Joint Statement of the People's Republic of China and the Republic of Armenia on the Establishment of Strategic Partnership
The People's Republic of China and the Republic of Armenia (hereinafter referred to as the "both sides") agreed that since the establishment of diplomatic relations on April 6, 1992, bilateral relations have maintained rapid development on the basis of generational friendship, and cooperation in various fields has achieved positive results.
The two sides agreed to establish a strategic partnership, continue to follow the basic principles of bilateral relations of equality, mutual respect and trust, and win-win cooperation, expand cooperation between the two countries in the fields of politics, economy, culture, society and humanities, strengthen cooperation in international affairs, and promote regional and even world peace and stability.
Political dialogue
(1) Both sides follow the five principles of peaceful coexistence: mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, and peaceful coexistence.
(2) Both sides respect each other's development path that conforms to their own national conditions and independently decide on bilateral relations principles and policies. Both sides are reliable partners, do not engage in activities that harm each other's sovereignty, security, and development interests, and do not take any actions that undermine the mutual trust and people's friendship between the two countries.
(III) Asia adheres to the one-China principle, recognizes that there is only one China in the world, and Taiwan is an inalienable part of China's territory. The Government of the People's Republic of China is the only legal government representing the entire China. It firmly opposes any form of "Taiwan independence" and firmly supports China's efforts to achieve national reunification.
(IV) China firmly supports Armenia's political independence, sovereignty, territorial integrity and inviolability of borders. China supports the peace agenda proposed by Asia and welcomes the "peace crossroads" plan proposed by Asia.
(V) Both sides believe that geopolitical plots aimed at supporting confrontation will be counterproductive and jointly oppose any action that undermines regional stability and provokes new disputes.
(VI) The two sides are willing to strengthen high-level political dialogue, hold regular consultations between the foreign ministries of the two countries, strengthen communication between the central governments, local governments and political parties of the two countries, exchange experiences and consolidate cooperation.
(7) The two sides attach great importance to cooperation between the two countries' legislative bodies and emphasize that parliamentary diplomacy is of great significance to promoting bilateral political dialogue.
(8) The two sides believe that it is necessary to strengthen mechanism exchanges between the two governments and exchange views on development and security issues.
(9) The two sides are willing to strengthen exchanges and cooperation in the fields of law and judicial on the basis of equality, mutual benefit and mutual respect.
(10) The two sides are willing to strengthen law enforcement and security cooperation and jointly combat terrorism, separatism, extremism, cybercrime and other transnational crimes.
(11) The two sides will continue to expand inter-regional cooperation.
(12) Both sides will continue to enrich the political and treaty legal basis aimed at further deepening cooperation in various fields.
Economics, Trade, Investment and Tourism
(1) Both sides welcome the stable development of the economic and trade relations between the two countries in recent years and are willing to continue to work hard to promote the growth of trade between the two sides, promote the export of more Armenian goods to China, and attract investment from Chinese companies. The Asian side welcomes Chinese companies to participate in Asian infrastructure construction projects.
(2) The two sides are willing to strengthen exchanges and cooperation and expand trade and investment potential in infrastructure, information technology, renewable energy, agriculture, industry and other fields.
(III) Both sides highly appreciate the important role played by the Intergovernmental Economic and Trade Cooperation Committee in promoting Central Asia's economic and trade cooperation, and are willing to continue to hold committee meetings regularly, fully implement relevant consensus, and use this as the goal to enhance the level of chairmanships of both sides of the committee.
(IV) China welcomes Asia to actively participate in major exhibitions such as the China International Import Expo, China Import and Export Commodity Fair, China International Trade Fair in Services, Global Digital Trade Expo, China International Consumer Products Expo, China International Small and Medium Enterprises Expo, China International Investment and Trade Fair, and supports Asia to use online platforms to carry out high-quality product promotion and commodity exhibitions and sales activities. Asia welcomes China to actively participate in international exhibitions and trade fairs held in Armenia, including the Food and Beverage Expo, the Armenian Manufacturing Expo, the Architectural Expo, the Industrial Armenian Expo, the Digital Technology Expo, the High-Tech Weapons Expo, etc.
(V) The two sides are willing to further promote mutual investment, strengthen cooperation in the fields of industry, information and communications, agriculture, energy, etc., and promote high-quality development of cooperation.
(VI) Both sides are willing to discuss and improve the legal basis of treaties in the field of economic and trade, and actively explore the establishment of institutional arrangements for trade and investment liberalization and facilitation. The two sides reiterated their firm commitment to safeguarding the multilateral trading system with the WTO as the core and support the inclusion of the "Agreement on Investment Facilitation for Promoting Development" into the WTO legal framework.
(7) The two sides are willing to deepen development cooperation and explore the implementation of more "small but beautiful" people's livelihood assistance projects in Armenia. Asia thanks China for its long-term technical assistance, including the implementation of human resources development projects.
(8) Both sides are willing to strengthen cooperation in the field of tourism. Both sides highly appreciate the positive role played by the two countries' mutual visa exemption policy in promoting tourism development, strengthening private exchanges and expanding economic, cultural and cultural ties. Both sides believe that the launch of direct flights between the two countries will further promote tourism cooperation. China welcomes Asia to participate in tourism exhibitions such as the China International Tourism Fair held every year.
Industry Cooperation
(1) Both sides are willing to promote mutually beneficial cooperation in the fields of science and technology, education and language communication. Both sides believe that carrying out education and popularization of Chinese and Armenian languages in each other's universities (including the Asian Confucius Institute) is an important aspect of promoting cultural exchanges and dialogues. The two sides discussed strengthening cooperation in the fields of digital education, vocational education, etc. Both sides actively support the mutual translation and publication of classic works from each other.
(2) The two sides are willing to actively promote exchanges between scientific research institutions, strengthen mutually beneficial cooperation in the field of science and technology, promote the transformation of technological achievements, and promote new progress in scientific and technological cooperation between the two countries.
(III) The two sides emphasized the importance of cooperation in the fields of information technology, innovation and artificial intelligence, and are willing to use the Asian "engineering city" and "science city" projects as possible cooperation platforms to promote the construction of incubation centers, science and technology parks, innovation centers and joint research centers.
(4) Both sides agreed to improve the level of cooperation in the cultural field and actively organize cultural days and other activities. The two sides are willing to carry out cooperation in protecting cultural relics and inheriting cultural heritage, and promote cooperation within the framework of the Forum on Ancient Civilizations. As an active participant in the Forum of Ancient Civilization and Ancient Civilization, the two sides are willing to actively carry out cooperation within the framework of the forum.
(V) The two sides are willing to deepen cooperation in the fields of health, labor and employment, social security, sports and youth, and strengthen exchanges in the fields of film, media, and think tanks.
(VI) Both sides support further improving the level of facilitation of personnel exchanges.
(7) The two sides regard digitalization and digital transformation as important priority directions for cooperation between the two countries and are willing to implement joint projects to introduce modern technology. The two sides are willing to exchange experience in areas such as cybersecurity and combating mixed threats.
(8) Both sides agreed that on the basis of respecting national sovereignty, national jurisdiction, equality and reciprocity, further deepening cooperation in the field of transportation and improving the level of transportation facilitation will be conducive to improving regional connectivity and promoting economic and trade development.
Global and international cooperation
(I) Both sides are committed to maintaining the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the Charter of the United Nations. The two sides are willing to continue to strengthen cooperation within the framework of the United Nations, support each other to play a greater role in international and regional affairs, work together to promote an equal and orderly world multipolarization, inclusive and inclusive economic globalization, and jointly promote the building of a new type of international relations and a community with a shared future for mankind. Both sides believe that human rights are universal, indivisible, interdependent and interrelated. The encouraging and protection of human rights should be followed by the purposes and principles of the Charter of the United Nations and international law.
(II) Both sides reiterate that the right to development is universal and indivisible and an indivisible part of human rights. The two sides are willing to effectively strengthen international cooperation to realize the right to development and eliminate development obstacles.
(III) Asia welcomes the global development initiative, global security initiative, and global civilization initiative proposed by China, especially the concepts of respecting the sovereignty and territorial integrity of all countries, supporting the purposes and principles of the United Nations Charter, and supporting the peaceful resolution of all disputes through dialogue, prioritizing development, people-oriented, innovation-driven, reducing poverty, responding to climate change, and promoting green development. The two sides are willing to promote the accelerated implementation of the United Nations 2030 Agenda for Sustainable Development, jointly safeguard international and regional security and stability, and jointly promote exchanges and mutual learning among civilizations among all countries.
(IV) The two sides will strengthen policy coordination and development planning docking within the framework of the joint construction of the "Belt and Road" initiative, and promote the joint construction of the "Belt and Road" between the two sides into a new stage of high-quality development, and benefit the two countries and the people of both countries. As one of the earliest countries to participate in the joint construction of the "Belt and Road", Armenia is willing to actively promote the docking of the joint construction of the "Belt and Road" initiative with China and the "Peace Crossroad" plan, promote the implementation of relevant cooperation projects, and ensure the safe and smooth progress of the project.
(V) China welcomes Asia to strengthen cooperation with the Shanghai Cooperation Organization and support Asia to enhance its legal status in the Shanghai Cooperation Organization.
(VI) Asia supports the basic principles of the Shanghai Cooperation Organization, including mutual respect for sovereignty, independence, territorial integrity, non-invasion of national borders, non-attacking each other, non-interference in internal affairs, and non-use of force or threatening force in international relations. These principles are also an integral part of the Armenian peace agenda and are conducive to the long-term maintenance of peace and stability in the South Caucasus region.
(VII) China welcomes Armenia to join the Asian Infrastructure Investment Bank and is willing to deepen cooperation with Asia within the bank's framework and jointly support the bank to better serve the infrastructure construction and sustainable development needs of developing countries.
