The "Work Plan" proposes that from 2025 to 2026, the building materials industry will recover and improve, the profit level will be effectively improved, the industrial scientific and technological innovation capabilities will continue to increase, and the scale of green building materials and advanced inorganic non-metallic materials industries will continue to grow. In 2026, the operating income of green building materials will exceed 300 billion yuan.

The Work Plan deploys five key tasks.

First, strengthen industry management. It is strictly prohibited to add new cement clinker and flat glass production capacity. Build green factories and promote ultra-low emission transformation in cement and other industries. By the end of 2025, 50% of the cement clinker production capacity in key areas of national air pollution prevention and control will be transformed. 7. Strengthen the guidance of standards. Formulate and revise mandatory national standards such as the combustion performance of safety glass for construction, thermal insulation materials for construction, and energy consumption limits for glass fiber unit products. Develop quality traceability, instruction manuals and quality control capability grading standards for building materials enterprises, such as cement, safety glass, waterproof rolls, and thermal insulation materials for building materials. Improve the green building materials evaluation standards and the standard system for carbon footprint accounting rules and regulations for key products in the building materials industry. Accelerate the development of digital transformation standards, issue evaluation standards for digital transformation in the building materials industry, and strengthen the connection with the general evaluation index system. Improve the standard system of industrial chains such as carbon fiber and superhard materials, and promote the same planning, deployment, research and implementation of materials and standards development.
