and the Comprehensive Revitalization of Longjiang" and focused on the new problems, new opportunities and new challenges facing the revitalization of old industrial bases; the path choice for the revitalization of old industrial bases to connect with the "Belt and Road" strategy; the effective countermeasures to drive Heilongjiang Province toward comprehensive revitalization; the countermeasures and paths to deepen Heilongjiang Province's comprehensive cooperation with Russia and Northeast Asia; Heilongjiang Province's new ideas, new countermeasures and new measures to expand cooperation with Japan and South Korea; the advantages, potential and effective paths of Heilongjiang Province's deepening cooperation with North Korea and Mongolia; the comprehensive stage of Heilongjiang Province's comprehensive ideas, new countermeasures and new measures to expand cooperation with Japan and South Korea; Heilongjiang Province's advantages, potential and effective paths to deepen cooperation with North Korea and Mongolia; Obstacle factors and solutions to opening up to the outside world; the "Harbin Changcheng Urban Agglomeration Strategy" and the development opportunities and potential of Harbin New Area; the implementation path of the "Several Opinions on Comprehensively Revitalizing Old Industrial Bases in Northeast China and other Old Industrial Bases" and the construction measures and suggestions of Suifenhe Dongning National Key Development and Opening Pilot Zone; the implementation of the spirit of General Secretary Xi Jinping's important speech during his investigation and inspection of Heilongjiang, and other eleven major issues, speaking freely and expressing many insightful opinions, providing rare intellectual support for the future effective docking of Heilongjiang Province's economy with the "Belt and Road" strategy and expanding cooperation with surrounding areas.

At this forum, the establishment ceremony of the "Northeast Asian Think Tank Alliance" was launched. The purpose of the "Northeast Asian Think Tank Alliance" is to effectively integrate think tank resources in the region, use think tank cooperation to promote bilateral and multilateral mutual understanding, and create a top-level thinking, corporate consensus, and socially promoted cooperation atmosphere that is conducive to cooperation. As the first co-sponsors, the alliance attracted 12 foreign think tanks from Russia, Japan, South Korea, Mongolia and other countries to join the alliance; nearly 40 think tanks from domestic famous universities such as the Russian Institute of Eastern Europe and Central Asia, the Chinese Academy of Social Sciences, the Institute of Asian and African Studies, the Institute of Modern International Relations, and the Center for East Asian Studies of Renmin University of China, as well as well-known domestic private think tanks such as the Shanghai Huaxia Institute of Social Development, the Heilongjiang Provincial Academy of Social Sciences, and the Development Research Center of the Three Northeastern Provinces, etc.

During the forum, the strategic cooperation signing ceremony was also held between the Heilongjiang Academy of Social Sciences and the Korea-China Cultural Friendship Association, the Northeast Asia Database with the China Social Sciences Documentation Press, and the "Northeast Asia Blue Book", and the certificate issuance ceremony for honorary researchers from Japan, South Korea and Mongolia.
