Collaboration was agreed upon at the meeting and the protocol was implemented
Uzbekistan's Minister of Emergency Situations Botyr Kudratodoyev went to Sanya, Hainan, China to attend the conference. The conference attracted representatives from 35 participating countries and partner countries and experts from more than 10 international organizations.
During the period, the emergency ministers of Ukraine and China held bilateral talks and signed a cooperation protocol, clarifying four major directions for cooperation: strengthening emergency prevention and response collaboration, sharing professional knowledge, conducting personnel training, and organizing joint exercises.
At the same time, it was agreed to establish links between the training institutions of the two countries' ministries and commissions, and learn from international experience to promote the professional development of teachers.
The “Belt and Road” extension of emergency cooperation
As the “Belt and Road” projects advance in depth in countries along the route, emergencies such as natural disasters and accidents have put forward higher requirements for project safety and personnel protection.
As a key node country in Central Asia, Uzbekistan cooperates closely with China in the fields of infrastructure, energy and other fields. Cooperation in the emergency field can reduce project risks, improve disaster response efficiency, and ensure the needs of both parties to ensure regional stability and sustainable advancement of cooperation projects.
From training to mechanism co-construction
According to the agreement, the two countries will promote the interconnection of training institutions, share teaching resources, and use international experience to enhance the capabilities of teachers.
Industry insiders pointed out that this mechanism is expected to become a model for regional emergency cooperation under the Belt and Road Initiative and provide continued impetus for Uzbekistan to build a professional emergency response system.
For China, the protocol provides better emergency protection and reduces operational risks for projects in Uzbekistan (such as infrastructure and energy projects).
For Uzbekistan, China's emergency management technology and experience can be used to improve local emergency response capabilities, create a safe environment to attract more Chinese-funded projects, and form a virtuous cycle from safety collaboration to industrial cooperation and finally capability improvement.
