Recently, the Provincial Department of Science and Technology issued a notice to start applications for the 2025 Shanxi Provincial Science and Technology Cooperation and Exchange Project.

The notification clarifies the direction of support:

“One Belt, One Road” scientific and technological cooperation project. Support cooperation with “Belt and Road” countries to carry out cutting-edge or advanced applicable technology research and development, and jointly build joint research institutions, science and technology cooperation parks, etc.

Key national scientific and technological cooperation projects. Support cross-border joint research and development or technology transfer in countries such as the United States, the United Kingdom, Germany, France, Japan, South Korea, Israel, Sweden, Finland, Canada, and Australia that have strong industrial technological innovation capabilities and have a good foundation for cooperation with our province.

International cooperation base and platform projects. Support recognized national or provincial-level international science and technology cooperation bases to independently determine the contents of cooperative R&D and demonstration applications based on their own development and construction goals, and carry out systematic international science and technology cooperation; support the establishment of inter-institutional cooperation mechanisms with well-known foreign universities, scientific research institutions, Fortune 500 or industry leaders, build joint laboratories, R&D centers and other platforms abroad or in our province, introduce foreign advanced scientific and technological resources, carry out key technology research and development that meets the scientific and technological and industrial needs of our province, and promote the transfer and transformation of advanced scientific and technological achievements in our province.

Regional cooperation projects. Support the "double first-class" universities in Beijing-Tianjin-Hebei, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, as well as scientific research institutes and enterprises with national-level scientific and technological innovation platforms, as well as national-level institutions such as the Chinese Academy of Sciences, etc., which can better integrate regional scientific and technological resources in the fields of equipment manufacturing, general aviation, new energy, new materials, big data, energy conservation and environmental protection, biomedicine, etc., and jointly carry out scientific research and technology research and scientific and technological achievements transfer and transformation projects.

The individual support amount for these 4 types of cooperation projects is about 400,000 yuan. After completion, at least 4 mission goals must be achieved: to achieve research breakthroughs or technology introduction in key technologies in related fields; to achieve the transformation of major results, with significant economic and social benefits after project implementation; to achieve significant results in talent exchange and talent international training; to hold or undertake International academic conferences or industry conferences with great influence; cooperate to apply for invention patents, obtain new products (new varieties), new processes, new devices, new materials, computer software, papers, international standards, national standards, industry standards, enterprise standards and other rich scientific and technological achievements; build an international scientific and technological cooperation innovation platform.

Scientific and technological assistance cooperation projects. Support scientific and technological assistance projects focusing on the province's counterpart assistance to Xinjiang, assistance to Tibet, and assistance to Qinghai, focusing on new materials, new energy, advanced equipment, energy conservation and environmental protection, coal, electricity and chemical industry, modern and efficient agriculture, improved seed breeding technology and other fields, highlighting the scientific and technological assistance projects that address the key technological needs of our province to support provinces (districts) or the promotion and application of practical technologies, and can produce better economic and social benefits.
