"The rule of law is the basis of governance." A modern and powerful country must be a country with good laws and good governance and prosperous rule of law.

General Secretary Xi Jinping emphasized: “Comprehensively governing the country according to law is a profound revolution in national governance, which is related to the party’s governance and rejuvenation of the country, the happiness and well-being of the people, and the long-term stability of the party and the country.”

In November 2020, the Central Committee’s comprehensive work conference on the rule of law was held in Beijing. The core outcome of the meeting was that for the first time, Xi Jinping’s Thought on the Rule of Law was proposed and systematically elaborated, and its guiding position in the comprehensive work of governing the country according to law was established. Xi Jinping's Thought on the Rule of Law profoundly answers the question of who is building the rule of law for and on whom China builds the rule of law. It scientifically points out the fundamental position of comprehensively governing the country by law in the new era, and provides fundamental compliance and action guidance for us to always adhere to the people's dominant position in comprehensively governing the country by law.

The "Amendment to the Constitution of the People's Republic of China" was passed through voting, raising the rule of law and the rule of the country to a new level; the Civil Code of the People's Republic of China, the first law named after "Code" since the founding of the People's Republic of China, has become the "encyclopedia of social life" for thousands of households; adhere to integrity and innovation, and improve the modernization level of political and legal work through deepening reforms; adhere to the combination of leniency and severity, and maintain social fairness and justice through fair justice; implement actions to improve citizens' legal literacy and consolidate the foundation of the rule of law through all people abiding by the law...

In the new era, under the guidance of Xi Jinping’s Thought on the Rule of Law, historic achievements and changes have taken place in comprehensively governing the country according to law. The construction of the socialist rule of law system with Chinese characteristics has been accelerated, and a new chapter of good law and good governance in the new era has been written.

In October 2025, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China was successfully held in Beijing. The "Recommendations" reviewed and approved by the plenary session deployed the major tasks of promoting the construction of socialist democracy and the rule of law, which are of great significance for consolidating and expanding the advantages of the socialist system with Chinese characteristics, fully mobilizing the enthusiasm, initiative and creativity of all people to participate in Chinese-style modernization, and ensuring decisive progress in basically realizing socialist modernization.

On the new journey, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, we will thoroughly implement Xi Jinping’s thought on the rule of law, adhere to the comprehensive rule of law, promote the construction of a rule of law in China, and use the rule of law to ensure that the people live and work in peace and contentment. The path of socialist rule of law with Chinese characteristics will become wider and wider.
