"What we pursue is not China's independent modernization, but we look forward to working with all countries, including the vast number of developing countries to jointly achieve modernization." President Xi Jinping delivered a keynote speech at the opening ceremony of the third Belt and Road International Cooperation Summit Forum, emphasizing that "China is willing to deepen the Belt and Road cooperative partnership with all parties, promote the joint construction of the Belt and Road into a new stage of high-quality development, and make unremitting efforts to realize the modernization of all countries in the world." He solemnly announced eight actions of China to support the high-quality joint construction of the Belt and Road, clarify new directions for the Belt and Road, open up new visions, and inject new impetus.

Today, China is comprehensively promoting the great cause of building a strong country and national rejuvenation with Chinese-style modernization. Chinese-style modernization not only benefits the Chinese people, but also promotes common development in the world. It is a prosperous road for our strong country and national rejuvenation, and it is also the only way for China to seek human progress and world harmony. China has always closely linked its own destiny with the destiny of people of all countries, strives to provide new opportunities for world development with new achievements in Chinese-style modernization, provide new support for mankind's exploration of the path of modernization, and make new contributions to the theoretical and practical innovation of human society's modernization theory and practice. The joint construction of the "Belt and Road" is not only a major measure for China to expand opening up, aiming to promote higher quality development through higher levels of opening up and share China's development opportunities with the world; it is also a Chinese solution to solve global development problems, aiming to promote common modernization among all countries, promote a more dynamic, inclusive and sustainable economic globalization process, and allow the fruits of development to benefit people of all countries more and more equitably. Over the past 10 years, the joint construction of the "Belt and Road" has not only brought tangible benefits to relevant countries, but also made positive contributions to promoting the healthy development of economic globalization, solving global development problems and improving the global governance system, opening up a new path for mankind to achieve modernization together. It is the path for all countries to jointly move towards modernization and the path of hope for mankind to a better future.

Build a three-dimensional interconnection network of the "Belt and Road"; support the construction of an open world economy; carry out pragmatic cooperation; promote green development; promote scientific and technological innovation; support private exchanges; build a path of integrity; and improve the international cooperation mechanism of the "Belt and Road". President Xi Jinping announced that these eight actions of China to support the high-quality joint construction of the "Belt and Road" are pragmatic measures to promote the joint construction of the "Belt and Road" to enter a new stage of high-quality development and promote the realization of modernization of countries around the world, and have received positive responses and support from all parties. The most important consensus formed by this summit forum is to start a new stage of high-quality joint construction of the "Belt and Road". Everyone supports further deepening connectivity, building high-quality, sustainable and resilient infrastructure, continuously improving the level of soft connectivity of infrastructure, and building an open world economy. Everyone advocates accelerating the construction of the "Digital Silk Road" and promoting the healthy, orderly and safe development of artificial intelligence. Everyone believes that we should deepen the "Green Silk Road", work together to respond to the challenges of climate change, strengthen biodiversity protection, establish a green development investment and financing partnership, and empower green development. Everyone is looking forward to comprehensively promoting pragmatic cooperation, promoting trade and investment liberalization and facilitation, optimizing the business environment, developing a blue economy, building an honest Silk Road, deepening local exchanges, and carrying out rich and colorful cultural exchange activities.

Promoting the joint construction of the "Belt and Road" into a new stage of high-quality development is of great significance to leading international cooperation and global development under the new situation. This will be a new stage of three-dimensional connectivity in the Eurasian continent. We propose to support the construction of a three-dimensional interconnection network in the Eurasian continent from five aspects, including strengthening railway interconnection based on China-Europe freight trains, opening up a new logistics channel for the Eurasian continent supported by direct highway transportation, building a cross-caspian international transportation corridor, promoting the "Silk Road Sea Transportation" and new land-sea channel, and building the China-Europe Air Silk Road. This will be a new stage led by the Green Silk Road. We will deepen cooperation with all parties in the fields of green infrastructure, green energy, green transportation, etc., increase support for the International Alliance for Green Development of the Belt and Road, implement the principle of green investment in the Belt and Road, and make green development a distinct banner of the Belt and Road. This will be a new stage of empowering the Digital Silk Road. We will work with all parties to create an open, fair and non-discriminatory digital economic development environment, promote the deep integration of digital technology and the real economy, and narrow the digital divide. This will be a new stage for China and other countries to work together to achieve world modernization. We will promote the deeper integration and development of China's economy and the world economy through the joint construction of the "Belt and Road", firmly commit to building an open world economy, jointly achieve modernization of peaceful development, mutually beneficial cooperation and common prosperity, promote the implementation of the global development initiatives, global security initiatives, and global civilization initiatives proposed by President Xi Jinping, and build a community with a shared future for mankind.

As a long-term, cross-border, systematic world project and century-old project, the first 10 years of jointly building the "Belt and Road" are just a prologue. President Xi Jinping pointed out: "The joint construction of the Belt and Road Initiative has gone through the first vigorous decade, and is in its prime.
