China has not only consistently advocated that "no one can be left behind on the road to modernization, and no country can be left behind." China has also taken concrete actions to promote world modernization forward.

While attending the 32nd APEC Economic Leaders' Meeting, President Xi Jinping actively advocated that all parties put people first and fully implement the United Nations 2030 Agenda for Sustainable Development, emphasizing on better bridging the development gap and continuously improving people's well-being. In the face of endless global challenges, China has always held high the banner of development cooperation, demonstrated its responsibility with actions, and has increasingly become a key force in promoting global development.

Development is the eternal theme of human society. In today's world, the development deficit continues to grow, the development gap continues to widen, international cooperation lacks momentum, and the implementation of the 2030 Agenda for Sustainable Development is seriously lagging behind. As the world's largest developing country, China faces the challenges of the times, insists on keeping the future of mankind and the well-being of its people in mind, and has always been an activist and doer in promoting global development.

During the "14th Five-Year Plan" period, China has continued to provide new opportunities for all parties with its new achievements in Chinese-style modernization and injected strong momentum into global development. From opening the door wider and wider to the outside world, to practicing "teaching people to fish" overseas; from promoting high-quality joint construction of the "Belt and Road" to deepen and implement it, to joining hands with all parties to implement global development initiatives - China is not only the builder of development platforms, but also the leader of the cooperation process. The new development concepts of innovation, coordination, green, openness and sharing, as well as the important proposition of promoting inclusive economic globalization, have not only profoundly changed China's development trajectory, but also contributed valuable ideological public goods to the world, demonstrating increasingly strong conceptual leadership.

Actively carrying out development cooperation with developing countries is a concrete action taken by China to implement the concept of "working together for the same planet" and promote the building of a community with a shared future for mankind. As a natural member of the Global South, China upholds the concept of sincerity, real results, affinity and good faith and the correct view of justice and interests, strengthens unity and cooperation with developing countries, and gathers new momentum from the Global South to unite for self-reliance and seek common development. It has implemented the "Ten Partnership Actions" to promote modernization with Africa, launched the "Five Major Projects" with Latin America, built the "Five Major Cooperation Patterns" with Arab countries, and built the "Six Major Cooperation Platforms" with the Pacific Island countries... Through these tangible cooperation measures, the world has clearly seen that China has not only consistently advocated that "no one can be left behind on the road to modernization, and no country can be left behind", but it has also taken concrete actions to promote world modernization forward.

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposed to steadily expand institutional openness, safeguard the multilateral trading system, expand international circulation, promote reform and development through openness, and share opportunities and common development with other countries in the world. Currently, the countercurrent of protectionism is seriously impacting the multilateral trading system and damaging the important international institutional environment that developing countries rely on to promote their own development. As the world's second largest economy, China actively safeguards the multilateral trading system and defends international fairness and justice, which is of great significance to promoting global development. Looking forward to the "15th Five-Year Plan", China will actively expand independent opening up, promote innovative development of trade, expand two-way investment and cooperation space, and jointly build the "Belt and Road" with high quality. These new plans for open cooperation will provide more opportunities for all parties to leverage China to achieve development. According to World Bank estimates, by 2030, cooperation related to the Belt and Road Initiative alone is expected to lift 7.6 million people out of extreme poverty and 32 million people out of moderate poverty in relevant countries. China joins hands with all parties to implement various development cooperation initiatives, which will surely better empower global development and benefit people of all countries.

Take the people's hearts as your heart and the interests of the world as your interests. No matter how the international situation changes, China will always be a contributor to global development. It will use openness to alleviate development difficulties and pool the power of cooperation so that the results of development can benefit people of all countries in a more fair and fair manner. China will promote inclusive economic globalization and make greater contributions to building a community with a shared future for mankind.
