Based on its functional positioning, the Department of Science and Technology of Inner Mongolia Autonomous Region has formulated specific measures to fully implement the main line of the work of forging a strong sense of community for the Chinese nation, and has made solid progress in the work of forging a strong sense of community for the Chinese nation in depth and practicality. The autonomous region's regional innovation capabilities ranking rose by 4 places to 24 places in the country; the registration volume and transaction volume of technical contracts in the region reached 2414 and 8.279 billion yuan respectively, an increase of 8.79% and 34.13% year-on-year, both of which set new records; the two achievements nominated by Inner Mongolia won the second prize of National Science and Technology Progress Award.
First, improve the ability of science and technology to support the transformation and upgrading of traditional industries. Implement special projects for key R&D and achievement transformation in the field of science and technology support the revitalization of the Northeast, the ecological protection and high-quality development of the Yellow River Basin, and form three key industrial chain innovation consortiums including coal coking chemical industry, agricultural machinery, and corn. Actively integrate into the national strategy, deepen the "4 8 N" cooperation system, implement the "Science and Technology Innovation Doubling Plan" for Beijing-Mongolia cooperation, participate in the "Belt and Road" scientific and technological cooperation, continuously gather innovative resources from all parties, and enhance the influence of the autonomous region's science and technology field. We will launch the three landmark battles of the "Three Norths" project in an all-round way, focus on technical problems, and launch and implement 15 major demonstration projects of scientific and technological innovation through the "posting of the list and taking charge" method, providing technical and systematic solutions for the comprehensive prevention and control of desertification in the autonomous region.

The second is to implement the scientific and technological "breakthrough" project. Focusing on the construction of important national energy and strategic resource bases and agricultural and livestock product production bases, we selected "4 1" breakthrough points, deployed 36 key tasks, and attracted a total of 72 scientific research units inside and outside the district to participate in the breakthrough, with a total investment of 2.817 billion yuan. Based on the resource advantages, industrial characteristics and rich application scenario characteristics of the autonomous region, we will lay out 16 key research directions in three new points: "Artificial Intelligence ", low-altitude economy and biotechnology, and strive to support industrial upgrading.

The third is to promote the development of scientific and technological talents in ethnic minority areas. Continue to promote the "Ten Thousand Experts and Talents to Serve the Grassroots" action in the field of science and technology, organize 14 experts and talents from universities such as Inner Mongolia Agricultural University to go to the grassroots front line, provide targeted, accurate and effective professional and scientific services to help the development of grassroots industries. Deeply implement the science and technology commissioner system, support the construction of science and technology commissioner workstations, encourage and guide scientific and technological personnel to go deep into rural and pastoral areas to carry out scientific and technological services, and help the revitalization of rural industries. We have solidly promoted the special plan for the "Three Districts" Talent Support Plan, established 160 enterprise science and technology commissioners workstations, and 2,328 inbound enterprises, providing precise and innovative services to 11,167 enterprises.
Fourth, consolidate the foundation for scientific and technological development in ethnic areas. Comprehensively deepen the actions to assist enterprises, carefully plan the "Year of Implementing Science and Technology Policy Strengthening" activities, comprehensively sort out and launch the "1 7 N" science and technology policy package to fully support the high-quality development of the autonomous region's scientific and technological innovation undertakings. Continuously improve the basic research capabilities of ethnic areas and build a three-level laboratory system for national key laboratories, Inner Mongolia Laboratories and Autonomous Region Key Laboratories. Further expand opening up to Russia and Mongolia, strengthen cooperation with Beijing-Tianjin-Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the three eastern provinces, deepen all-round cooperation between Beijing and Mongolia, and promote the differentiated and coordinated development of the eastern, central and western parts of the autonomous region. Improve the participation and competitiveness of the autonomous region in the global scientific and technological innovation network, explore cross-regional scientific research results sharing, technology transfer cooperation, talent training and exchange, and deepen international scientific and technological cooperation on the "Belt and Road".
