Lianyungang Power Supply Company Participates in the Implementation Plan for the Belt and Road Construction Action
In order to implement the spirit of the "Notice on the Implementation Plan for Promoting the Construction of the Belt and Road Intersection Points in 2015" (Liangfa [2015] No. 13), this plan was formulated after sufficient research and combined with the actual situation of our city.
1. Construction positioning
Under the new functional positioning and development requirements of the intersection of Lianyungang Belt and Road, Lianyungang Power Supply Company (hereinafter referred to as the company) provides safe and high-quality energy supply services is an important part of actively connecting with the "Belt and Road" initiative, and is also one of the important guarantees and priority construction projects for connecting with the "Belt and Road" initiative. To this end, the company established its positioning to connect with the "Belt and Road" initiative to build it into an advanced benchmark unit for Lianyungang to promote the construction of the "Belt and Road".
II. Construction objectives
Focusing on construction positioning, the company will formulate corresponding construction goals from three aspects: power grid development, company management and customer service.
(I) Practitioners of green power grids. Coordinate power grid planning, improve the power grid development and construction and the safe and stable operation capabilities of the system, and provide power guarantee for land bridge transportation without hindering operation; actively promote the development of new energy power generation and electric vehicles, promote energy-saving and emission reduction measures such as port shore power, and promote Lianyungang's green rise.
(II) The leader in scientific management. Based on the company's flat organizational structure, implement the three-asset and five major management ideas, promote lean management, contribute Lianyungang's intelligence to the vanguard strategy of Jiangsu Province's power company, and export social value to the "Belt and Road" initiative.
(III) A seeker of excellent service. Adhere to customer-centeredness, continuously improve service capabilities, use advanced technical means to provide customers with intelligent value-added services, explore the establishment of exclusive service models like free trade zones, establish a good brand image of the company, and build a window enterprise at the intersection of the Belt and Road Initiative.
III. Construction requirements
In combination with the development trend of energy, guided by the company's docking strategic positioning, and focusing on the development goals, we will clarify the five work requirements of the company for promoting the construction of the "Belt and Road": First, take energy cleanliness as the orientation to promote urban ecological civilization construction; Second, implement grid grid to promote the transformation of power grid development mode; Third, promote business intensification and promote the transformation of enterprise business models; Fourth, achieve lean management and promote the improvement of enterprise management efficiency; Fifth, improve service integration and promote innovation in customer service models.
4. Key measures
(I) Build a strong smart grid to promote the integration of port, industry and city and ensure the barrier-free operation of Lianyungang land bridge transportation
1. Connect with the national ultra-high voltage strategy and actively integrate into the construction of the energy Internet. Against the backdrop of the Belt and Road Initiative, Lianyungang will usher in a peak period of power grid load growth during the 13th Five-Year Plan period. Corresponding to the future load level of Lianyungang's 13 million kilowatts, 8 1 million kilowatt units of Hetianwan Nuclear Power and 2 1 million kilowatt units of Xinhai Power Plant, etc., the Lianyungang Power Grid must actively integrate into the ultra-high voltage power grid to provide more sufficient energy support for future development. The UHV Lianyungang Station is located at an important convergence point of the State Grid Corporation's UHV AC five-horizontal and five-vertical planning backbone grid. At the same time, as the Jiangsu UHV North Ring node, it is also an important source to support the future energy demand of Lianyungang. The ±800kV UHV DC project Ximeng transits from Lianyungang to Taizhou. It is necessary to focus on studying the grid layout that undertakes UHV, strive for support from the national and provincial Belt and Road Funds, and support the construction of ultra-high voltages such as Nanjing-Xuzhou-Lianyungang-Taizhou, Linyi-Lianyungang and other ultra-high voltages.
2. Accelerate the layout of regional backbone power grids and efficiently promote the construction of world-class power grids. Under the guidance of two first-class vanguards of Jiangsu Power Company, the company has set a three-step strategic goal of basically building a strong smart grid in 2015, comprehensively building a strong smart grid in 2017, and basically building a world-class power grid in 2020. An indicator system including 16 KPI indicators and 40 process indicators is built according to the three dimensions of world-class power grid, no power limit, fewer power outages, and good use of electricity. In the near future, the construction of 500kV backbone grid will be accelerated in combination with 500kV nuclear power transmission and other projects, and the deployment of 500kV substations will be accelerated. The 500kV Xuwei (Southern Wing) power transmission and transformation project will be completed in 2016, and the 500kV Huaguoshan power transmission and transformation project will be completed in 2020. By carrying out actions such as strengthening the 500 kV power grid, optimizing the 220 kV power grid, and accepting million-kilowatt wind power along the coast, we will improve the power supply capacity and reliability of the backbone power grid, and establish the overall grid pattern of the 1,000 kV Lianyungang Station as the core, and seven 500 kV substations including Yilu, Aitang, Xuwei, Huaguoshan, Donghai, Lianyungang North, and Lianyungang South as nodes to build a 220 kV five-ring ring network structure in Hailiancheng District, Ganyu, Donghai, Donghai, Donghai, Donghai, Donghuan East and Two-Huanxi West.
3. Promote the construction of intelligent distribution networks and improve the level of first-class distribution network equipment. An indicator system containing 8 KPI indicators and 48 process indicators is constructed according to the three dimensions of first-class distribution network, saving energy, saving money, and green electricity. Carry out 6 2 special actions for first-class distribution networks, promote distribution network automation construction, strive to achieve a 100% coverage rate of distribution network automation, promote the digital collection of power cables and channels, and strengthen the resource management of urban underground power pipeline networks. By the end of 2018, it will be fully built with strong grids, safe and reliable, green and friendly, economical and efficient, with information, automation and interactive features, providing power grid guarantee for the construction of Lianyungang Intelligent Logistics Park. By the end of the 13th Five-Year Plan, the company will build 114 110kV substations with a total transformer capacity, comprehensively solve the problem of low reliability of 110 kV single-line single-variable, promote the upgrade of the 35 kV power grid, strengthen the load transfer capacity of the regional 110 and 35 kV power grids, increase the connection level of the medium-voltage distribution network, and improve the N-1 pass rate of the medium-low voltage distribution network.
4. Track the hot spots of the Belt and Road Initiative and adjust the layout of power grid development in real time. Actively adapt to the new needs of local economic development, deeply analyze the local economic development situation, grasp the progress of power development, combine urban planning adjustments and construction timing changes, and adjust the grid layout in a timely manner; carry out planning and site selection and line corridor reservation work for key areas and key projects, that is, black line planning, and include all newly built distribution points (corridors) of 110 kV and above in the local general planning of cities and counties and various special plans; establish a government-enterprise cooperation mechanism, strengthen urban underground power pipeline resource management, and establish a planning model for coordinated development with society and users; carry out adaptability research on the projects of peak summer diagnosis of power grids, and carry out research on the load characteristics of typical areas in the region, for The regional power grid load forecast provides a basis, plan ahead, and include user needs into the grid planning and project plans to meet the power consumption needs of all types of customers; focus on key areas and important customers, prepare project schedules for large users, communicate regularly, and revise project schedules for large users, focus on key projects such as Lianyan Railway, Lianzhen Railway, New Airport, Xuxu Port Area, Refining and Chemical Integration, as well as key areas such as Xuxu, Zhewang, Yanwei, and Duigou Port, and promptly carry out related work on large customer access systems; connect with Jiangsu Guoxin Yuntaishan pumped storage, Huaneng Guanyun offshore wind power project, and China Power Investment Corporation Qingkou Photovoltaics and other large new energy projects.

Taking the implementation of intensive human, financial and material resources and the management of full life cycle of power grid enterprise equipment as the starting point, we will realize business integration and information interoperability through system design, relying on a flexible integrated platform to integrate ERP and production management, marketing management, and state-network management and control systems to form an SG-ERP management information system to promote the overall improvement of the company's management capabilities. The third is to build an operation monitoring platform to explore the value of big data information in a timely manner. Deeply explore the value of power grid data information, organically integrate it with various social information such as port, industry and city population, resources, transportation, etc., and promote the smart grid to support the development of smart cities.
6. Import excellent management and strengthen the management process. The company has established a leading group and management improvement office to participate in the Belt and Road Initiative, took the lead in deepening institutional and mechanism reform, strengthened cooperation with Southeast University, Jiangsu Academy of Social Sciences, etc., and conducted forward-looking research on major national strategies and reforms such as the "Belt and Road" initiative, power system reform, and free trade zones. Based on the three-part five systems, an excellent management model is introduced to achieve full-process control of key resources and core businesses, strengthen the management process, and thus improve management quality. Evaluation requirements are carried out from the aspects of leadership, strategy, customers and market, resources, process management, measurement, analysis and improvement, and results, and fully apply mature indicators such as performance appraisal and peer benchmarking, explore the construction of an excellent performance evaluation system with the characteristics of power grid enterprises, and form an excellent management model of company measurement-evaluation-improvement-improvement. Striving to create a city quality award and improving the business management capabilities of enterprises. Pay close attention to and participate in the technological advancement of Lianyungang's characteristic and advantageous areas such as shore power technology, wave energy, and soft foundation treatment, actively carry out multi-channel exchanges between peers and other industries, and absorb advanced and applicable innovative concepts. Vigorously carry out new technology research, promote the implementation of the application of scientific and technological achievements, and significantly enhance the depth and breadth of the company's leading research and demonstration application of key key technologies.
7. Deepen the five-in-one integration and improve management efficiency. In order to solve the problems of cross-responsibilities and inconsistencies in the management process of the company, the company is committed to building a five-in-one management system, realizing the integration and improvement of the decentralized multi-function management system to a unified process-based management system, promoting the transformation of company management from function-driven to process-driven, and adapting to the new requirements for rapid response to the Belt and Road Initiative. Deepen the five-in-one application, sort out the list of five aspects of the company's main processes, responsibilities, system standards, risk control, and assessment, and gradually summarize the negative list of company management and external services. The company has prepared the "Implementation Plan for Five-in-One Operation and Deepening Application", carried out five-in-one publicity and implementation training, established a publicity and information release mechanism and weekly regular meeting system, designed and cultivated five-in-one deepening application projects, established a project follow-up supervision and completion assessment mechanism, and formulated documents and implementation rules such as "Guidelines for Optimization of Professional Management Processes".
8. Implement three major projects and promote management innovation. Adhere to the four directions of problem, responsibility, innovation, and striving for the first place, seize opportunities, take the initiative to take responsibility, tap internal potential, speed up shifting, innovative breakthroughs, and leap-through upgrades as work ideas, fully implement the three major projects of basic-solidification enterprises, rules-governing enterprises, and talent-strengthening enterprises, continuously improve employee behavior and mental models, promote the basic-solidification enterprises to be precise, rules-governing enterprises to be governed to the end, and talent-strengthening enterprises to be strengthened to the system, and build a good atmosphere of harmonious and win-win and common development of the company. (III) Improve service quality, actively support the construction of Lianyungang-type free trade zones and create new advantages in opening up to the outside world
9. Learn from typical experiences of the free trade zone and innovate service models. First, set up service windows reasonably. Try to carry out marketing business to achieve integrated acceptance within the region and lay out service sub-centers within the scope of the free trade zone. Shorten the service radius of the SCO (Lianyungang) International Logistics Park, the National East-Central and Western Cooperation Demonstration Zone, etc., and improve service response speed. The second is to create a free trade zone for key projects. In accordance with the principle of differential service, a free trade zone-style installation mechanism is established for key and people's livelihood projects, and a supervision system for key projects is established, and the company leaders are led to coordinate and solve cross-departmental problems existing in the expansion of key projects; implement contractual services, and clarify service quality and work standards in writing according to customers' reasonable electricity needs, and reverse service time limits; implement one-stop services, build an intensive service hall for the expansion of the installation, and implement joint offices of multiple departments; establish a dynamic reserve library for power grid projects to ensure that the power grid projects and customer projects are completed simultaneously. 10. Promote the supply of clean energy and increase service connotation. First, promote electricity substitution and provide customers with green electricity. Establish a collaborative working mechanism, fully integrate internal resources, and create a green channel for electricity replacement; promote electric energy replacement technology according to local conditions, promote customers to implement energy-saving projects, provide on-site services for small coal-fired boilers households, and promote electric boiler replacement; promote energy efficiency analysis APP, accelerate the layout of intercity interconnected fast charging networks, and build 10 electric vehicle fast charging stations in the Shenhai Expressway service area. The second is to vigorously promote the port shore power system to promote the green rise of Lianyungang. Taking advantage of the domestic leading and safe and reliable advantages of Lianyun Port shore power system technology, we will participate in the promotion and application of shore power systems in depth; strengthen in-depth exchanges with port enterprises, carry out scientific and technological projects research in the field of shore power application, solve the technical difficulties in the popularization and application of shore power systems, and promote the automation and upgrading of shore power systems; carry out port terminal research, and promote the transformation of shore power connection by promoting berths with better implementation results, so as to achieve key breakthroughs and lead the whole from the point to the surface. The third is to accelerate the development of new energy and promote the construction of ecological civilization in the port city. Strengthen the new energy development plan, use planning to lead the seamless connection of new energy access projects, and accelerate the layout of new energy projects; give full play to professional advantages, formulate access plans and other preliminary services for distributed new energy, strengthen grid-side participation, plan new energy project development ahead of time, and accelerate the construction of key projects.
11. Expand intelligent service methods and improve service levels. First, improve the integrated project of business, distribution and distribution. Deepen the application and operation and maintenance of the adoption system, realize the integration of metrology management, collection, operation and maintenance, and automatic meter reading; actively expand the application functions of the integrated improvement project of the operation, distribution and adjustment integration, strengthen the management and control of the marketing data center, deepen the application of the integrated marketing management and control platform and the business quality control knowledge sharing platform; realize the comprehensive integration of marketing and production systems, complete the comprehensive integration of customer and grid data of more than 35 kV; realize full coverage of marketing GIS, and actively carry out advanced application functions of integrated improvement of the application of operation, distribution and adjustment; promote the full business application of marketing mobile operation terminals, and realize the real-time flow of all business processing and work orders. The second is to actively promote intelligent service methods. The third is to pilot the construction of intelligent power supply service areas. Relying on distribution network automation, we will strengthen the collection and rectification of customer basic information, promote the point-to-point push of company information to customers, and realize high-quality service areas with full monitoring of medium and low voltage users, power grids, active power grids, and full coverage of customer information; promote the application of smart sockets and home smart power terminals, accelerate the construction of electric vehicle charging piles, improve the level of interactive electricity use services for residents, and meet the interactive and personalized electricity needs of customers; according to the principles of mutual benefit, mutual benefit and mutual profit, coordinate the integrated collection of electricity, water and gas meters, explore the centralized charging methods for electricity, water and gas utilities, and serve the development of public utilities.
12. Practice the special services of ECG and establish a service brand. First, deepen the power supply service responsibility system. The third is to strengthen demand-side management. Strengthen lean management of orderly electricity use, improve the emergency response capabilities of orderly electricity use in emergency situations, and carry out research on orderly electricity use technical standards based on the user value system; optimize the information control of the entire process of orderly electricity use, and realize one-stop control of orderly electricity use plans, plan execution, process monitoring, effect evaluation, and one-click operation; improve the level of interaction with customers, and fully realize the functions of orderly electricity use fast response to orderly electricity use, real-time monitoring of electricity use information, dynamic analysis of energy consumption data; carefully prepare orderly electricity use plans, combine customer production characteristics, reasonably arrange peak avoidance plans, actively strive for incoming electricity outside the area, and strive to achieve no power limit, so that customers can use it with worry.
V. Guarantee Measures
(1) Strengthen organizational leadership. (3) Strengthen upward struggle. Focusing on the strategic positioning of the intersection of the Belt and Road in Lianyungang, we actively strive to tilt all important resources of the Provincial Power Company towards Lianyungang, focusing on the construction of the National East-Central and Western Regional Cooperation Demonstration Zone, the Sino-Kazakhstan (Lianyungang) Logistics Cooperation Base, and the SCO International Logistics Park. We will strive for more support in major infrastructure, industrial layout, reform pilot projects, open platforms, etc., and promote the provincial company to sign the "Cooperation Agreement on Promoting the Construction of the Belt and Road Insularity Points" with the Lianyungang Municipal Government.
(IV) Pay attention to the effectiveness of work. Fully understand the importance of promoting the construction of the intersection of Lianyungang Belt and Road, and include it in the company's annual key tasks, coordinate planning, and make careful arrangements to ensure practical results. In accordance with the requirements of the "Notice on Implementing Plan for Promoting the Construction of the Belt and Road Intersection Points in 2015" (Liangfa [2015] No. 13) and the "Implementation Opinions of the Municipal Government on Accelerating the Planning and Construction of the Power Grid in Lianyungang City" (Liangzhengfa [2015] No. 89), the work of promoting the construction of the Belt and Road Intersection Points in Lianyungang City will be tracked and implemented.
