Digital technology is an important support for the high-quality joint construction of the "Belt and Road". Gansu is the golden channel of the ancient Silk Road. We should base ourselves on our location advantages, actively use digital technology to empower us, continue to deepen exchanges and cooperation with neighboring countries in the fields of economy, trade, science and technology, industry, etc., and deeply integrate into and serve the joint construction of the "Belt and Road".

Build a new digital infrastructure system. Coordinate the construction of new infrastructure such as computing power network, industrial Internet, 5G base stations, and strive to build a digital hub in the northwest region. First, build a multi-dimensional digital infrastructure system. Focus on promoting the construction of the "East Digital and West Calculation" demonstration route, open up the direct data connection channel from Qingyang to Beijing-Tianjin-Hebei and Yangtze River Delta, and improve the national data center cluster network node level. Accelerate the layout of 5G base stations, implement compensatory network construction projects, and optimize the cross-network and cross-regional data flow structure. Coordinate the construction of computing power infrastructure such as Qingyang Data Center cluster and Zhangye Cloud Computing Center, and build a "cloud-edge-end" collaborative intelligent computing system. The second is to promote the digital upgrade of traditional infrastructure. Implement intelligent transformation of infrastructure such as transportation and energy, and build a smart logistics hub and a digital energy management platform. Layout the integrated network of heaven, earth and space to promote the integrated development of IoT perception facilities and satellite communication systems. Deploy artificial intelligence computing power infrastructure ahead of time, improve data processing capabilities in manufacturing, agriculture and other fields, and build an intelligent green and modern infrastructure system. The third is to deepen the layout of international digital cooperation. Accelerate the construction of special international Internet data channels in Lanzhou New District and explore the establishment of a cross-border data flow experimental zone. Promote the application of 5G, cloud computing and other technologies in cross-border logistics, energy development and other fields, and provide digital support for international production capacity cooperation. Innovate investment and operation models, promote incremental construction and stock transformation parallel, and create a new benchmark for digital economic cooperation in jointly building the "Belt and Road".

Promote the deep integration of industry and digital. Focus on advantageous industries and promote the deep integration of new generation information technology and the real economy. In the industrial field, with intelligent manufacturing as the main focus, we will accelerate the construction of smart factories and smart mines, promote the application scenarios of "5G Industrial Internet", support leading enterprises to build industrial Internet platforms, and drive the digital transformation of upstream and downstream enterprises in the industrial chain. In terms of agriculture, relying on the eight major industries of "cattle, sheep, vegetables, fruits, potatoes, medicines and grains", we will build a digital modern agricultural demonstration zone, promote the "cloud rural" digital agricultural service platform, integrate satellite remote sensing, Internet of Things and AI models, and realize the digitalization of the entire process of planting and breeding. At the same time, relying on the smart agricultural model, we will build a "seed industry big data platform agricultural technology intelligent question and answer" system to empower farmers to make scientific decisions. In the service industry, we will actively develop new business forms such as digital finance, smart logistics, and digital cultural tourism, promote the integrated development of online and offline, and enhance the competitiveness of service trade. Through digital technology empowerment, we will promote the high-end, intelligent and green upgrading of traditional industries and cultivate industrial clusters with international competitiveness.

Deepen international cooperation in digital technology. First, build the "Central and Western Asia Computing Power Corridor". Relying on Lanzhou hub nodes to build a cross-border data center cluster, jointly build a distributed computing power network, promote the external output of computing power resources, and explore the "enclave data center" model and cross-border computing power trading platform. The second is to promote mutual recognition of technical standards. Relying on the joint laboratories of universities in the province and foreign universities, we will formulate autonomous driving scenario standards and vehicle communication protocols in the field of intelligent connected vehicles, develop 5G factory architecture and big data exchange standards in the field of industrial Internet, and establish a Central Asia Digital Technology Certification Alliance. The third is to deepen digital technology cooperation. Build a joint R&D platform for artificial intelligence and blockchain, support provincial enterprises to participate in Central Asia's digital infrastructure projects, export smart transportation and other solutions, create a digital economy international exchange and cooperation brand with regional influence, and establish a cross-border data flow rules and a joint talent training mechanism. Through policy support, data governance innovation and talent introduction and cultivation projects, Gansu will be built into an international hub of "East and West Calculation" and an innovation highland of the Digital Silk Road.

Improve the digital governance system. Digital governance capabilities are an important guarantee for improving the level of an open economy. Through various measures such as strengthening policy support, strengthening data security governance, and promoting the market-oriented allocation of data elements, we will improve the digital governance system and create a first-class business environment to provide strong support for the construction of the "Belt and Road". First, strengthen policy support. Formulate and improve relevant policies and regulations to provide institutional guarantees for digital governance and optimization of the business environment, encourage innovation and attract investment, and promote the deep integration of the digital economy and the real economy. The second is to strengthen data security governance. Establish and improve a data security guarantee system, strengthen security management of data collection, storage, transmission, processing and sharing, and at the same time improve data quality, ensure the accuracy and integrity of data, and provide a reliable basis for government decision-making and enterprise development. The third is to promote the market-oriented allocation of data elements. Accelerate the construction of a data element market system, improve data trading rules and regulatory mechanisms, promote the optimized allocation and efficient use of data resources, and promote data to become a key production factor for promoting economic and social development.

Strengthen the cultivation of digital talents. First, innovate mechanisms and introduce international talents. Broaden channels and strengthen cooperation with countries along the "Belt and Road", establish exchange mechanisms, attract overseas talents, and inject vitality into the digital economy. The second is to integrate resources and improve training efficiency. Local institutions are encouraged to cooperate with institutions along the route to cultivate international talents, add relevant courses in universities and vocational colleges, cultivate compound talents, and organize students to participate in international competitions and exchange activities to improve their practical capabilities. At the same time, they cooperate with countries along the route to carry out digital education projects, introduce advanced foreign resources and teachers to improve the quality of education. The third is to strengthen exchanges and deepen regional cooperation. Strengthen exchanges and cooperation of digital talents, establish regional digital talent cooperation alliances, carry out talent training, introduction and exchange activities, achieve complementary advantages, promote regional coordinated development, and carry out digital skills training projects to meet the market needs of countries along the route to improve the digitalization level of local talents. Fourth, promote the connection between digital Silk Road talents and strengthen international display capabilities. Actively participate in the construction of the "Digital Silk Road", cultivate talents with cross-cultural communication capabilities, build an online platform for international cooperation between digital talents, promote the precise docking of talents and projects, and improve the efficiency and effectiveness of international cooperation.
