Chen Gang pointed out that the world is in a major change unseen in a century, and a new round of scientific and technological revolution and industrial transformation represented by artificial intelligence have brought unprecedented changes to global development. The 15th Five-Year Plan period is a critical period for basically realizing modernization to connect the past and the future by 2035. The 15th Five-Year Plan is an important plan for Guangxi's transformation and development. As the "bridgehead" for my country's opening up cooperation with ASEAN, Guangxi is Vietnam. It takes two steps to reach ASEAN, faces major development opportunities and ushers in the best development period in history. All localities and departments in the region should truly unify their thoughts and actions with the spirit of General Secretary Xi Jinping’s important instructions on the formulation of the “15th Five-Year Plan”, emancipate the mind, innovate and seek change, develop towards the strong and open development, adhere to the principle of hard work as the key and innovation as the soul, speak with performance and let the people evaluate it, focus on coordinating the construction of the “two ecology” of political ecology and natural ecology, grasp the historical window period of industrial revolution and technological innovation, highlight the main theme of high-quality development, combine with the actual situation of Guangxi, give full play to comparative advantages, seize major opportunities such as the high-level joint construction of the new western land-sea channel, lead high-quality development with high-quality planning, strive to write a chapter of modern Guangxi in China, and better serve the construction of a closer China-ASEAN community of shared future and the high-quality joint construction of the “Belt and Road”.
