Guangxi is located in the western part of South my country and is a frontier and important window for exchanges and cooperation between my country and ASEAN countries. In December 2023, General Secretary Xi Jinping emphasized during his inspection in Guangxi that "Guangxi should continue to expand its opening up to the outside world" and required Guangxi to "actively serve the construction of a China-ASEAN community with a shared future, deepen and expand cooperation with ASEAN countries in the fields of commerce, labor, industry, science and technology, education, etc., to create a convenient place for domestic and international dual circulation market operation, and to deeply integrate into the joint construction of the Belt and Road Initiative." General Secretary Xi Jinping’s important speech provides a fundamental guideline for Guangxi to accelerate its open development, which is conducive to transforming Guangxi’s location advantages into high-level opening-up advantages.

my country is connected with ASEAN countries in landscape and cultural communication, and has a long history of friendly exchanges. It is a strategic partner of mutual trust, mutual understanding, mutual benefit and mutual assistance. Building a convenient place for domestic and international dual circulation markets for ASEAN is a strategic deployment based on Guangxi's strategic positioning in the overall national development situation and its own reform and development reality. It is conducive to Guangxi's full play to its location advantages, make greater breakthroughs in serving and integrating into the new development pattern, expand the development space for internal connection and opening up to the outside world, serve the construction of a China-ASEAN community of shared future, create welfare for the people of all countries, including ASEAN, and write a chapter of Chinese-style modern Guangxi. To give full play to Guangxi's location advantages to create a convenient place for domestic and international dual circulation market operations, we can focus on the following aspects.

Deepen and expand the areas of cooperation. Deepening and expanding the areas of cooperation is a pragmatic move to accelerate the creation of a convenient place for domestic and international dual circulation market operations. We can strengthen cooperation with ASEAN countries in the fields of trade, industry, investment, business, etc., deepen the industrial cooperation layout of "you have me, I have you", and build a stable and efficient China-ASEAN industrial chain and supply chain system. Accelerate the construction of ASEAN science and technology innovation cooperation zones, gather a large number of domestic and foreign innovation resources such as talents, technology, capital, and data in advantageous and characteristic areas, and promote the smoother flow of factors. Actively build a cross-border industrial chain and supply chain to form a diversified supply system for innovative factors that are compatible with market demand and match cross-border industrial cooperation. Support the construction of an overseas student entrepreneurship park in the border port park, build the China-ASEAN Modern Craftsman College, improve the potential for educational cooperation towards ASEAN, and accelerate the creation of a number of "small and beautiful" convenient cooperation models.

Vigorously optimize the business environment. Optimizing the business environment is an important guarantee for accelerating the creation of a convenient place for domestic and international dual circulation markets. The investment convenience service system should be improved, a unified market access system should be implemented, and a regional headquarters base for two-way investment between China and ASEAN should be built. Smooth the channels for cross-border personnel circulation, optimize the residence policy for foreign professional and technical personnel, and establish a list of overseas professional qualification recognition systems and a mechanism for cross-border professional qualification interoperability. Promote integrated innovation of convenient policies, promote decentralization, sharing and opening up of public data; pilot reforms and innovations in areas such as trade convenience, investment convenience, and capital flow convenience, and support the implementation of institutional innovations such as credit supervision and smart supervision.

Establish a highly efficient network of China Unicom. Efficient interconnection is the basis for accelerating the construction of a convenient place for domestic and international dual circulation market operations. To this end, it is necessary to establish a fully efficient network. We must build a new western land-sea channel with high quality and actively promote interconnection and cooperation with ASEAN countries such as railways, highways, and sea routes. Improve the quality and efficiency of logistics and transportation, promote the efficiency and fee reduction of Beibu Gulf Port, rely on Nanning International Railway Port to expand the scale of China-Vietnam Railway container trains, and add China-Europe Express departure stations in Beibu Gulf Port. Strengthen the construction of digital channels, promote the construction of China-ASEAN Information Port, support Guangxi to build an international communications business entrance and exit bureau, build a computing power hub and communication network hub for ASEAN, and cultivate the China-ASEAN big data trading market.

Promote high-level open cooperation. Improving the energy level of domestic and foreign opening up is the key to accelerating the creation of a convenient place for domestic and international dual circulation market operations. Seize cooperation opportunities such as the construction of the China-ASEAN Free Trade Zone version 3.0 and the full entry into force of the Regional Comprehensive Economic Partnership Agreement, and steadily expand institutional opening up by establishing the China-ASEAN Commercial Arbitration Cooperation Center and accelerating the upgrading and development of China-Malaysia's "two countries and two parks". Build a financial open portal for ASEAN, support the expansion of China-ASEAN trade and investment settlement and RMB cross-border payment system in ASEAN countries, and improve the level of financial services. Support Nanning and Guilin to benchmark and create international consumption center cities, actively develop new consumption formats such as e-commerce, Internet medical care, and smart tourism, and optimize cross-border consumption supply.
