The Science City Park of Guangzhou High-tech Industrial Development Zone was approved as the first batch of national innovation and innovation demonstration bases in May 2016. Over the past three years, the Guangzhou Science City Park has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and has successfully blazed a new way to create an upgraded version of "double innovation".

1. Achieve comprehensive upgrade of the "double innovation" ecosystem through institutional and mechanism innovation

It was the first in the country to introduce four "10 Gold Regulations": advanced manufacturing, modern service industry, headquarters economy, and high-tech industries, improve the full-chain dual innovation policy system and realize innovation and entrepreneurship support services throughout the life cycle. Successfully created a "one-stop" policy fulfillment service brand with the core of "one-stop acceptance, internal circulation, integrated service, and limited-time completion". The first administrative approval bureau and business environment bureau in Guangdong Province were established to carry out characteristic reforms such as "commitment-based trust approval", "customized approval service", and "do it when you come, and get it done in one go".

2. Achieve comprehensively strengthening of "double innovation" employment with the introduction of high-quality talents as the core

Create an international talent port, make full use of the geographical advantages of being adjacent to Hong Kong and Macao and located in the core area of ​​the Pearl River Delta, strengthen the gathering of "gravity waves" of talents, and use talents to drive the entry and integration of technology, industry, market, capital and other factors. A total of 39 academicians of the two academies, 111 scientific and technological talents in the district, 13 special allowance experts from the State Council, cultivate 14 "Pearl River Talent Plan" innovation and entrepreneurship teams, attracting more than 3,000 overseas students to innovate and start businesses in the district, and establish more than 700 companies.

Implement the talent service model of "management of the elderly at the top and managing the young at the bottom", provide one-stop services from introduction to entrepreneurship to living to life, achieve full-chain and full coverage of talent services, build service supporting facilities such as talent elderly care apartments and kindergartens, raise 6,000 sets of talent housing of various types, and further increase support in visas, entry and exit, social insurance, intellectual property protection, settlement, permanent residence, and children's enrollment.

Guangzhou Science City Park hosted the first national stop event for the "Chuangxin China" tour relay, and held a series of activities in Guangdong Province's double innovation main venues in 2016 and 2018. In 2018, 2,172 people were supported to start their own businesses, 9,292 people were hired, and the entrepreneurship subsidy funds were approved for approximately 17.22 million yuan. As of the end of 2018, 91 innovation and entrepreneurship incubators, accelerators and 33 maker spaces in the district directly led to 63,134 jobs.

3. Improve the support system of "double innovation" through high-quality innovative achievements

Create a collaborative innovation system. Establish a collaborative innovation and entrepreneurship network of "production, government, academic, research, capital, introduction, and use", and was approved to build two national innovation centers of advanced polymer materials, printing and flexible display; establish a R&D resource sharing mechanism with 32 national and provincial key laboratories; and establish a scientific and technological project cooperation mechanism with 75 domestic and foreign universities and research institutes including the University of Hong Kong and Baptist University to accelerate the promotion of the research and development of new technologies and the transformation of scientific research results.

Gather open and innovative R&D institutions. 21 new R&D institutions such as the Guangzhou Institute of Biomedicine and Health of the Chinese Academy of Sciences and the Tsinghua Pearl River Delta Research Institute have been built, accounting for nearly 50% of the city. The park gathers 962 high-end R&D institutions of various types.

Innovation and entrepreneurship have achieved fruitful results. The "Ten Hundred Thousand" patent extermination project was implemented. In 2018, the number of patent applications exceeded 20,000, an increase of 66.3%, and the number of patent authorizations was 14,705, an increase of 57.4%. Promote the entities of double-innovation to strengthen the use of intellectual property rights, and completed patent pledge financing of 1.45 billion yuan in 2018, 4.56 times that of 2017.

4. Innovate in incubation model to achieve comprehensive upgrade of the "double innovation" platform

Implement the "big incubator" strategy. Since 2016, a total of 35 maker spaces have been built in the district, including 9 national-level maker spaces and 30 maker spaces at or above the municipal level. A total of 98 incubators have been built, with a total area of ​​5 million square meters, including 10 national incubators, becoming the pioneer area for the innovation and development of incubators in South China. The park has incubated a total of 3,830 technology enterprises and 2,989 enterprises in the park. At present, the number of technology enterprises cultivated in the district has exceeded 20,000, and the number of high-tech enterprises has exceeded 2,000. The number of gazelle enterprises ranks among the top four in the national high-tech zone for four consecutive years.

Promote the comprehensive upgrade of incubators. Include private incubators in the incubator management and assessment system in the entire district and enjoy the same policies and services. Through the endogenous incubation model, the formation of fission effects of innovative enterprises will be promoted through the external incubation model, and the development of industrial clusters will be promoted through the collaborative incubation model.

5. Use investment and financing mechanism innovation to achieve "double innovation" financial services optimization

We have leveraged the advantages of the "10 Venture Capital Investors" policy and actively attracted high-quality venture capital institutions to settle in the district. A total of 307 venture capital institutions have been settled in the district, with a scale of nearly 80 billion yuan in managed funds. We have continuously expanded the financing channels for entrepreneurship and innovation, and promoted the listing of 50 enterprises in the district, 123 enterprises were listed on the New Third Board, gathered 302 equity investment institutions, and 830 enterprises in the district achieved circulation and financing transaction volume of 620 million yuan in the Guangdong Equity Trading Center. Build a characteristic financial service system and create special service sectors such as "Youth Innovation Board", "Talent Board", "Technology Board", "Science and Technology Board", "Science and Technology Innovation Board", "High Growth Board", and "Overseas Chinese Board" in the Guangdong Equity Trading Center to provide enterprises with comprehensive services such as exclusive financing, market value management and capital operation.

6. Use intellectual property reform to achieve the improvement of the development environment of "double innovation"

Innovatively create an intellectual property service system. Intellectual property institutions such as China (Guangdong) Intellectual Property Protection Center, Guangzhou "Belt and Road" Copyright Industry Service Center, and the Patent Office Patent Office Patent Examination Cooperation Guangdong Center have been put into operation, introduced the Peking University Intellectual Property Research Institute, and established the Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Alliance to further strengthen the supporting role of intellectual property in innovation and entrepreneurship. It was approved as a pilot zone for the development of the National Intellectual Property Service Industry and was named "Advanced Collective in the Implementation of the National Intellectual Property Strategy". Build a professional intellectual property incubator, introduce a professional operation team, create a low-cost, convenient, and one-stop intellectual property operation service platform, and promote industrial innovation and development. Promote the establishment of the first batch of "Guangzhou Development Zone Intellectual Property Service Workstations" in 13 units, and build a mutual assistance and exchange platform between patent examiners and patent workers in terms of professional technology, intellectual property rights, etc. The number of intellectual property service agencies has gathered reached 75, and the service content covers six major areas such as intellectual property agency, law, information, commercialization, consultation, and training, forming a relatively complete service system. Establish the Guangzhou Intellectual Property Court, introduce the Guangzhou Intellectual Property Arbitration Court, deepen cooperation with the Guangdong Provincial Intellectual Property Rights Protection Assistance Center, and create a rapid protection system for intellectual property authorization, rights confirmation and rights protection.

7. Achieve the international transformation of "double innovation" through open innovation

Build a cooperation system with three paired regions, two cooperation platforms, one professional fund, one professional conference, a series of cooperative countries, and a number of cooperative projects. Initiate the establishment of the "China-Europe Belt and Road Industrial Fund" with a total scale of over 10 billion yuan and the first phase of 2 billion yuan. Focusing on the field of biopharmaceutical industry, a cooperation platform for China-Israel biological industry incubation base was established, a China-Israel biological industry fund with a scale of more than 600 million yuan was established, and a "China-Israel Biotechnology Bridge" docking and exchange mechanism was established. Vigorously support enterprises to integrate global innovation resources to achieve leapfrog development.
