The theme of this expo is "Deepening Silk Road Cooperation and Promoting Linked Development". It aims to promote international production capacity cooperation, promote the internationalization process of enterprises, improve the competitiveness of international cooperation, utilize the advantages of enterprises, be market-oriented, project-based, and innovation-based, combine the advantages of enterprises with foreign demand, and actively participate in the construction of the "Belt and Road".

The 2017 Eurasian Economic Forum adopted the new structure of "Forum Expo Investment and Trade Fair" for the first time. The "Belt and Road" International Capacity Cooperation Expo relies on the 2017 Eurasian Economic Forum to form a large platform that supports information absorption, event content echoes each other, and cooperates to complement resources. Relying on the Eurasian Economic Forum, the SCO member states, observer states, dialogue partner countries and some countries along the "Belt and Road" route, representatives of relevant international organizations and envoys of relevant countries to China, representatives of domestic and foreign finance, science and technology, culture, tourism, ecology, and business circles, representatives of domestic and foreign friendly cities and relevant cities, well-known people, experts and scholars, etc., have opened up a broader channel for enterprises to "go global" and "bring in" through extensive exchanges and communication.

The expo focuses on highlighting the characteristics of exhibits, introducing key projects, and displaying scientific and technological achievements. The expo takes "International Capacity Cooperation in the Belt and Road" as the main line, accurately connects with international capacity needs, and focuses on six major sections: international capacity cooperation exhibition area, advanced manufacturing exhibition area, finance and investment exhibition area, high-tech exhibition area, energy conservation and environmental protection exhibition area, and Xi'an key industrial exhibition area, forming an interactive platform for classified display of industrial chains and multi-faceted information exchange. Each exhibition area has representative and characteristic enterprises and exhibits. The special equipment area of ​​this expo reaches 70%, with excellent visual effects.
