In his opening speech, Hong Kong Special Administrative Region Chief Executive Li Jiachao said that Hong Kong is an ideal "Belt and Road" hub and will continue to promote the high-quality development of the "Belt and Road" initiative.

Li Jiachao said that Hong Kong and countries and regions jointly built the "Belt and Road" will sign 9 memorandums of understanding and cooperation agreements during this forum to carry out cooperation in the fields of avoiding and resolving disputes, customs, anti-corruption, meteorology, investment promotion, etc. It will also sign approximately 36 corporate agreements and transactions covering finance, technology, logistics, professional services and education, with a total value of nearly US$1 billion.

In the past 10 years, more than 45,000 people from more than 120 countries and regions have participated in the Hong Kong "Belt and Road" Summit Forum and jointly promoted the development of more than 2,800 cooperative projects. In 2024, the trade volume between Hong Kong and countries and regions jointly built the "Belt and Road" exceeded US$276 billion, an increase of about 80% since 2013.

Li Jiachao emphasized that Hong Kong's successful role as an important functional platform for the "Belt and Road" is due to the practice of "one country, two systems", ensuring that Hong Kong has common law jurisdictions and independent judicial institutions, providing guarantees for investors, and also making Hong Kong a center for cultural exchanges between the East and the West.
