Chapter 17 of Volume 5 of "Xi Jinping: The Governance of China" points out that we will comprehensively promote the high-quality development of the "Belt and Road" initiative. The joint construction of the "Belt and Road" initiative is a major international cooperation initiative proposed by General Secretary Xi Jinping with a profound insight into the general trend of the times and taking into account both domestic and international situations. After 12 years of hard work and hard work, the joint construction of the “Belt and Road” has achieved significant results. At the same time, in its development process from "tong" to "smooth" and from "smooth" to "prosperous", it still faces multiple challenges such as the transition from project-based deployment to systematic integration and upgrading, the connection and integration of traditional models and emerging fields, and the diverse interweaving of traditional security and non-traditional risks. Facing the future and comprehensively promoting the high-quality development of the Belt and Road Initiative, we must use systemic thinking to solve development problems and accelerate the construction of a multi-party participation, collaborative, efficient, safe and stable systemic governance system.

Expand the cooperation content system to achieve both breadth expansion and quality and efficiency improvement. From proposing an initiative to developing into the most extensive and largest international cooperation platform in the world today, promoting both "expanding the circle of friends" and "deep cultivation and meticulous work" will be the key to deeper cooperation. The first is to improve the open platform. Build a more inclusive and open cooperation ecosystem, and attract more international organizations, multinational enterprises, international financial institutions and other parties to participate by continuously improving flexible and efficient benefit sharing and risk sharing mechanisms. The second is to expand new space for cooperation in emerging fields. Pragmatically promote cooperation in emerging fields such as digital economy, artificial intelligence, biotechnology, and new energy, and cultivate a number of cooperation growth points that are technologically leading, rule-based, and market-driven. The third is to strengthen the integration of intelligence and government. Carry out joint research in key areas such as green development, digital infrastructure, and public health, promote scientific and technological innovation cooperation and cross-border data flow, and form a batch of cooperation results with common intellectual property rights and practical application value.

Optimize the docking policy system and focus on both project-driven and mechanism integration. As the Belt and Road Initiative becomes more and more concrete, its goal is no longer to simply connect physical spaces, but to build an open, institutional cooperation ecosystem based on common rules, shared interests, and a common future. First, strengthen the construction of multilateral cooperation mechanisms. Focusing on areas such as infrastructure interconnection, industrial and supply chain resilience building, energy security, and scientific and technological innovation collaboration, we will actively advocate and pragmatically promote the establishment of a number of multilateral cooperation networks and permanent coordination platforms with specialized segments and focused functions. The second is to deepen the docking of rules and standards. Actively carry out the docking and joint design of rules and standards, systematically sort out and optimize and jointly build the country's rule connection and mutual recognition of standards in customs procedures, inspection and quarantine, intellectual property rights, dispute settlement, cross-border data flow, green standard certification, etc. Actively explore the organic combination of equity financing and project financing, and steadily promote the application of diversified financing tools such as hybrid loans, equity investments, and asset securitization. The third is to promote exchanges and mutual learning between civilizations. We should regard cultural exchanges and dialogue among civilizations as an important part of mechanism construction, encourage in-depth cooperation in the fields of education, science and technology, art, ecology, tourism, etc., and eliminate misunderstandings and prejudices by enhancing mutual historical understanding and cultural respect, so that the rule system of the joint construction of the "Belt and Road" can operate on the social soil of friendship and mutual trust.

Build a solid support system and emphasize both comprehensive prevention and control and systemic governance. The modern support system is the "ballast stone" and "stabilizer" for the steady and long-term development of the Belt and Road Initiative, fundamentally improving the initiative's overall risk resistance and sustainability. The first is to build an “intelligent, full-chain” comprehensive risk prevention and control system. Integrate resources from governments, enterprises, think tanks, financial institutions, non-governmental organizations, etc., and rely on modern technologies such as big data and artificial intelligence to promote the transformation of risk management from fragmented and ex post facto to systematic and forward-looking, and strengthen systematic research, judgment and response guidance on risks such as security situations, economic fluctuations, and legal adjustments. The second is to improve the corporate operating principles of "compliance leading, responsibility first". Establish and improve an internal compliance system covering anti-corruption, labor rights, environmental protection, data security and other fields, strengthen environmental and social risk management, promote the deep integration of project construction and regional development, and achieve the organic unity of economic benefits and social value. The third is to strengthen the construction of a comprehensive international talent training system. Focusing on the diversified demand for talents in the joint construction of the "Belt and Road", build a talent support mechanism covering the whole cycle of "selection-cultivation-transportation-tracking", vigorously cultivate compound talents with a global vision, familiar with international rules, familiar with regional national conditions, and good at cross-cultural communication, so as to provide solid intellectual support for comprehensively promoting the high-quality development of the joint construction of the "Belt and Road".
