Dong Gang, secretary of the party group and president of the People's Court of Xixian New District, Shaanxi Province, delivered a speech. He pointed out that the grand blueprint of the "One Belt and One Road" needs to be outlined in detail by the rule of law; a market-oriented, legal, and international business environment cannot be separated from the efforts of all parties working in the same direction. Only by breaking down barriers, building bridges of normal communication, and integrating judicial wisdom, administrative efficiency, and academic nutrients can we inject inexhaustible momentum into the legal construction of the “Belt and Road” and let the footprints of youth be deeply engraved on the journey to serve the national strategy.

"The legal soil of the five Central Asian countries holds the key to the coordinated development of the Belt and Road Initiative." Professor Wang Yingying, dean of the "Belt and Road" Business Environment Research Institute of Northwest University of Political Science and Law, brought her deep accumulation of research in Central Asia and opened a window for the audience to gain insight into the regional legal ecology.

"Sending legal services to the hearts of enterprises, so that every enterprise can grow with peace of mind on this fertile soil." Kang Chen, deputy director of the Party and Mass Work Department of Xixian New Area, used vivid practical stories to outline a warm picture of the legalized business environment in Xixian New Area.

Six speakers including Liu Weifeng, a professor at Northwest University of Political Science and Law, discussed the essential connotation of the business environment, the importance of regional data sharing under the “One Belt and One Road” for courts in different regions to quickly grasp case-related information, the full chain system work of Xixian Public Security to protect the development of enterprises, Yanta The court’s innovative practice of “four wild geese flying together” to serve the “Belt and Road Initiative”, the concept of a cross-regional court collaboration mechanism to serve the “Belt and Road” rule of law construction, and the practice and thinking of the Xixian New District Court in escorting the construction of the “Belt and Road” business environment were shared.

The pragmatism and depth of the seminar made every participant gain a lot, and representatives of different identities shared their insights. After the meeting, the young representatives attending the meeting visited the Qin Chuangyuan Service Guarantee Center and the Comprehensive Rule of Law Guarantee Center.
