On June 12, the 11th Plenary Session of the 15th Nanjing Committee of the Communist Party of China was held. The plenary session reviewed and passed the "Decision of the Nanjing Municipal Committee of the Communist Party of China on Deeply Studying and Implementing the Spirit of General Secretary Xi Jinping's Important Speech and Resolutely Shoulder the Responsibility of the Provincial Capital in a Major Economic Province." Zhou Hongbo explained the "Decision (Draft)".

The plenary session pointed out that General Secretary Xi Jinping’s important speech clarified the major responsibilities and practical paths for economic provinces to take the lead, and provided scientific guidance and fundamental guidance for doing a good job in Jiangsu. Taking on the role of a provincial capital that takes the lead in economic provinces is an important opportunity for Nanjing to improve the energy level of central cities, an inherent requirement for fighting the final battle of the "14th Five-Year Plan", and an urgent need to enhance the new driving force for high-quality development.

The whole city should further enhance its political awareness, ideological awareness and action awareness to take the main responsibilities, open up the situation and stimulate vitality with reform thinking, take actual performance and effectiveness as the testing standard, play the role of the main position of sectors and parks, mobilize the enthusiasm of the vast number of cadres, give full play to their comparative advantages, raise benchmarks, increase pressure and strive to do what they say, do better, and strive to write a new chapter in the modernization of the new Nanjing with excellent performance.

The plenary session emphasized that in his important speech, General Secretary Xi Jinping further clarified that Jiangsu should grasp the "four focus points" in taking the lead, be in line with major tasks such as "four steps ahead", "four new", and "4 1", and keep pace with the times. Third, we will take the lead in implementing major national development strategies, strengthen coordination and linkage with cities in the Yangtze River Delta, the Yangtze River Economic Belt and Nanjing Metropolitan Area, link high-end elements of the Beijing-Tianjin-Hebei and the Guangdong-Hong Kong-Macao Greater Bay Area, and focus on the construction of important hub cities at the intersection of the "Belt and Road", enhance the radiation and driving force of central cities, and achieve a new leap in energy levels.

Fourth, set an example in promoting common prosperity for all people, focus on employment priority, do practical things for people's livelihood in a solid manner, vigorously solve the urgent needs and concerns of the people, improve the balance and accessibility of basic public services, coordinate the promotion of urban-rural integration, enhance cultural empowerment, and continuously improve the attractiveness of cities and meet the new expectations of the people.

The plenary session emphasized that to shoulder the responsibility of the provincial capital, we must adhere to the overall leadership of the Party and lead high-quality development with high-quality party building.

We will insist on putting political construction first, promote the whole city to more deeply understand the decisive significance of the "two establishments", resolutely implement the "two safeguards", speed up the construction of grassroots party organizations, deepen the rectification of formalism to reduce the burden on grassroots units, increase the reporting of typical cases of fault tolerance and exemption, optimize institutional measures that can go up and down, forge a cadre team that bravely takes the lead, and create a good atmosphere for doing things and starting businesses.

Solidly promote the study and education on thoroughly implementing the spirit of the Central Eight Regulations, deeply promote the investigation and governance of corruption in the same way, adhere to the integration of rectification of work style, discipline and anti-corruption, and continue to strengthen the construction of clean politics.
