The primary partner of the joint construction of the "Belt and Road" initiative is neighboring countries, and the primary beneficiary targets are neighboring countries. High-quality joint construction of the "Belt and Road" is in line with the development strategies of neighboring countries. China has signed a cooperation agreement on jointly building the "Belt and Road" with 25 neighboring countries. The initiative to jointly build the "Belt and Road" is effectively connected with the construction of Russia's Eurasian Economic Union, Kazakhstan's "Bright Road" New Economic Policy, and Mongolia's "Grassland Road" initiative and other multinational strategies and regional development plans. Recently, new routes have been opened for Central Asia, the China-Jiangxi-Ukraine Railway Project has been launched, the Western Land-Sea New Channel train has been launched for more than 10,000 trains per year, the China-Laos Railway has sent more than 50 million passengers, and the first fully closed expressway in Bangladesh has been opened to traffic... With the joint efforts of all parties, the interconnection structure of "six corridors, six roads, multiple countries and multiple ports" has been basically formed, unblocking bloodlines for regional countries' economic development, and promote all parties to better integrate into the global supply chain, industrial chain, and value chain, and achieve coordinated development.

High-quality joint construction of the "Belt and Road" will help neighboring countries to modernize. Under the framework of high-quality joint construction of the "Belt and Road", more and more people in neighboring countries have lived a good life.

We will jointly build the "Belt and Road" with high quality to promote mutual understanding between people in neighboring countries. The mutual understanding of the people is the social foundation for jointly building the "Belt and Road". China has similar geographical locations, similar cultures, and spiritual connections with neighboring countries, and has a deep foundation of friendship. China and neighboring countries have inherited and carried forward the spirit of the Silk Road, widely carried out cultural tourism cooperation, education exchanges, media and think tank cooperation, folk exchanges, etc., promoted mutual learning and cultural integration and innovation, formed a diverse interactive and blooming cultural exchange pattern, and laid a solid foundation for the public opinion of jointly building the "Belt and Road".

China and neighboring countries are jointly building the "Belt and Road" with high-quality countries, continuously expanding mutually beneficial cooperation, and forming a closer symbiotic and coordinated development pattern.
