From in-depth implementation of the free trade pilot zone promotion strategy to promoting open platforms such as the China International Import Expo to become better and better, to comprehensively promoting the high-quality development of the "One Belt, One Road" initiative, under General Secretary Xi Jinping's personal planning, deployment and promotion, my country's high-level opening up has continued to accelerate, and the situation of win-win cooperation has continued to expand.

During the "14th Five-Year Plan" period, the negative list for foreign investment access was reduced to 29 items, and all access restrictions in the manufacturing sector were "cleared"; the pilot opening of the service industry was advanced in an orderly manner, with 155 tasks covering telecommunications, medical care, finance and other fields; the "Encouraging Foreign Investment Industry Catalog" was revised several times to guide more foreign investment in advanced manufacturing, modern service industries and other fields.

From 2021 to May this year, foreign direct investment in China has totaled 4.7 trillion yuan, exceeding the total during the "13th Five-Year Plan" period.

During the "14th Five-Year Plan" period, the institutional opening pattern continued to improve.

The 22 free trade pilot zones have actively benchmarked against high-standard international economic and trade rules, launched more than 110 pilot measures in total, involving key areas such as trade, investment, and intellectual property, and formed nearly 200 institutional innovations, continuously releasing the dividends of institutional openness.

During the "14th Five-Year Plan" period, the areas of cooperation in jointly building the "Belt and Road" have continued to expand, the scope of cooperation has continued to expand, and the level of cooperation has continued to improve. China has signed memoranda of investment cooperation in digital, green, blue and other fields with more than 50 co-building countries, and has carried out practical cooperation in green infrastructure, clean energy and other fields. Today, the joint construction of the “Belt and Road” initiative has attracted the participation of more than 150 countries and more than 30 international organizations. The trade in goods between China and co-building countries will increase from US$2.7 trillion in 2021 to US$3.1 trillion in 2024; from 2021 to the first half of this year, the two-way investment scale between my country and co-building countries will exceed US$240 billion.

In Indonesia, after the opening of the Jakarta-Bandung high-speed railway, the travel time between Jakarta and Bandung was shortened from more than 3 hours to 46 minutes, becoming a bright business card of Indonesia's modern transportation.

During the "14th Five-Year Plan" period, my country expanded its global high-standard free trade zone network, promoted the signing and entry into force of the Regional Comprehensive Economic Partnership Agreement, completed negotiations on version 3.0 of the China-ASEAN Free Trade Area, and signed 8 bilateral free trade agreements or upgrade protocols, bringing the total number of free trade agreements to 23.

During the "14th Five-Year Plan" period, the scale of my country's trade in goods has continuously crossed two major levels: US$5 trillion and US$6 trillion, ranking first in the world for eight consecutive years; the scale of China's trade in services exceeded US$1 trillion for the first time last year, ranking second in the world.

On the new journey, China will unswervingly deepen reforms in an all-round way and expand high-level opening up to the outside world, continue to inject momentum into the high-quality development of the Chinese economy, and make greater contributions to the world economy.
