On October 18, 2025, the “Belt and Road” Green Innovation Conference was held in Beijing. With the theme of "Gathering Financing to Drive Green Development", the conference aims to build a global consensus on green development and promote the deep integration of green investment and financing with green transformation. Sun Jinlong, Secretary of the Party Leadership Group of the Ministry of Ecology and Environment, attended the opening ceremony and delivered a keynote speech.

Sun Jinlong pointed out that green and low-carbon transformation is the trend of the times and the only way to promote global sustainable development. Recently, President Xi Jinping delivered a video speech to the United Nations Climate Change Summit, solemnly announcing China's new round of nationally determined contributions, demonstrating China's firm determination to accelerate green and low-carbon transformation and actively respond to climate change. In recent years, under the scientific guidance of Xi Jinping’s ecological civilization thought, China has unswervingly followed a high-quality development path that prioritizes ecology, green and low carbon, and coordinated industrial restructuring, pollution control, ecological protection, and response to climate change. It has taken major steps in building a beautiful China and created a successful practice for the largest developing country to achieve rapid economic and social development while effectively protecting the ecological environment.

Sun Jinlong emphasized that China not only continues to promote the construction of its own ecological civilization, but also actively participates in and leads global environmental governance, becoming a staunch activist and important contributor to the world's green development. Since the joint construction of the "Belt and Road" initiative was proposed more than ten years ago, China has always adhered to the concept of a community with a shared future for mankind, supported the green transformation of developing countries with pragmatic actions, accelerated the construction of a systematic and complete green "Belt and Road" policy system, continued to establish a closer green development partnership, continued to deepen pragmatic cooperation in green and low-carbon fields, helped to enhance the joint construction of national environmental governance capabilities, and contributed Chinese wisdom and Chinese power to global sustainable development. Green is becoming a distinct background of the joint construction of the "Belt and Road".

Sun Jinlong pointed out that China is willing to join hands with all parties to promote the implementation of global governance initiatives, adhere to the principle of extensive consultation, joint contribution and shared benefits, and continue to promote the green "Belt and Road" construction with high quality. Further strengthen dialogue and exchanges around climate change, biodiversity loss, plastic pollution, etc., jointly respond to global environmental crises, and create new results of green Belt and Road cooperation. Promote the construction of a more open, transparent, and inclusive green investment and financing system, continuously enrich financial products and tools, and enhance the vitality of the green "Belt and Road" sustainable development. Improve the support and guarantee system, implement the Green Silk Road Envoy Plan, and improve the environmental governance level of countries related to the “Belt and Road Initiative”.

Yang Sopal, Minister of Environment of Cambodia, Ibrahim Mimra, Minister of State of the Ministry of Tourism and Environment of the Maldives, Shezra Harald, Minister of State of the Ministry of Climate Change and Environmental Coordination of Pakistan, Zhang Jun, Secretary-General of the Boao Forum for Asia, as well as representatives from the National Development and Reform Commission, the People's Bank of China, the Hong Kong Environment and Ecology Bureau, and the Global Energy Interconnection Development Cooperation Organization delivered speeches.

Guo Fang, Vice Minister of the Ministry of Ecology and Environment, presided over the opening ceremony. Zhao Yingmin, Chairman of the Belt and Road Green Development International Alliance (hereinafter referred to as the Alliance), attended the meeting and delivered a speech and concluding remarks. A video of the results was released at the meeting, including the "2025 "Belt and Road" Green Development Outlook report, the Alliance signed a memorandum of cooperation with the United Nations Office for Project Services and the Pakistan-China Institute.

The meeting was hosted by the Ministry of Ecology and Environment and hosted by the Alliance and the Foreign Cooperation and Exchange Center of the Ministry of Ecology and Environment. Nearly 300 people from 39 countries attended the meeting.
