On the morning of September 29, at the "Ten Thousand Enterprises Going Overseas Shandong Trade Global" international marketing system promotion meeting held in Jinan, the Municipal Bureau of Commerce proposed the "Qingdao Plan" for diversified development of the international market - focusing on building the "three major systems", accelerating the layout of "Overseas Qingdao" overseas, and escorting enterprises to "go overseas". Specifically, we will build a "multi-dimensional collaboration" policy support system, create a "internal and external linkage" service guarantee system, and strengthen the "professional empowerment" state-owned platform service system.

"Multi-dimensional collaboration" to support the development of foreign trade

Build a "multi-dimensional collaboration" policy support system. In April this year, Qingdao took the lead in introducing 25 policy measures to support the development of foreign trade, starting from six aspects: quickly opening up the path to lock in stocks, breaking through new markets and new business formats to develop incremental volumes, and optimizing supply chain layout to drive the export of intermediate products, helping foreign trade enterprises to operate stably, and through the public consultation hotline, the city and district levels are in charge to ensure full policy coverage.

Overseas exhibitions are an important channel for enterprises to expand the market and grab orders. The "Action Plan for Diversified International Markets for Qingdao" and "Action Plan for Helping Small and Medium-sized Enterprises to "Stay Sail" to Go Over" have been released one after another, and the catalog of exhibitions for emerging markets such as countries with joint construction of "Belt and Road" countries, BRICS countries, SCO countries, RCEP, etc., covers more than 80 exhibitions in more than 10 industries and more than 20 countries and regions. At the same time, Qingdao also subsidized enterprises for participating in overseas exhibitions and set up a "Qingdao Special Zone" at key exhibitions. From January to August this year, more than 1,500 enterprises were organized to participate in more than 180 overseas exhibitions such as the Latin American International Tire Exhibition, and more than 3,000 enterprises were organized to participate in 47 procurement negotiation meetings, e-commerce product selection meetings and overseas warehouse and enterprise matching meetings. Since the beginning of this year, exports to ASEAN, countries jointly building the "Belt and Road" and emerging markets such as Africa have increased by 9.9%, 12.6% and 23.9% respectively.

"Internal and external linkage" provides one-stop support

Create a service guarantee system that is "internal and external linkage". Overseas, Qingdao has promoted the formation of an overseas comprehensive service system of "10 8 7", built 10 overseas comprehensive service centers, promoted the quality improvement and upgrading of 8 key economic and trade cooperation zones, and optimized the economic and trade functions of 7 overseas industrial and commercial centers. "Foreign Economics Foreign Trade" has driven the export of intermediate products by 10.1 billion yuan. This year, the UAE and Singapore Overseas Comprehensive Service Centers have been listed and operated one after another, providing enterprises with consulting services such as policy information, financial and financial, legal services, and dispatched labor services. Qingdao has deployed 114 overseas warehouses in 41 countries and regions around the world, with a storage area of ​​more than 1 million square meters. It will launch a smart overseas warehouse comprehensive service platform in the near future, providing resource docking, online booking and other services. In China, Qingdao has established a linkage working mechanism of "business, finance, customs, taxation, foreign exchange, port " to work together to solve difficulties and problems such as production, customs clearance, financing, tax refunds, and cabin booking. Strengthening financial empowerment, the "white list" of foreign trade enterprises has raised 7.5 billion yuan in financing for 86 enterprises; reducing the cost of export links, the Foreign Trade Digital Transformation Empowerment Center provides interest-free and low-interest cross-border settlement and advance funding services for shipped goods; establishing a "ten hundred and thousands" overseas service system for enterprises, that is, targeting 10 key industries such as machinery and equipment, textiles and clothing, opening up 10 key markets, hiring 100 experts, integrating 1,000 high-quality foreign trade enterprises and service providers, and providing one-stop support from market development to risk prevention.

Strengthen the "professional empowerment" state-owned platform service system. Qingdao attaches importance to the leading role of state-owned platforms in international trade, and supports state-owned platforms such as Qingdao Huatong Group and Guosen Group to deepen their efforts in commodity trade fields such as cold chain, energy, chemical industry, and agricultural products, and strategically deploy new business formats such as cross-border e-commerce, overseas warehouses, and smart supply chains to build a platform for small and medium-sized enterprises to empower overseas.

In June this year, Qingdao Haifa International Trade was officially established, undertaken the new main business of "Shipping Logistics and International Trade", and became a new force for Qingdao's state-owned platform to carry out international trade. In terms of focusing on comprehensive services, we will give full play to the unique advantages of state-owned capital in resource integration, credibility and long-term strategy, and provide comprehensive services covering the entire process. Haifa International Trade has built an integrated ecosystem of "aircraft and trade" and built three major centers of shipping, trade and financial resources, and created a trillion-level industrial chain; Qingdao's cross-border e-commerce public service platform integrates smart government affairs and other services, with a cumulative transaction volume of more than 35 billion yuan and customs clearance of more than 85 million orders; "Qingyuntong" digital trade platform empowers more than 600 companies with digital services, promoting product exports to more than 100 countries. In terms of focusing on industrial belts overseas, we will promote the digital transformation and upgrading of local characteristic industries through resource integration and precise services. Economic and Control International Trade has built a service system of "industry cultivation cross-border overseas travel" to help rubber tires, beauty products and other characteristic industries go overseas, and build more than 100 independent stations for enterprises for free, with a trade volume of more than 20 billion yuan; Jimo International Trade City has innovated the "market procurement cross-border e-commerce" model to empower professional markets to go overseas. In terms of focusing on international and regional cooperation, SCO United Trade has been deeply involved in 13 SCO countries including Russia and Kazakhstan and countries jointly built the "Belt and Road" and carried out trade cooperation. TIR (cross-border highway transportation) export and shipment volume and other indicators ranked first in the country, with annual operating income exceeding 10 billion yuan. Leading companies such as Haier, Hisense, and Power Construction rely on their overseas networks and overseas investment projects to help small and medium-sized enterprises participate in the procurement of overseas project equipment and materials, realizing "borrowing ships to go overseas".

At the meeting, the Provincial Department of Commerce released the "Shandong Province Specialized and New Foreign Trade Excellent Clusters Go Overseas Action", focusing on Shandong's characteristic industries and export performance, and planned to select a total of ten specialized and new foreign trade excellent clusters for key cultivation, including automobile manufacturing, chemical products, general equipment, textiles and clothing, electronics and electrical appliances, building materials and decoration, light industry and crafts, food and agricultural products, medical and health care, and special equipment, covering 10 major categories, more than 50 medium categories, and 3,456 key export commodities. The goal is to build 1 trillion yuan level, 2 50 billion yuan level and 7 10 billion yuan level export clusters by 2026, and add more than 1,000 specialized and specialized export enterprises.
