From June 10 to 12, the second "Belt and Road" Science and Technology Exchange Conference was held in Chengdu, Sichuan. This conference is themed "Constructing the Road to Innovation, Promoting Cooperation and Development - Working together to build a 'Belt and Road' Science and Technology Innovation Community", and promotes the construction of a multi-level and multi-field scientific and technological exchange and cooperation mechanism to inject new impetus into global scientific and technological innovation cooperation.

In the global territory of the digital age, scientific and technological innovation has long become the core element of national competitiveness and a key force in promoting economic development, improving people's livelihood and responding to global challenges. The vitality of scientific and technological innovation lies in application and win-win cooperation. The theme of this conference profoundly reveals the inherent needs and mission of the times of the current international scientific and technological cooperation. Since the first conference was held, we have upheld the spirit of the innovative Silk Road of unity, cooperation, openness and inclusiveness, mutual learning and mutual benefit and win-win. my country has worked closely with the countries that jointly build the "Belt and Road" and has been constantly moving forward on the road of scientific and technological cooperation. It is like building a bridge of scientific and technological exchanges, crossing mountains, rivers, lakes and seas, closely connecting the wisdom of various countries with innovation, and injecting strong momentum into global scientific and technological cooperation. From Central Asia to the Middle East, from Southeast Asia to Africa, scientific and technological innovation cooperation has effectively improved the people's well-being of countries jointly building the "Belt and Road" and achieved true mutual benefit and win-win results.

The Silk Road of Science and Technology weaves an innovative community. Under the grand framework of the "Belt and Road" initiative, scientific and technological exchanges are no longer simple technology transfer or information sharing, but a deep and all-round cooperation. This cooperation covers multiple key areas such as science and technology planning and policy docking, science and technology and cultural exchanges, industrial innovation and development, international scientific plans, and artificial intelligence. Each area is related to the future welfare and development of mankind. Data shows that my country has signed intergovernmental scientific and technological cooperation agreements with more than 80 countries jointly built the "Belt and Road"; built more than 70 joint laboratories of the "Belt and Road"; established 10 international technology transfer centers for countries jointly built the countries; actively supported young scientists from all countries to come to China to engage in short-term scientific research and exchanges, and the coverage has reached more than 80% of the countries jointly built the "Belt and Road". Cooperation in scientific and technological innovation has become an important part of the cooperation in jointly building the "Belt and Road".

Open cooperation is always the right way to scientific and technological development. Just as ancient camel caravans needed to take care of each other through the desert, modern scientific and technological cooperation also needed to establish an inclusive institutional framework. The system, religion and culture of the joint construction of the "Belt and Road" country has diverse systems, religions and cultures, and its geopolitical environment and development levels are different. However, solving development problems through scientific and technological innovation is the common demand of all countries and is in line with the common interests of different countries. Sichuan is the birthplace of ancient Shu civilization and the highland of scientific and technological innovation in western China. Tradition and modernity are blended here, and the East and the West are talking here. This inclusive mind is the attitude that scientific and technological cooperation is most needed, allowing every participant to find its own value coordinates here. Because the ultimate goal of scientific and technological development is not to create a new "digital divide", but to build more "innovation bridges" and create more prosperity with a blooming flower. This is essentially the concrete practice of building a community with a shared future for mankind in the field of science and technology.

Through this conference, we have seen the determination and actions of the countries in the "Belt and Road" to work together in the field of science and technology. Transform the results of this conference into concrete actions, break down regional barriers and thinking barriers, gather the scientific and technological forces of various countries together, and form a powerful synergy to work together to build a scientific and technological innovation community of the "Belt and Road".
