The “One Belt, One Road” initiative has finally identified 15 key ports for construction in 18 provinces. The National Development and Reform Commission, the Ministry of Foreign Affairs, and the Ministry of Commerce jointly released the "Vision and Actions on Promoting the Joint Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road" on the 28th.
In the final layout, the 18 provinces involved are delineated, including 6 northwest provinces including Xinjiang, Shaanxi, Gansu, Ningxia, Qinghai, and Inner Mongolia; 3 northeastern provinces including Heilongjiang, Jilin, and Liaoning; 3 southwest provinces including Guangxi, Yunnan, and Tibet; 5 provinces including Shanghai, Fujian, Guangdong, Zhejiang, and Hainan; and the inland area is Chongqing. In addition, the plan also mentions the need to give full play to the role of Hong Kong, Macao and Taiwan in the “One Belt, One Road” initiative.
The positioning of each province in the “Belt and Road Initiative” and the key directions of foreign cooperation were clarified. For example, Xinjiang is positioned as the core area of the Silk Road Economic Belt, mainly to deepen exchanges and cooperation with countries in Central Asia, South Asia, West Asia and other countries; Yunnan is built to become a radiation center for South Asia and Southeast Asia; the three northeastern provinces are important windows for opening up to the north. On the Fujian side, it supports Fujian in building the core area of the 21st Century Maritime Silk Road.
The plan focuses on a number of node cities, including Xi'an, Lanzhou, Xining, Chongqing, Chengdu, Zhengzhou, Wuhan, Changsha, Nanchang and Hefei.
The coastal node cities are even more important. The plan emphasizes strengthening port construction in coastal cities such as Shanghai, Tianjin, Ningbo-Zhoushan, Guangzhou, Shenzhen, Zhanjiang, Shantou, Qingdao, Yantai, Dalian, Fuzhou, Xiamen, Quanzhou, Haikou, and Sanya, and strengthening the functions of international hub airports such as Shanghai and Guangzhou.
In terms of inland node city construction, it is emphasized that inland cities such as Zhengzhou and Xi'an are supported in building airports and international dry ports, strengthening customs clearance cooperation between inland ports and coastal and border ports, and launching cross-border trade e-commerce service pilots.
